10 No.31832 GOVERNMENT GAZETTE, 30 JANUARY 2009 No. 72 30 January 2009 WORLD HERITAGE CONVENTION ACT, 1999 PROCLAMATION OF THE CAPE FLORAL REGION PROTECTED AREAS AS A WORLD HERITAGE SITE AND DELEGATION BY THE MINISTER OF CERTAIN POWERS AND DUTIES TO THE DIRECTOR-GENERAL OF THE DEPARTMENT OF ENVIRONMENTAL AFFAIRS AND TOURISM I, Marthinus Christoffel Johannes van Schalkwyk, Minister of Environmental Affairs and Tourism hereby proclaim by virtue of the powers vested in me in terms of section 1 (xxiv) (a) of the World Heritage Convention Act, 1999 (Act No.49 of 1999), the Cape Floral Region Protected Areas inscribed in 2004 on the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage List, to be a World Heritage Site, as described in the Annexure below. I hereby delegate, by virtue of the powers vested in me in terms of section 43(1) of the World Heritage Convention Act, 1999 (Act No.49 of 1999), to the Director-General of the Department of Environmental Affairs and Tourism to exercise only those powers and duties referred to in section 13(2) of the Act in connection with the Cape Floral Region Protected Areas World Heritage Site. It is situated about 8 km from Prince Albert in the north and 33 km from Oudtshoorn in the south. The Complex comprises three component areas in a linear east/ west orientation in the northeastern part of the Cape Floral Region. These are Groot Swartberg, Swartberg East and Gamkapoort. Gamkapoort forms the western limit of the Swartberg Complex where it borders on the Towerkop Nature Reserve in the west. The Groot Swartberg extends from Gamkapoort to Swartberg East. The Swartberg Complex stretches across the boundaries of the Prince Albert, Laingsberg, Oudtshoorn, and Calilzdorp Magisterial Districts; the Central Karoo District Municipality; and, the South Cape District Municipality. The protected area comprises two parallel mountain ranges - the Baviaanskloof Mountains and the Kouga Mountains - and includes part of the valley between. The southern boundary of Baviaanskloof is about 35 km from the Indian Ocean while its eastern boundary is about 75 km northwest of Port Elizabeth. To the south of Baviaanskloof, running east-west between the Kouga and Tsitsikamma mountain ranges, is the valley known as the Langkloof.
