ApPLICATIONS. 2. An application fora subsidy in respect of the cost of a borehole drilled by a private boring contractor shall be considered unly if~ , (a) the applicant is a bona fide farmer; (b)tb.e property' on which the borehole was drilled. is , situated in a rural area; (c) the depth of the borehole is at least 50 feet; (d) the wat.erof the borehole is required and intended for stock-watering purposes; and (e) the position of the borehole and tbe said use of the " water will, in the opinion of the secretary, result , in the better control of grazing and an improve " ment in the conservation of the soil on the said , property. '3. Subject to' the provisions of clause 2, the secretary may approve, from funds voted by Parliament for this purpose, the~tantiilg'of!:.'a'subsidYin respect of the cost of a, borehole.jto an applicant subject to the following conditions :-~ ., ."
