THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT DECISION No. 81/2003/QD-BNN of September 4, 2003 defining the functions, tasks, powers and organizational apparatus of the Planning Department The Planning Department is an agency attached to the Ministry of Agriculture and Rural Development, performing the function of State management over the agriculture and rural development service regarding strategies, plannings, plans and development investment nationwide according to law provisions. The Department is assigned by the Minister to conduct the general management over plannings, plans, development investment, statistics, trade promotion and the national food security program under the Ministry's State management. Thls Decision takes effect 15 days after its publication in the Offlclal Gazette and replaces the Agriculture and Rural Development Minister's Decision No. 17/NN-TCCB/QD of January 6, 1996 on the functions, tasks, powers and organizational apparatus of the Department of Plans and Plannings and the Ministry's previous regulations contrary to this Decision.
