Pursuant to the Govemment'sDecrf)e No. 29/ 2003/ND-CP of March 3:1, 20DS, defining the functions, tasks, po~ers; and o;ganizational structure of the Ministry of labor, War lnvaHds and Social Affairs; Pursuant to the Prime Minister's Decision No. 257/2003/QD-TTg ot December 3, 2003 on support for investment in the construction of essential infra.structures of communes in coastal spits and islands, which meet with exceptional dilficufties; After reaching agreement with tt1e Ministry of Planning and Investment, the MfnistrY·ot Finance, the Ministry of Agricultum and Rural Dovolopment, and t/7e Ministry of Fisheries, No. ll (2 (:i,.5-2004} OFHCIAL GAZElll:: DECIDES: AtticJe 1.- lo promulgate criteria of communes in coastal spits and islands, which rneet with exceptional difficulties (hereinafter called spit communes for short) in order to provide support for investment in the construction of essential infrastructures under the Prime Minister's Decision No. 257/2003/CID-TTg of [)ecember 3, 2003 with the following conditions: 1. Being communes situated in coastal spits or comrnun'e~f ln alliJVial plains, lagoons, ' : -~ peninsulas or island~ with boundaries stretching close to the co~sf beiing exposed to harsh natural conditions, freqv~~tly affected by high tides or droughts, ~ith arid: an'd barren soil, difficult for cultivation, yJhichare not covered by the program on soclo-ecqhomic development of mountainous, deep-lying ,-a:~d ', remote ctimmunes Which meet with exceptional difficu'lties ,(Program 135); 2. Being po or communes under the criteria prescribeda:i.n- Decision No .. 587/2002/QD­ LDTBXH df May 2.2, 2002 oi the Ministry o1 Labor, War rrivalids and Social Affairs, concretely as follows: * The poor households account for 25% or higher; life electricity; + H,w·1n9 no motor roacls for motorized vehicles to travel to communal centers or around tho year; + 1Tie number of classrooms (according to the Education and Training Ministry's regulations) meets only less than 70% oi pupils' demands or classrooms are makeshift ones, made of thatch, bamboo or palm leaf; + Having no commune health stations or having them but with makeshift houses; + Ha\ling no or only-temporary 1r1arketp\sc.es. 3. Lacking essentialirifiastructures in service of production, whiCh,.depending on the specific conditions of each commune, include: dikes against high tides; ernb~rikme~ts, irrigation works; pumping stations' to ~upply ~ea water for aquaculture' and :s~ff-rna.~lng; roads to tlsh harbors and fish ·mi,=:trketplaces.
