No. 72 (03-7-2003) OFFJCJAL GAZETTE THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT DECISION No. 68/2003IQD-BNN OF JUNE·16, 2003 PROMULGATING THE UST OF FERTILIZERS SUBJECT TO QUALITY STANDARD ANNOUNCEMENT THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT Pursuant to the Ordinance on Goods Quality of December 24, 1999; Pursuant to the Government's Decree No. 73/CP of November 1, 1995 on the functions, tasks, powers and organizational apparatus of the Mir;istry of Agriculture and Rural Development; Pursuant to th11 Govemment's Decree No. <16/Cf' d December 8, 1995 prescribing the assignment o( responsibilities of State management over gooc/s quality and Joint Circular No. 1537/KCM-NN-P7NT olJf/ly i /, 1996 guiding the implementation of 06·cme Ne. 86/CP; Pursuant to the Government's Decree No. 86/ 2002/ND-CP of November 5, 2002 defirdng the functions, tasks; powers and organizational structures of the ministries and ministerial-level agencies,· At the proposals of the director of the Department for Agricuftural and Forestry Promotion :md the director of the Deparlment for Sciences, Tec/Jnoiogies and Product Quality, DECIDES: Article 1.- To prom u!gate together with this Decision the list of fertilizers subjectto quality standard announcement. Article 2.- In each period, U1e Ministry of Agriculture and Rural Development shall adjust the above--said list in order to meet the prN'udion/ business requirements. Article 3.-This Decision takes effect 15 days after its publication in the Official Gazette. Article 4. - The director of the Mi ni:,try's Of.'ic~~, the director of the Department for Agricu!tu ral and Forestry Promotion, thE! director of the Department for Sciences, Technologies and Product Quality, the directors of the Agriculture and Rural Development Services of the provinces and centrally-run cities, the heads of the concerned units as well as dome ,,ti'; a;1d foreign organizations and individuals engag8d in activities related to fertilizer production and/or tradinq in Vietnam shall have to implement U1is Decision. Phosphate fertilizer Calcined phosphate fertilizer { or Thermophosphate; Calcium Magnesium phosphate fertilizer); Mono-s u p erph os phate (or Mono-ca lei um phosphate; SSP); Compound superphosphate {cir TSP; CSP). 3. Potassium fertilizer Potassium chloride [KCI] {or MOP); Potassium sulfate [K2S04] (or SOP). II, MULTI-ELEMENT FERTILIZER 1.
