Article 1. To promulgate the list of production and processing sectors that generate wastewater containing heavy metals 1. Leather tanning and reprocessing. 2. Coal mining; metal mineral mining and processing . 3. Fabric and fiber dyeing. 4. Chemical production. 5. Mechanical enginee1ing, metallurgy, metal working, machine and spare part manufacnire. 6. Manufacture of electric and electronic components and equipment. 7. Metal recycling; recycling of metallurgical scraps and other industrial wastes. 8. Dismantling old vessels, vessel cleansing. 9. Concentrated industrial wastewater treatment systems (taking wastewater from establishments engaged in production and processing sectors on this list). Article 2. Organization of implementation 1. This Circular takes effect on July 1, 2013. 2. The Ministry of Natural Resources and Environment shall assign the Vietnam 37 EnvironmentAdininistration to guide, examine, supervise and urge the implementation of this Circular. 3. Ministries, ministerial-level agencies, government-attached agencies, People's Committees at all levels, and related organizations and individuals shall implement this Circular. 4. Any problem arising in the course of implementation should be promptly repo1ted to the Ministry of Natural Resources and Enviromnent for consideration, guidance and appropriate amendment and supplementation.
