The decree of the PRESIDENT of UKRAINE "About maintenance of economic interests and social protection of the workers of social sp village and decision of separate questions, which have arisen during realization of land refo With the purpose of maintenance of economic interests and social protection of the workers of social sphere of village, satisfaction of their needs in the land lots, increase of efficiency use of grounds of a stock both surplus fund and decisio separate questions, which have arisen during realization of land reform, ordain: 1. To the cabinet council of Ukraine, Ministerial council of Independent Republic of Crimea, regional, Kiev and Sevast regional state administrations to accept necessary measures concerning allocation till November 1, 2000 accor legislation from grounds of a stock both surplus fund of the land lots and granting them in use to the persons, which wo sphere sat, and retirees, which worked in earlier to indicated sphere and live at a countryside (further - workers of socia village and retirees from their number), for management of a personal part-time farm. 2.To ministerial council of Independent Republic of Crimea, regional, Kiev and Sevastopol urban, regional state adm with engaging of when due hereunder appropriate bodies of a local government: 1) To supply till May 15, 2000 of formation on territory with each village (habitational) of council of a stock and surplus f files at a rate from grounds of not less than 50 percents of the available area of these grounds for granting in use of t to the workers of social sphere of village and retirees from their number; 2) To define till June 1, 2000 depending on the areas of grounds of a stock and surplus fund on territory by e (habitational) of council the limiting sizes of the land lots, which according to the legislation can be given in use the social sphere of village and retirees from their number for individual or general management of a personal part-time far 3.To the Cabinet of Ministers of Ukraine: 1) To file to three-month term on consideration of Supreme Soviet of Ukraine of the offer about modification in the laws rather are glad: Maintenance of use of a part of the profit of the state agricultural enterprises, research and educational facilities(ec money payments to the workers of the indicated enterprises both facilities(economy) and retirees, which before an out pension were the workers of these enterprises, facilities(economy), at a rate of, not of the smaller minimum payment, by the legislation, for the lease of a land particle (share); Transfers of the state-owned property, that is in use of the not state agricultural enterprises, particle of property (sh authorized capitals of such enterprises, which pertain to the state, in the property of newlycreated to the agricultural which are based on a private property, in exchange for the investment obligations concerning development, support and service of objects of social sphere of village; Maintenance of conditions, equal with country (farmer) facilities of purchase for the payment of the land lots, which ar ownership, other subjects of managing, which are engaged in production (cultivation) of agricultural production; Reference of the subjects managing of the different organization-legal forms, which are engaged in production ( processing and sales of agricultural production created on the basis reorganized The agricultural enterprises - payers of the fixed agricultural tax, to the payers of the indicated tax; The determination of organizational and property bases of activity of the приватно-rent agricultural enterprise, recog the indicated enterprise is based to the property of the natural person, and the activity of such enterprise is realized o of the lease of land particles (shares), property, and also use of work of the natural persons on the basis of the e contracts; 2) To supply in three-month term of acceptance in borders of the authorities of the normative-legal acts directed on: Engaging of the domestic and foreign investors to creation during reforming the collective agricultural enterpr private(individual) (private-rent) agricultural enterprises, economic companies, other subjects of managing; Maintenance of certainty to the account(record-keeping) of operations on cession of goods, which are realized durin collective The agricultural enterprises, and also statistical reporting concerning these operations;
