(4) No person shall be. eligible for the post of Director in the Department of Lands or Department :of Surveys 'and 'Urbani J?!a.nnintfo:r Department· o:f Environment unl~ss he has, aduoatiollal. ~d :professioµal. background in their respective fie1d and have working experience of not less· th.:.-m five yeal".s. 8~(l) The Department of Lands established U.llder thia Aot sh.aJ.l. have the following func.tions : ( a) to co-ordinate and S11:pervise matters related to the administration of land in general a."ld in particular to issue guidelines 'fro in.a.ti tutions which use la.ruf or oonoerned in the utilization and administration of land in Zanzibar; (b) to co-ordinate the aotivit:tes, of the Com.mission in the administration of land distribution for dif£erent purposes and finding administrative and legal strateg;ias in settling land disputes arising .from land distribution and land ownership. In consultation-with wnronriate authorityp the Commission may appQint on such terms and conditions as it may determine, suoh number·of staff and experts to serve as officers of the Commission as it may consider appropriate or neoesss.ry for the ~erformanoe of the funotions of the Commission. Subject to the approval o:f the Minister, the Commission. may,. :from time to time; establish such sub-committees amongst the Board members or invites persons who are not Board members and who are experts in different field of learning ao it may consider necessary for the purpose of facilitating the carrying out o:f thB objectives and function of the Commission .. i7.
