Sclicdulc-1; • • (ii) nccessai·y guarantees, sccu·r,des qr proof or availability of, equity funds or.. of essential inpu.ts required Jor i1'nplcmcntation or the project, and for its subsequent operation ai1d maintenani::e; and (iii)a non-refundable preliminary cxamiliaticm !'cc, at rates mentioned in Schcdule~fI. • ' ' . . (2) All project proposals shall be addressed to the Board and ~hall be' li!cd ,., withthc Secretary. • (3) Each proposal shall be duly entered in. a register maintained for the purpose by. the Secretary. (4) The Secretary shall issue a receipt in rcspc'ct .of the project proposal to 'the pcrsqn filing it (5) Depending on availability or funds, ,the n·nurd shall invite projGct proposals at least twice a year. 8. Appraisal of project proposals, (I) The Secretary shaU carry out a preliminary examination of the 'project proposal, and if it is found to be eligible for financial assistance under sub­ section (3) of section 8, shall admit the project for submission to the Bciard ·for consideration in its next meeting. ' ' (2) The detailed .appraisal c~r the project proposal shall be carried out by the Appraisal Cori1mittce constituted by the Board which shall be chairccl by the Secretary and another member to be nominated by the Board; prcwided thnt the Chairperson may inn pa1ticulur casc·extcnd the appraisal period ol' three monlhs if the nature \>r the proposals so w,irrants, (3) In carrying· out the detailed apprc1is1il, the Appraisal Comrnillce shall associate local. and or foreign consultants, • bank or olher linancial institulions,. payment or which shall be made out of· the project GJrnm1nation -foe. (4) The appraisal report prepared by the Appraisal Com1i1ittcc shall be. submitted to the Board for consideration i n its next meeting. 9. Sanction of financial assistun,cc. Board rejects a proposal for financiril assistaricc, it may, in its discretion, dirccfthat lhewholc or a portio·n or the project.examination foe be refunded to the propn11c11t. • 11.
