NOW, THEREFORE, I, (;LORIA MACAPAGAL ARROYO, President of the Philippines, by virtue or the powers vested in me by law. do hereby order the following: SECTION I. There is hereby constituted a Presidential Task Force to Mitigate the Effects of the El Nino/La Nina Phenomenon (hereinafter referred to as the "Task Force"). The Task Force shall he composed of the following: Secretary. Department of Agriculture Chairman Secretary. Department of National Defense and Chairman, National Disaster Coordinating Council Co-Chairman Secretmy. Department of Interior and Local Government Member Secretary. F1111ctio11s of the Ta,vk Force. The Task Force shall have the following functions: a) Formulate a £Q !!lprehensive disast~re aredness and rehabilitalw.n Jilim for the El Nino/La Niiia phenomenon, to help the public cope with the phenomena and to minimize its disastrous effects; b) Regularly monitor the implementation of the plan; c) Conduct a massive l!}formation campaign to educate the public on the El Nino/La Nina phenomenon and the needed interventions to reduce its expected adverse impact in the country; d) Enlist th~~ifil.an~~<! nd ~12.Q rt of any government age!}cy on instrumentality as well as civil society in pursuance of its functions and objectives; e) Identify possible funding sources to implement the activities of the Task Force in coordination with the Department of Budget and Management; and f) Undertake such other functions as may be necessary to fulfill its objectives. SEC 3. Worki11g Committees. The Task Force members shall constitute its members into working committees, each focused on different functional concerns. Such arrangements may focus on: a) Agriculture, Natural Resources and Water Management b) Early Warning System and Information Campaign c) Energy and Power, Public Works, Transportation and Telecommunication cl) Consumer Protection, Social Services, Health and Rescue and Relief ~11111111111111111111111111111111111 3 ' ' SEC 4. Admi11i.ftrative Support. The Bureau of Soils and Water Management shall serve as the secretariat to the Task Force, with the assistance of the Office of the Civil Defense. SEC 5. Aholitio11 oftlle Presidential Task Force 011 La Nilia Phe11ome11011. The Presidential Task Force on the La Nifia Phenomenon (constituted pursuant to Administrative Order dated August 19, 1998) is hereby abolished. For this purpose. the Presidential Task Force on the La Nina Phenomenon shall submit a terminal reP-Qrl to the President. through the Executive Secretary, ~ur11is he.d...the Presi~o.tial Manag~i:n-~nt Staff. The personnel and funds of the Secretariat of the Task Force of the La Nina Phenomenon arc hereby trans!!rre<l to the Presidential Task Force on the El Nifio/La Nifia Phenomenon. -- SEC 6. Assistance from Other Go,1emme11t E11tities. All government agencies and local government units are directed to extend full support to the Presidential Task Force on the El Nino/La Nina Phenomenon. SEC 7. Reporti11g Requireme,rts. Repeali11g Clause. /\II issuance, orders, rules and regulations, or parts thereof which are inconsistent with the provisions of this Order are hereby repealed or modified accordingly. SEC 9.
