5. Governance, poverty eradication, and innovative financing These five thematic areas were in line with the vision of the AU-IBAR Strategic Plan 2018 - 2023 and the African Union Agenda 2063 both contributing to Africa's integrated and secured transformation and growth. Therefore, the implementation of Nigeria's Blue Economy strategy will contribute to driving sustainable economic growth, social prosperity and inclusivity, and environmental stewardship. These would effectively be achieved by building upon the recommendations of STC-ARDWE in October 2019. The recommendations enjoined the African Union Commission as follows: i. To support adequate awareness creation, capacity building, and sharing of best practices of the application of the Blue Economy concept; ii. To support setting up Blue Governance mechanisms to ensure planning and coordination at continental, regional, national, and state levels; and iii. To mobilize resources for the implementation of Blueprint for Africa’s Blue Economy Strategy. The above recommendations enabled the AU-IBAR, through the support from the Kingdom of Norway to develop an implementation plan for the Nigerian Blue Economy Strategy. The development of the implementation plan required the engagement of blue economy stakeholders 9 comprising; coastal communities' representatives, Academia, private sector, relevant non- governmental organisations (NGOs), and other relevant government ministries agencies/departments (MDAs) in an elaborate consultative/validation workshop to achieve stakeholders' buy-in. Considering the foregoing, the current Implementation plan will serve the Nigerian Blue Economy Strategy as the forefront strategy of the nation for initiating actions to harness the potential for sustainable and inclusive development in Nigeria and to maximize opportunities for a more evolved and effective blue economy in Nigeria. Objectives and Contents The Nigerian Blue Economy Strategy Implementation Plan proposes a way forward to circumvent the challenges obstructing the implementation of the Blue Economy Strategy. The time frame (2025- 2030) for the implementation plan was decided at the broad-based stakeholders' final validation workshop held in October 2024 in Abuja Nigeria. It integrally captured the relevant Nigeria's blue economy components that include activities, implementation timelines, intended outputs, means of verification, and actors. The plan also specifies coordination mechanisms/modalities and architectures at national, state, and local government levels. The Implementation Plan will therefore contribute to the achievement of the African Union’s Agenda 2063; the 2014 Africa’s Integrated Maritime Strategy (2050 AIMS); the 2014 Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS); the 2015 UN Agenda 2030 (Sustainable Development Goals, SDGs); and the 2016 African Charter on Maritime Security and Safety and Development in Africa (Lomé Charter), and the ECOWAS Blue Economy Strategies Framework (ECOBESEF). The Implementation Plan is structured around the five (5) Thematic Areas mentioned above, namely:
1. Fisheries, aquaculture, conservation, and sustainable ecosystems
2. Shipping/transportation, trade, ports, maritime security, safety, and enforcement
3. Blue tourism, climate change, resilience, environment, infrastructure
4. Sustainable energy, mineral resources, and innovative industries 10
5. Governance, poverty eradication, and innovative financing For each of them, an overall presentation of the context precedes the institutional arrangements required at various scales and between key stakeholders, and a synthesis table presenting goals, key objectives, and actions. A set of detailed tables identifying key actions, intended results, timelines, stakeholders, and means of verification is presented in the last section of the document. For each objective, specific indicators of progress will be provided. The elaboration of the tables was initiated during the stakeholders' consultative workshop, organized by AU-IBAR in collaboration with the Federal Ministry of Marine and Blue Economy in April 2024 in Abuja, Nigeria where 56 participants divided into 3 working groups contributed to the identification of the key activities to be performed. The draft Implementation Plan was finalized in October 2024 following a broad-based stakeholders’ validation workshop involving representatives from coastal communities, federal and state ministries, government agencies, academia, research institutes, non-governmental organizations, and international partners. About 95 participants and 30 organisations participated in the validation workshop. Overview This section will provide an overview of the context, specific objectives, and institutional arrangements to set up for each of the 5 Thematic areas. Thematic Area 1: Fisheries, Aquaculture, and Sustainable Aquatic Ecosystems Context and Specific Objectives Fisheries and aquaculture contribute immensely to blue growth in Nigeria while creating jobs, wealth, food security, improved livelihoods, employment opportunities, and human and national security. Thematic Area 1 revealed the importance of sustainable fisheries, aquaculture, conservation, and sustainable aquatic ecosystems. In Nigeria, over 1.477.651 people are reportedly engaged in the fisheries sector. The fisheries subsector contributed 1.09% to the national GDP in 2020 and 0.97% in the Q3 of 2021. The fish value chain which encompasses production, harvesting, processing, packaging, and distribution activities constitutes the value chain for the delivery of the commodity and contributes to the livelihood of those living in the coastal areas. 11 Women play a critical role in the fishery supply chain; it is estimated that women account for 15 percent of people directly engaged in fisheries and up to 90 percent of jobs in secondary activities (particularly in fish processing, whether in the formal or informal sector). The Nigerian fisheries sector is dependent on artisanal fishers, who account for more than 74% of total domestic production. This indicates that the industry is underutilized and underdeveloped. To maximize and unlock the potential of fisheries and aquaculture in Nigeria, targeted interventions that could increase productivity, profitability, and sustainability, by the relevant stakeholders in the sector should be prioritized. Thematic area one (1) is aimed at providing the following objectives for the nation;
1. Enhance conservation and sustainable fisheries and aquaculture resources
2. Optimizing fisheries and aquaculture wealth generation
3. Improving the livelihood of fishing communities and artisanal fishermen for sustainable development. Institutional arrangements to set up The institutional arrangements required to make this five-year (2025-2030) implementation plan effective and efficient for the sustainable fisheries and aquaculture sector could include the following non-prescriptive actions/elements as determined by the stakeholders' consultative/validation workshop. • The Department of Fisheries and Aquaculture (hereunder referred to as the Authority) under the Federal Ministry of Marine and Blue Economy, in charge of the fisheries and aquaculture in Nigeria serves as an engine that drives growth and provides a new impetus to unlock the full potential of the sector. It has oversight responsibility for setting up effective coordination mechanisms through broad consultative processes with other stakeholders and making relevant recommendations to drive the sector; Recommendations: • A Directorate or Unit be established, if not already existing, to oversee the planning, coordination, implementation, monitoring and evaluations; 12 • Under the Directorate/Unit, set up an all-inclusive Steering Committee composed of members from, among others, ministries/departments/agencies (MDAs) that have a stake in the sector (multisectoral approach/spatial planning, including environment, shipping, tourism, energy, agriculture, trade), representatives from the commercial fishing industry, small scale fishing representatives, fishing cooperatives/associations, academics, representatives of coastal communities, and NGOs. The Steering Committee may establish task teams or/and co-opt additional members of experts, as the need arises from time to time. • The primary responsibility of the Steering Committee will be to domesticate the plan and steer its implementation; • The Authority appoints/delegates a senior official to provide strategic leadership to the Steering Committee and serve as a primary liaison/link with the national Blue Economy Coordination Unit and as a contact point with the DREA-AU-IBAR, RECS, LMEs, AUDA-NEPAD, RFMOs, RFB, Inland Water Commissions and regional seas programs; • The Authority mainstreams the plan into general government development policies to ensure coherence in policy and unlock national public resources to help jumpstart implementation; • The Authority carries out its sectoral national, state, and local government obligations, including the implementation of this plan, supported by DREA-AU-IBAR and partners; • The Authority and DREA-AU-IBAR conduct periodic monitoring and evaluation (M&E). The table below presents the goals of Thematic Area 1. The set of detailed tables 1.0 – 1.14, in the last section, presents each Goal, Objective, and Target, the planned Actions, the expected results, the means of verification, the Time frame, and the Coordination & Partnership. It is among the world's global innovative industries with the capacity to generate wealth and employment and it is an important driving force for sustainable economic growth and positive developments. However, the sector rated next to the oil and gas industry in terms of revenue generation to the Nigerian government is yet to be optimally maximised. This might be linked to a myriad of factors or challenges bedevilling the sector such as the existence of non-significant local ship ownership, longer cargo dwell time at port, arbitrary cost of shipping on port users (e.g. High tariff and other port charges), piratical activities/kidnap for ransom of seafarers in the GoG region, poor deep seaport development plan, poor port key performance indicators (KPIs), the contract of carriage for Nigerian cargo, obsolete port infrastructure, poor transport corridors, poor political will to disburse the cabotage vessel financing fund (CVFF) to local shipowners to acquire tonnages as foreign domination is still prevalent in the industry leading to capital flight. Globally, maritime trade is currently dominated by conglomerates that unilaterally set freight rates and thus organize the shipping market in their own way. This situation was favoured by a series of measures aimed at deregulation of the sector, with the main consequence being the disappearance of the liner conferences and the abandonment of the code of conduct for liner conferences, which established, inter alia, a key for allocating freight and an obligation of consultation between the different stakeholders, shipping companies and shippers. 15 However, there have been positive developments as, since 2017, the global economy and maritime trade rebounded from the historical lows of 2016, nearly a decade after the 2008-2009 economic and financial crisis. The main indicators of the economy and shipping have improved, reflecting growth in African investment, manufacturing, and trade in goods. As International, continental, regional, and national legal instruments exist (the UNCTAD Code of Conduct for Maritime Conferences of 1974, The Nigerian Merchant Shipping Act, the Cabotage Act, African Integrated Maritime Strategy (AIMS) 2050, the AU Agenda 2063, the ECOWAS Integrated Maritime Strategy (EIMS), ECOWAS Blue Economy Strategies Framework (ECOBESF) the revised African Charter for Maritime Transport, the Lomé 2016 Charter on Security and Safety), the approach consists of building on the current dynamic, both at a regional level, in close collaboration with AU member States, and at an international level to create synergy and build capacities through cooperation with various institutions and development partners. Institutional arrangements to set up The current institutional situation, which constitutes a handicap for maritime transport and the development of the shipping sector lies mainly in the lack of interest of the State authorities which attach more importance to other sectors, hence the following consequences: • International conventions and related agreements, even if they are ratified, are not implemented, • Inconsistent government policies as regards port tariffs on imported goods and trade facilitation policies, • Taking undue advantage of the wavier principle to sabotage the Cabotage Act, • Foreign domination of the Nigerian shipping sector by foreign vessels led to capital flight, unemployment of Nigerian seafarers and ships, • Non-compliance of Nigerian ports to IMO Shipping Decarbonaisation Strategy and other Carbon-footprint reduction frameworks, • Poor political will to pay significant attention to the management of maritime traffic rights recognized by UNCTAD, which prevents Nigerian/African shipping companies from being competitive with those of other continents. This situation is aggravated by a lack of 16 synergy between the national administrations responsible for the management of the different modes of transport. In that regard, for the governance of the sector and coordination of the activities, it is necessary to make the following recommendations to suit the Nigerian perspective: Recommendations: • Promote the full implementation of the following Nigerian maritime legislations; The Merchant Shipping Act 2007, The Coastal and Inland Shipping (Cabotage Act) 2003, the Nigerian Maritime Administration and Safety Act 2007, the Nigerian Ports Authority Act 1999, the National Inland Waters Act 2004, the Oil in Navigable Waters Act 2004, the Territorial Waters Act 2004, Nigerian Shippers' Council Act 1978, and Port Economic Regulation 2015. • Enhance the coordination bodies of the blue economy in Nigeria. It is also necessary to strengthen the institutional support of the Nigerian State to the organizations of the maritime sector (Maritime Organization of West and Central Africa "MOWCA", the management organization of the ports of West and Central Africa "AGPAOC (PMAWCA), the Yaoundé code of conduct security architecture. With this synergy, it will be possible to implement the various conventions on safety and security, including the Lomé Charter 2016, and facilitate the fight against piracy. This synergy will also make it possible to manage maritime traffic rights for the benefit of Nigerian shipping companies. • Ratify international conventions and various regional and sub-regional agreements on maritime transport and international trade, particularly those on the free movement of people and goods (eg. AfCFTA). It is also necessary to establish good governance, including at the level of ports. A set of international conventions adopted by UNCTAD, IMO, GATT / WTO, ITC, and ISO aim to optimize commercial activities and international transport to stimulate economic development. The proper application of these international conventions should: • Promote the safety of navigation and cargo clearance at Nigerian ports • Enhance trade facilitation and promote the orderly expansion of trade and transport; harmonize standards • Remove every barrier to trade and promote the unification of trade documents 17 • Improve the ease of doing business at Nigerian ports, making the ports more user-friendly • Promote transport intermodality and the linking of the ports with the hinterlands, thereby optimizing costs and reducing congestion at the ports • Fully implement the national cabotage transport, which could help promote coastal trade and build indigenous capacity. • Facilitate integrated transportation; set up databases on the entire trade and transport chain. • Ensure better synergy and consultation between the national structures responsible for managing maritime transport for more consistency and efficiency in actions. This synergy will make it possible to modernize Nigerian ports and create new ports capable of receiving the latest generation of ships, strengthen and modernize universities, schools, institutes, and specialized academies for the training of actors, and control sea freight. The table below presents the goals of Thematic Area 2, The set of detailed tables 2.0 – 2.14, in the last section presents each Goal, Objective, and Target, the planned Actions, the expected Results, Means of verification, the Time frame, and the Coordination & Partnership. Nigerian navies with regional navies under the auspices of the Yaoundé security architecture for effective maritime security interdiction in the NMD and the Gulf of Guinea region Thematic Area 3: Blue Tourism, Climate Change, Resilience, Environment, Infrastructure in the Context of Nigerian Blue Economy Context and Specific Objectives The blue economy concept has been mainstreamed globally, especially for coastal, inland, and small island developing states. The Blue economy has been adduced as the renaissance of the African economy. The ocean offers regenerative solutions to key planetary challenges, namely climate change, pollution, overfishing, and others. Hence, Nigeria can intentionally recalibrate efforts towards unlocking a regenerative blue economy that prioritises restoration and protection of the natural resources and ecosystems through which people can thrive, especially by leveraging resources to create knowledge, technical assistance, and return on investments in a people- sensitive blue economy. It is noteworthy that the blue economy concept was developed from the green economy concept both working together to achieve sustainable development. The critical 20 gap in these concepts, particularly in the Nigerian context, is a mechanism for their efficient and effective implementation. There is continuously inadequate practical information available to African countries willing to implement the blue economy concept at the national and or regional levels. There is, therefore, a need to move beyond the current political dialogue or advocacy debate about achieving sustainable development through the blue economy. It is necessary to prioritise sustainability, climate resilience, a clean environment, resilient infrastructure, and economic prosperity while actively seeking to protect and rejuvenate our marine and coastal ecosystems. The approach to be undertaken for this Thematic Area is based on the integration and prospection of marine and freshwater ecosystems with economic pillars inclusive of growth and sustainable development. The table below describes three key goals requiring institutional support for efficient and effective implementation through strategic interventions. Institutional arrangements to set up The current institutional landscapes in Blue Tourism, Climate change, Resilience, Environment, and Infrastructure in the context of Nigeria's Blue economy, exist piecemeal and are complex. Each sector has a separate institutional arrangement. Key issues arise from: • Low level of tourism awareness and its benefits among Nigerians • Poor regulatory legislation and ineffective implementation of the Nigerian Tourism Development Master Plan. • Lack of political will by the government to pursue tourism development. • The effects of climate change on the coastal regions resulting in flooding, coral bleaching, sea-level rise, and the destruction of aquatic species negate the development of blue tourism in Nigeria. • Poor blue tourism infrastructure development negates domestic tourism. • Maritime insecurity because of piracy and kidnap of seafarers for ransom in the Niger Delta coast and the Gulf of Guinea at large discourages the development of blue tourism in Nigeria. • Low patronage of domestic coastal and marine tourism products has led to poor investment and low development of the domestic sector. 21 • Lack of tourism data to ensure adequate planning of the domestic blue tourism sector. • The lack of institutional coordination of the national mechanism to measure the economic impact of tourism in Nigeria. • Lack of cooperation and collaboration of relevant institutions and stakeholders for blue tourism development in Nigeria Blue Economy is a multi-disciplinary field, and as such, the National Blue Economy Strategy cannot be unilaterally implemented by a single institution. However, the institutional setup to enable an efficient and effective implementation plan necessary for the specific intervention will be consensual, pragmatic, and sustainable. The aspect of consensual intervention will support institutional set-up emanating from the stakeholders' consultation/validation processes; pragmatic containing economic impact, diversification, innovation, investment in human capital and regional integration; and, sustainability in relation to inclusivity, strengthening governance, enhancing quality, and improving climate, environment, and resilient infrastructure with safeguards against pollution and overexploitation. The institutional set-up arrangements to make the implementation plan efficient and effective for the Thematic Area require the following: • Set up a proper Tourism coordination mechanism drawing from the Tourism Satellite Account (TSA) - a standard methodological framework and the main tool for the economic measurement of tourism - and the System of Economic and Environmental Accounting (SEEA) framework that integrates environmental and economic data; • Nigeria should develop her Tourism sectors based on a System of National Accounting (SNA) structure, of supply and demand of goods and services, adapted to the country's development priorities and policy needs; • Ensure links between SNA to the overall integration of both TSA and SEEA as required to generate information that will be used in decision-making, policy review and formulation, analysis, and research in blue tourism; • Fix current institutional inefficiencies, data gaps, and information problems originating from inbound domestic tourism and outbound tourism expenditure; internal tourism expenditure; production accounts of tourism industries; The Gross Value Added (GVA) 22 and Gross Domestic Product (GDP) attributable to tourism; employment, investment, and non-monetary indicators; • Ensure coherence and synergies between Nigerian Tourism institutional coordination based on TSA and SEEA with Member States SNA; and, • Develop institutional mechanisms to promote Nigeria’s tourism with potential to increase GVA and GDP The table below presents the goals of Thematic Area 3, The set of detailed tables 3.0 – 3.17, in the last section presents each Goal, Objective, and Target, the planned Actions, the expected Results, Means of verification, the Time frame, and the Coordination & Partnership. Access to electricity plays a crucial role in the socioeconomic development of Nigerians. It enables the establishment and growth of industries, leading to job creation and economic growth. In 2024, the percentage of the Nigerian population with access to electricity was reported to be 45%. Large disparities exist in access to electricity between urban areas (84%) and rural areas (26%). Electricity is an essential part of modern life and important in driving socio-economic development. The penetration of sustainable blue energy in the Nigerian energy mix is an area yet to be harnessed. Sustainable blue energy can help Nigeria meet its energy needs and power sustainable economic growth, creating jobs while achieving global climate and sustainable development objectives. Sustainable blue energy includes renewable and non-renewable energy sources including waves, tides, rivers, lakes, thermal, oil, and gas. Land-based water bodies can also provide small pico- hydropower and emerging energy technology such as floating solar photovoltaics (FPV). Ocean mining such as deep-seabed and seawater mining of several minerals is another form of blue economy that can substantially contribute to the Nigerian economy, but it is yet to be harnessed. In tapping the potential of sustainable blue energy, mining resources, and other blue energy sectors, the development, application, and transfer of innovative technologies are critical, which could accelerate their benefits. To unlock the potential of sustainable blue energy, mineral resources, and innovative industries, a few interventions need to be implemented. The table below describes four key goals requiring technical, institutional, regulatory, and human development for effective implementation through strategic interventions. The implementation of the strategic goals is expected to help increase access to electricity to meet the increasing demand, drive the Nigerian economy, meet global demand for minerals for economic development, and optimizing the blue economy benefits. Institutional arrangements to set up Though the institutional landscape of oil and gas, and land-based mining are well developed, sustainable blue energy and ocean mining resources are not yet integrated and institutionalized. However, the challenges of institutional requirements for implementation and fully unlocking these potentials remain at large. Some of the key issues that have national and regional perspectives include: 25 • A regulatory framework is important to implement projects and attract investment, especially in the blue energy and ocean mining sectors. However, Nigeria does not have adequate regulatory frameworks to implement especially blue energy and ocean mining projects. • Lack of awareness of the potential of sustainable blue energy and seabed mining is another challenge that undermines the contribution of these sectors. Nigeria has huge FPV, wave energy, and tidal stream power but has yet to harness these technologies. • Limited technical capacity and knowledge especially regarding the technological advancement and application of blue energy technologies. • Inadequate power grid infrastructure also hinders reticulating the generated power to the hinterlands. • Poor implementation of the Nigeria Energy Transition Plan (NETP), National Renewable Energy and Energy Efficiency Policy (NREEP), and other institutional instruments for driving the sustainable energy sector. The institutional set-up arrangements required to make the implementation plan efficient and effective for sustainable blue energy, mineral resources, and innovative industries could include: • Integrating sustainable blue energy, mineral resources, and innovative industries into national initiatives and policies; • Enhancing collaboration with international, regional, national, and private sectors, for example, the International Seabed Authority (ISA) and Power Africa; • Developing regulatory frameworks to attract private sector investments in blue energy and deep-sea mining in a manner that benefits the community and preserves marine biodiversity; • Developing a national database to monitor activities and share experiences; • Strengthen research and development (R&D) of the AU research and development bodies such as the African Union – Inter-African Bureau for Animal Resources (AU-IBAR) and African Union Development Agency (AUDA-NEPAD); and • Enhance collaborations among national, regional, and continental research and development institutions specialized in these sectors. The table below presents the goals of Thematic Area 4. The set of detailed tables 4.0 – 4.16, in the last section, present each Goal, Objective, and Target, the planned Actions, the expected Results, the Means of verification, the Time frame, and the Coordination & Partnership. 26 Thematic Area 4: Sustainable Energy, Mineral Resources, and Innovative Industries in the Context of Nigerian Blue Economy Goals Goal 1 Goal 2 Goal 3 Goal 4 Unlock Create a Development of Harnessing sustainable blue conducive the sector in the potential energy potential regulatory compliance with of innovative environment for all industries the development environmental through R&D and application of protection and sustainable blue health laws, energy guidelines and regulations Objectives 1.1 Increase 2.1 Reform 3.1 Ensure regular 4.1 Develop blue energy unsustainable monitoring and Policy and penetration in financial evaluation of Strategy the Nigerian structure and environmental risk to accelerate the energy mix that create effective management plans transfer and is affordable energy finance for all mining application of instruments areas. blue economy technologies 1.2 2.2 Develop and 3.2 Proscribe solid 4.2 Strengthen implement a minerals institutional, sustainable blue prospecting and infrastructural energy master mining in fragile and human plan, policy, and ecosystems capacity strategies. including coastal development, also waters, forests, and ensuring gender other areas of high equity heritage value 1.3 Assess 2.3 Develop and 3.3 Capacity 4.3 Promote the availability ensure building and the application of sufficient implementation technology of innovative infrastructure at of Environmental transfer. industries database (a) national (b) Impact and support tools. regional, (c) and Assessment continental level. Thematic Area 5: Governance, Poverty Eradication, and Innovative Financing in the Context of the Nigerian Blue Economy Context and Specific Objectives The maritime sector has become increasingly important as many African States see the Blue Economy as the next economic frontier, encapsulated with opportunities for economic growth and food security. It can be one of the key drivers for Nigeria’s welfare and prosperity particularly in the context of the population dynamics, the requirements for employment, food and energy security, transport, and infrastructure. The Blue Economy as a concept of sustainable development, has mainstreamed in economic development policies in various countries, including Nigeria. The blue economy is a subset of the ocean economy and the identification and valuation of the segments or sectors that constitute the ocean economy is often the first step in the process of planning Blue Economy development or identifying potential Blue Economy opportunities. 28 Thus, BE offers an opportunity to re-invest in human capital, to increase the benefits obtained from aquatic resources and sea uses as well as the equity of their sharing. It consequently contributes to preventing the vulnerable, often marginalised populations, from missing out on socio-economic opportunities in the maritime sector. It offers also a great opportunity to promote innovation and to get access to new financial instruments (Blue bonds), which can enhance investment diversification and hence strengthen the shift toward more sustainable development pathways. Institutional arrangements to set up Nigeria has a dedicated Ministry of Marine and Blue Economy; however, significant institutional and governance challenges remain, constraining its ability to effectively formulate and implement policies relating to the growth and development of the blue economy. This would require the strengthening of key national institutional capacities, harmonisation of conflicting government agencies' mandates, and the effective implementation of blue economy-related functions. It would also entail capacity enhancement and incentivization of those entities and structures that are related to the key sectoral aspects of the blue economy, among others. From a governance perspective, there is a need for: • Ensuring the consistency of all regional and national BE initiatives, policies, and strategies with the continental one; • Improving the existing infrastructure and equipment for monitoring and enforcement in the blue economy sector • Developing a Blue Governance framework for ensuring the coordination of activities following the subsidiarity principle; • Developing proper tools for Blue Governance such as Blue Economy Accounting, Marine Spatial Planning, and Blue Economy Standards • To ensure a transformative change in the Nigerian Economy that promotes employment and inclusivity, institutional changes should be promoted in the following ways: • Improving international cooperation and collaboration to drive the blue economy sector; • Developing human capital to tackle the effects of climate change on the ocean, to change the constraints into opportunities through the enhancement of the health of the marine and coastal ecosystem services to go beyond the adaptation and mitigation objectives and allow the ecosystems to become sustainable sources of wealth. • Developing integrated strategies for ensuring sustainable and inclusive blue growth and AFCFTA. • Developing Blue Bonds to encourage sustainable blue investments. • Defragmentation of government institutions in the Nigerian blue economy sector to minimize conflicting interests among ministries and agencies. 29 The table below presents the goals of Thematic Area 5. C, in the last section, presents each Goal, Objective, and Target, the planned Actions, the expected results, Means of verification, the Time frame, and the Coordination & Partnership.
