I have signed this bill in order to allow ample time for the Marianas Public Land Corporation to proceed with whatever preparation or request it needs in order to implement the Agriculture Homestead Program for the island of Tinian. Although the purpose of this bill is understood, I urge the Legislature to review the concerns that have been provided to the members o f the Legislature, and to expedite the necessary amendments. BE IT ENACTED BY THE NORTHERN MARIANAS LEGISLATURE: Section 1. Short T i t l e . T h i s A c t may be cited as the Tinian Agricultural Homestead of 1988. Section 2 . Designation of Areas. Such areas of public l and on the T i n i a n as may be sui table for agricul tural and which a re not required for government use or reserved for other purpses by any provision of law, and are i n accordance w i t h the . . El ig ib i l i ty to El ig ib i l i ty t o upon or acquire rights t o public land under t h i s sha l l be determined i n accordance w i t h 2 section 4303; provided that no person, clan, lineage, family or group of persons may be permitted t o enter upon or acquire rights under t h i s A c t unless that person, or persons, have been of t h e island of Tinian for not l e s s than f ive (5 ) years, to ta l ly . Section 5 . Application for Homestead Land; Conditions of Occupancy; Deeds of Conveyance and Cert i f icates of Compliance. Severability. I f any provision of th i s A c t is h e l d invalid, the va l id i ty of the remainder of the ac t or any such provisions s h a l l not be affected thereby, Section Effective Date. T h i s Act shall become law its approval by the Governor, or upon its becoming law without such approval and sha l l take ef fec t upon the ava i lab i l i ty of the homestead development f u n d s identified i n the ser ies bonds issued by the Development Authority.
