These regulations may be cited as the Agricultural Mar keting (Import of Sorghum) Regulations, 1990 and shall come into operation on the date of their publication in the gazette. ~~. (1) A person who contravenes any provision of these regulations commits an offence and is liable, (a) on first conviction to a fine not exceeding two hundred maloti or imprisonment for a period not exceeding 3 months or to both; (b) on second and subsequent conviction, to a fine not ex ceeding six hundred maloti or imprisonment for a pe riod not exceeding 6 months or to both. (2) Where a person is convicted under sub-regulation (1). in addition to any other penalty, the court may order that any sorghum or sorghum product which relates to the conviction shall be forfeited to the Crown. These rules may be cited as the Court of Appeal (Amend ment) Rules, 1990 and shall come into operation one month after publication thereof in the gazette. 2. Rule 3 of t.he principal rules is amended, (a) in subrule (11) by deleting the word "twenty-one" "l'l~ substituting the word "twenty-eight"; (b) in subrule (13) by deleting the word "seven" and sub stituting the wor?
