KINGDOM OF CAMBODIA Nation Religion King Royal Government of Cambodia No.105JANKlBK SUB-DECREE On the Increase of Roles and Functions of the MinIstry of Agriculture, Forestry, and Fisheries and thEt EstablishmEtnt of Internal Audit, Department of Planning and Statistics, Department of International Cooperation and Agriculture Information and Documentation Center as Subordinate to the Ministry of Agriculture, Forestry, And Fisheries The Royal Government of Cambodia Referring to the Constitution of the Kingdom of Cambodia; Referring to the Royal Kram No. NS/RKMl0704/124 dated July 15, 2004 regarding the appointment of the Royal Government of Cambodia; Referr1ng to the Royal Kram No. 02lNSl94 dated July 20, 1994 regclllling the Law un the Organization and Functioning of the Council of Ministers; Referring to the Royal Kram No. NS/RKM/0196/13 dated January 24, 1996 promulgating the Law on the Establishment of the Ministry of Agriculture, Forestry and Fisheries; Referring to the Sub-decree No. 17/ANKlBK dated April 7, 2000 on the Organization and Functioning of the Ministry of Agriculture, Forestry and Fisheries; Referring to the SUb-decree No. 17/ANKlBK dated April 7, 2000 on the Organization and Functioning of the Ministry of Agriculture, Forestry and Fisheries; Referring to the Sub-decree No. 64/ANKlBK dated September 11, 2003 regarding the change in name of Department of Forestry into Forestry Administration Department; Referring to the SUb-decree No. 40/ANKlBK dated February 15, 2005, regarding the Organization and Functioning of the Internal Audit for ministries, agencies, and public enterprises; and Pursuant to the request of the Minister of Agriculture, Forestry and Fisheries; IT IS HEREBY DECIDED Article 1: The additional functions and roles for food safety inspection for all agricultural products from initial stage of production or plantation until the final stage of first processing are established for the Ministry of Agriculture, Forestry, and Rsheries and the Internal Audit, Department of Planning and Statistics, Department of International Cooperation and Acricutture Information and Documentation Center as subordinate to the Ministry of Agriculture, Forestry and Fisheries. rne new organization chart of the Ministry of Agriculture, Forestry and Fisheries Is attached as an annex to this Sub-decree. Article 3: The roles and responsibilities of the Department of Planning and Statistics are as follows: • to analyze and formulate tne short term, medium term and long term agricultural development plan and monitor their implementation; • to take lead in the overall ooselVation, agricultural sector-wideobservation, collection of agricultural and statistic data, analyze, evaluateand compil~ doc~men~; • to prepare and formulate public investmentprogram and steering pnvate Investment program regardingagriculture and nutritionaldevelopmentgoals; • toconduct research and publish the price of agricultural commoditiesand need for all kinds of agricultural products in the domestic and international markFlt to make it ea!=:.y for farmers in selectiontheir agriculturalproduction; • to establish relationshipand collaborate with other institutions in the investment and planning framework. in connection with the agricultural sector; and • to perform other tasks as may be assigned the leadership or tne ministry. Article 4: The roles and responsibilities of the Department of International Cooperation are as follows: • to coordinateand collaborate tasks with the Ministryof Foreign Affairs and International Cooperation; • to fonnulate bilateral and multilateral cooperation plan with international parties concerning the agricultural sector in compliance with government policies; • to prepare documents related international issues for the ministry leadership to n~otiale, signing on the mInute, memorandum, protOCOl, and other international agreements; • to manage and coordinate any actiVities of all institutionsoperating under the bilateral and multilateral credits with the govemment or with the ministries and institutions: • to monitor and evaluate the implementation of regulations related to the agricultural sector defined in the minute, memorandum, protocol, and agreements that have been signed; • to compile and managA the data related to intsl"rnltionoJ agricultural issues; and • to perform other tasks as assigned by the leadershipof the ministry. Article 5: The roles and responsibilities of the Agriculture and Documentation Center are as foUows: • to collect, compile, and maintain regUlations, documents, bulletins, and texts relatp.d to the managementand research on policy, program, planning, statistics,and data that serve agriculturaland economicdevelopment; • to provide agricultural information and data for clients, inclUding researcher, pupils, students, private agencies, state institutions. and development partners through reading and field study and through informationtechnology and communication; • to compile, publish, and update agricultural achievements, regUlations, policies, missions, organization chart and ministry leadership structure through the website of thFl Ministry of Agriculture, Forestry, and Fisheries; and • to perform other tasks as assigned by the leadership of the ministry. The Agriculture and Documentation Center shall be headed by one director whose rank. Is equivalent to department director and assisted by a number of vice directors as need be. ArtieiA 6: The Department of Internal Audit is accountable for implementing Sub-decree 40/ANKlBK dated February 15, 2005 regarding the organization and functioning of internal audit of the public institution/ministry and public enterprise. Article 7: All remaining contents, other than this new Sub-decree and Article 10 of Sub-decree No. 17/ANK/BK dated April 7, 2000 regarding the organization and functioning of the Ministry of Agriculture, Forestry, and Fisheries shall remain in full force and effect.
