D. premises or for augmenting such service. (1O) "Governmerrt" means the State Government of Tripura. {1 1} "Legislative Assemblt'' rneans the Legislative Assembly of Tripura. (l2)"Local Authority" includes the urban local body of Tripura or Authority as declared by the state of Tripura. (13) "Municipality" meEurs Municipaiity (including a notified area) Constituted under the Tripura Municipal Act, L994; 14 nMembef'means the Chairman, the Vice Chairman or any other Member of the Board. lS "Prescribed" means prescribed by rules made under this Act; 16 oRegulations" means regulations made by the board under section 89; LT "Rule' means a rule made by the Government under this Act by notifications in the Offrcial Gazette; 18 "specilied" rneans by regulations framed by the Board under section 89; 19 oYear" means the year commencing on the lst day of April and ending on the 3lst day of March; 20 "Premises" means any land or building or part of a building and includes; 21 "Corporation". means Agartala Municipal Corporation constituted under the Tripura Municipal Act, 1'99a; 22 "Private Bank" means banks owned by either the individual or a general partner(s) with limited partner(s) and should have recognition /approval of the Reserve Bank of India; B. The Non-Official Members of the Jal Board shall be entitled to traveliing allowances & daily a-llowances at the highest rate admissible to a group "A" Officer of the State Gbvernment, in respect to the journey to Agartala from his usual place of residence outside Agartala for the purpose of attending Tripura Jal Board meeting. 4. The manner and form in whic.h gontracts shall be erltefed into under sggtion 21. budget preparFd under section 69.and other o articulars to be contalned therein : {1} Execution of contract; TripuraGazette,ExtraordinaryIssue,July5'2021'A'D' subject to the provisions contained in section 21, every contract of the Jal Board shall be executed in such a manner and in such forms as applicable for the Public Works Department (PWD) of the State Government; (a}Estimateforanywork,Contractibiddocumentsshallbepreparedbythe respective engineeiof t5e Board fol'lowing the sched'ule of rates' specifications' rules and. regulations, standard bid documents etc which are followed by the Tripura State Public Works Department; (b) The concerned Executive Engineer of Tripura Ja1 Board shall invite the tender for arry work after obtaining administrative and expenditure sanction' technical sanction and approvat oittre DNIT from the competent authority of the board; (c) The concerned Executive Engineer authorized by the cEo of the Board shall performasDrarvingandDisbursingofficer(DDo}oftherespectiveDivision bfn". and Head' office of the Tripura Jal Board; (d)TheEngineeringofficersoftheTripuraJalBoardshallexercisethesimilar powers regarding financial and technical powers delegated to the Engineering officers of the PWD as per Delegation of Financial Rules Tripura of the state Government as in force; (e) The oflicials of the Tripura Jal Board shall follow axd exercise the powers entrusted to the similar livel of oflicer in Delegation of Financial Powers Rules of Tripura (DFPRT) as in force; {f} Acceptance of tender beyond. the financial power of the chief Engineer a$ per Delegation of Financial powers Rules of rripura (DFPRT), shall be accepted by the following Executive committee (EC) oi tn" Tripura Jal Board upto the tender value of Rs.25 Crore; 1. D. date as may be notified in the Tripura gazette; {2} On request of the CEO of the Tripura Jal Board, the respective department of the State Government shall transfer the official and staff on deputation to Jal Board under section 56, 6. The manner of publication of the schemes of Jal Board lncluded in the budget under sectlon 63 The Jal Board schemes in respect of which provision is made in the budget and proposed to execute shall be published in the official gazette, in 'Form-S' of the schedule after the approval of budget by the Board. ?. The eonditions subJect to which the Board may borronr aily some under section 68; (1) Subject to provisions of section 68, the board may borrow money on such terms and conditions as may be approved by the State Government in Finance department. (2) While applyrng for the borrowing money for the approval of the State Government, the Board shall furnish the following particulars: (a) The amount proposed to be borrowed; (b) Purpose of loan; (c) Security to be offered; (dlAmount already borrowed by the Board; (e) Assets of the board and the marlner in which and the assets out of which the proposed loan is to be repaid; and (0 Any other particulars as may be required by the State Government; (31 The money borrowed for a specific purpose shall be utilized only for that purpose and for no other purpose; (4) The board may borrow money by issue of debentures or by mortgaging its assets or any specific part thereof; Provided that no asset or any part thereof, which the Board received from the State Government, shatl be transferred or mortgaged without the prior approval of the Government. (5) The debentures may be issued for Rs. 100.00 or multiple of Rs. 100.00 and 4 Tripura Gazette, Extraordinary Issue, July 5, 2O2l A. D. 9. The date, form the lnterval and the matters on which reports shall be submitted under section 83; {1} Annual report: The board shall, at the end of each year and within 4(Four) months of the date of closing of the year, submit to the State Government, an annual report as per Form-6 of the Schedule containing its activities during the year' (2) Publication of annual report & statement of account etc: (a| As soon as may be, on the receipt of the annual report and the annual Statement of accounts together with a copy of the audit report thereon submitted under rule 9{1) and section 70 from the State Government, the board shall publish it at his own cost in the Tripura Gazette; (b) Copies of both the annual report and audited annual statement of accounts published under clause(a) of this sub rule shall be supplied, free of cost, to the State Government for distribution the members of the Tripura legislative Assembly and to all concerned Departrnent of the State government; (c) The accounts shall be audited by the Finance Department of the State government or by the Indian Audit & accounts Department. lO. The time at which and the form and the manner in which statistics, returns, particulars, statements, documents and PaPers shall be submitted under sectlon 84; (1) The Board shall submit half yearly reports of the Jal board schemes in respect of the period ending on 30th September and 3lst march of each year as per prescribed form-6 of the schedule to the state Government; (2) The Board shall submit Minutes of each rneeting of the Board to the State government as soon as they are confirmed by the Board; (3) The Board shall submit half yearly statements involving financial aspects to the State government. 11. The manner in which the Board shatl be superseded and reconstituted under sectlon 97; (If Members to vacate oflice; When the board is superseded under sub-section 2 of section 97, the Chairman, the Vice Chairman and all other members of the Board shall, as from a dates specified in the order, vacate the office as such Chairman or Vice Chairman or members. 5 Tripura Gazette, Extraordiflary Issue, July 5, 2O2l A.
