(3) In case any animal is found to be moving in a manncr olhenuise than prescribed under sub-section (1). Ihe auUiorities, as may bc designated hy the (.iovemment by notification, skall confiscate the animal along with the property dcployed for such moveinent : Provided that the authorities so designaled may compound the offelice and release the animal for movenient on chargi~ig con~position fee ill the manner as may be prescribed.
