These Regulations may be cited as the European Communities (Authorization, Placing on the Market, Use and Control of Plant Protection Products) (Amendment) (No. 2) Regulations 2010. 2. The European Communities (Authorization, Placing on the Market, Use and Control of Plant Protection Products) Regulations 2003 (S.I. No. 83 of 2003) are amended in Regulation 2(1) by substituting for the definition of “Directive of 1991” (inserted by the European Communities (Authorization, Placing on the Market, Use and Control of Plant Protection Products) (Amendment) Regu lations 2010 (S.I. These Regulations transpose the amendments to Annex I of Council Directive 91/414/EEC as regards an extension of the use of the active substance chlorme quat, the removal of tolylfluanid as active substance and the withdrawal of auth orisations for plant protection products containing that substance and by includ ing the following active substances into that Annex: 2-phenylphenol, imazamox, oxasulfuron, ethoxysulfuron, foramsulfuron, oxadiargyl, cyazofamid, heptamaloxyloglucan, fluopicolide, malathion, penoxsulam, proquinazid and spirodiclofen. These substances are pesticides. These Regulations also amend Annex I as regards the specific provisions relat ing to clothianidin, thiamethoxam, fipronil and imidacloprid and correct Com mission Directive 2003/23/EC of 25 March 2003 amending Council Directive 91/414/EEC.
