Section 4 of the Principal Act is hereby amended bv the 11f'1b~cc1-1"n 4 substitution of the following subsections for subsection (1) - · l?rin~iplll Act, "(!) (IA) The Authority shall consist of a Chairman, and not more than tOur other members to be appointed by the Minblcr.
