An application for the permission required by the last preceding regulation shall contain the following particulars (a) a description of the bird or animal and whether dead or alive; (h) the number of birds or animals; (t) how eaptnrad ; (d) if alive, how the bird or animal has been detained; and (e) the pnrpo!lf' for which export is required. 4. The Minister may refuse to grant permission at his discretion and without assigning any reason. 5. Any person who contravenes the provisions of these regulations shall be guilty of an offence and shall be liable upon summary conviction to a fine not exceeding twenty-five pounds or to imprison ment for a term not exceeding three months or to both such fine and imprisonment.
