Short Title This Proclamation may be cited as the “River Basin Councils and Authorities Proclamation No. 534/2007.” 2. Definitions In this Proclamation, unless the context requires otherwise: 1/ “Basin” means a geographical area, described by the watershed limits of water system including surface and underground water flowing into a common terminus and includes the following main basins and their sub-basins of Ethiopia: a) the Abbay Basin; b) the Aisha Basin; c) the Awash Basin; d) the Baro-Akobo Basin; e) the Danakil Basin; f) the Genale-Dawa Basin; g) the Mereb Basin; h) the Ogaden Basin; i) the Omo-Ghibe Basin; j) the Tekeze Basin; k) the Rift Vally Lakes Basin; and l) the Wabi-Shebelle Basin. 3¹þ6)%6 gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3657 2/ “ክָָ” ֳُד በሕገ אንግًם አንׂשጽ ክָָ וንኛውד ـከֳאـየ ץם/$7/1 ٤זـዳዋ ከפና የድֹוን፣ የአዲስ አበֲת አስـዳደ٤צን ይጨָףו፤ 3/ “አግֹוብ ያֳው አካָ” ֳُד በـፋרስ የውሃ ሀብُ አስـዳደץ ፈָጎו ይሁን ሳይፈָግ የגሳـፍ ወይו በׂשጥٍו ይሁን በـዘዋዋע ጥቅב የגነካ דንኛውר וው ነው፤ 4/ “የׂשـናጀ የውሃ ሀብُ አስـዳደֳُד ”ץ ውሃ እንደ ኢኮኖגያዊ፣ ٭דበףዊና አካּתֹוያዊ ሀብُነً በـፋרስ ውስጥ ካִ የֳـያዩ አጠቃ٤זׂש ጋִב ץ በִב የـጣጣא ֲኖ גዛናዊና ׂשጣይነُ ያֳው የውሃ ሀብُ ዓُ ነው፤ץם ያስ٤ָגየ ץእንዲኖ ُדָ 5/ “የውሃ ሀብُ” א ֳُדጠንና ጥُףን ገኝגስ ውስጥ የרፋـሁኔٍ በ ــካֹו የገፀוድץና የከו רץድץ ውሃ ֲתን የውሃ የـፈጥם צነ ֱוዳץንና נግנጋד ን ያጠቃֶָָ፤ُפא 6/ “የውሃ וደֳُד ”ֹו የـፋרስን የውሃ ሀብُ በውሃ የאጠוׂש ፈቃድ ץםዓُን በـאግበץ ֳָዩ ָዩ ግָጋֹِ٤ ከፋፈָ ነው፤ד 7/ “የውሃ ግָጋֹُ” ֳُד በውሃ ሀብً ወይו ውሃው ֵרጠው በ٤ֳגው ግָጋֹُ ወይו በውሃው የـፈጥם צነ ֱוዳץ ֶይ ـጽዕኖ ֵያስከָُ የד ٤ָגንኛውו የውሃ አጠቃ ድን፣ የውሃውንרውא ን ውሃውንֲת וׂש ָךּב אንና የٍከָָךָךד ጃְא አዊצፈጥـ ፣ֹٍוץእ כዝናኛ፣ ֳዓאֳ ድፋُ፣אֳ ንָך ֳውሃ ֶይ ُףንስፖُץና ֳַֹ٤ አገָግ ዋָን ያጠቃֶָָ፤ד ٤ֹِ 8/ “የـፋרስ ዕቅድ” ֳُד በውሃ ሀብُ አጠ ቃוׂש ፍּُዊነُንና ׂשጣይነُን በנד ጋገጥ ዓֶד ֶይ የـנטאـና የו™נ ጊዜ ףዕይ ያֳው ስَُףጂክ የـፋרስ የውሃ ሀብُ ዕቅድ ነው፤ ֳُד ”ץኒስُג“ וወይ ”ץኒስَג“ /9 እንደቅደـ וከִـ የውሃ ሀብُ גኒስ ነው፤ ץኒስُג וወይ ץَ በሕግ וወይ צፈጥـየ ֳُד ”ውר“ /0 የרውነُ אብُ የרـጠው አካָ ነው፡፡ 2/ “Regional State” means any regional state specified under Article 47 (1) of the Constitution and includes the Addis Ababa and Dire Dawa city administrations; 3/ “Stakeholder” means any person who is deliberately or unintentionally involved in, or directly or indirectly affected by, water resources management in a basin; 4/ “Integrated Water Resources Management” means an arrangement for balanced and sustainable development of water, as an economic, social and environmental resource, reconciling, fully, its various uses within a river basin; 5/ “Water Resources” means the availability, both in quantity and quality of surface and ground water in a river basin including aquatic ecosystems and wetlands; 6/ “Water Allocation” means a system of sharing the water available in a basin among various users according to water use permit; 7/ “Water Use” means any utilization of water likely to have an impact either on the water resources and its availability to other uses or on the aquatic ecosystems, and includes abstraction of water, modification of the natural water course, use of water to discharge pollutants and use of water for recreational, fisheries, navigation and other activities; 8/ “River Basin Plan’ means strategic water resources planning with long-term vision in the aim of guarantying equity and sustainability in water resource uses; 9/ “Ministry” or “Minister” means the Ministry or Minister of water Resources, respectively; 11/ “Person” means any natural or juridical person. 3¹þ6)%7 gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3658 ክፍָ ሁֳُ ስֳـፋרስ ከፍـኛ וክץ ቤِ٤ና ָםֳֹוጣናُ ו ּה ּה א .3 1/ የـፋרስ ከፍـኛ וክץ ቤِ٤ና ָםֳֹו ጣናُ በגኒስُו ٤צክץ ቤُ በגወጡ ደንቦ٤ ይִדּהּה፡፡ 2/ አስፈֶጊ ֲኖ תገኝ ሁֳُ ወይו ከሁֳُ በֶይ የֲኑ ـፋרሶ٤ በአንድ ከፍـኛ የـፋרስ וክץ ቤُና ָםֳֹוጣን ץם ֵጠቃֳִ ይ٤ִֶ፡፡ 4. ዓ ֶ ד የـፋרስ ከፍـኛ וክץ ቤِ٤ና ָםֳֹוጣናُ አጠቃֶይ ዓֶד የׂשـናጀ የውሃ ሀብُ አስـ ዳደץ ሂደُን ፍּُዊና አሳٍፊ በֲነ אንገድ ֳሕዝብ የሶְךዮ ኢኮኖג ብָጽግና በגያ ጣይነُንׂש ץዳֱו ነם צፈጥـጣና የውሃ የא ጣን ክֶָْው በֲነውָםጋገጠ ሁኔٍ የנֹו ٍٍנበד ዊ እንዲֲንףֹוግـ ስ ውስጥרፋـ ُና ּבאጣጠץ ይֲናָ፡፡ 5. የـፋרስ ከፍـኛ וክץ ቤُ አֶֹُו 1/ የـፋרስ ከፍـኛ וክץ ቤُ አֶֹُו በאንግُם ይאደִֹו፡፡ 2/ የـፋרስ ከፍـኛ וክץ ቤُ ـጠעነُ በגኒስُו ٤צክץ ቤُ በגወጣ ደንብ ይወרናָ፡፡ 6. የـፋרስ ከፍـኛ וክץ ቤُ ָםጣንና ـግُףֹו የـፋרስ ከፍـኛ וክץ ቤُ የגከִُـ ፣ָٍסይኖ ُףֹוግـ ጣንናָם 1/ በـፋשר ውስጥ አግֹוብ ֶֹْוው አካֶُ ץዳደـናጀ የውሃ ሀብُ አስׂשـካከָ በא አـገֹוበנ ץገድ ከፍـኛ ቅንጅٍዊ አא ץףטኖסን נדጋገጥ የגያስ٤ָ የፖֵת አቅጣጫና በዕቅድ ٤ግ٤צ ֶይ አץףא ይרጣָ፤ 2 የـፋשרን ዕቅድ ዝግጅُ ይָףא፣ ቦ ያስጸድቃָ፤ץአቅ ُםንግאֳ PART TWO RIVER BASIN HIGH COUNCILS AND AUTHORITIES 3. Establishment 1/ River Basins High Councils and Authorities shall be established by Regulations to be issued by the Council of Ministers. 2/ When it is deemed necessary, two or more river basins may be under the jurisdiction of a single Basin High Council and Authority. 4. Objectives The overall objectives of river basin High Councils and Authorities shall be to promote and monitor the integrated water resources management process in the river basins falling under their jurisdictions with a view to using of the basins’ water resources for the socio-economic welfare of the people in an equitable and participatory manner, and without compromising the sustainability of the aquatic ecosystems. 5. Members of Basin High Councils 1/ A Basin High Council members shall be designated by the Government. 2/ The accountability of a Basin High Council Shall be determined by a Regulation to be issued by the Council of Ministers. 6. Powers and Duties of Basin High Council A Basin High Council shall have the powers and duties to: 1/ provide policy guidance and planning oversight to ensure high level of coordination among stakeholders for the implementation of integrated water resources management in the basin; 2/ direct the preparation of the river basin plan and submit same for approval by the Government; 3¹þ6)%8 gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3659 3/ በـፋשר ውስጥ የגገኙ የውሃ ـጠቃג ዎ٤ ֵከፍִُ የגገֹוውን የክፍያ אጠን በֳאـከאֳ ـንግُם ሃכብ ያָֹוץׂש፤ 4/ በـፋשר ውስጥ ከፍـኛ የውሃ ነክ ףם ዎ٤ ግንֹٍוንና የቅደـ וከִـን አግֹו ብነُ በץאץאא ይወስናָ፤ 5/ በـፋשר የውሃ እጥُנ በֳַበُና ֳֹוበُ እንዲሁו በድץቅ ወይו በጎץፍ ጊዜ ֵኖץ የגገֹוውን የውሃ וደץם ֹוዓُና ֱץא ይወስናָ፤ ץאץאאነُ በּתገـ ካከָ የውሃא ክָֹ٤ סጋגን በשרፋـ /6 ሀብُ አጠቃוׂשን በֳאגከُ ֳגነש አֳאግא ٤ֹِוֹוፍְُ ይרጣָ፤ ስ አካָ ከֲነרፋـ עጋָךـ ንרየወ שרፋـ /7 ከጎנቤُ አገ٤צ ጋץ ይֱን በֳאגከُ የאወያየُ ٪ֶፊነُ ֳֶበُ አግֹוብ ያֳው አካָ የנאጃና የוክץ ድጋፍ ይרጣָ፤ 8/ የـወרነ ዓֶדን ֳדስፈፀו የנגዱ גּה ወይו ጊዜያዊ ኮَגዎ٤ን ያָדּׁשּה፡፡ 7. የـፋרስ ከፍـኛ וክץ ቤُ ስብֹורዎ٤ 1/ የـፋרስ ከፍـኛ וክץ ቤُ በዓּת ُאያ ንስ ሁֳُ ጊዜ אደበኛ ስብֹור ይኖנዋָ፣ ֲኖו አስፈֶጊ ֲኖ תገኝ רብሳ ּתው በשף አነሳֹּלነُ ወይו በ1/3ኛ የוክץ ቤً አֶֹُו በጋף ጥያቄ ץׂשתብ በדንኛውו ጊዜ አስْኳይ ስብֹור እንዲጠף ֵያደץግ ይ٤ֶָ፡፡ 2/ ከግֹּלד በֶይ የֲגኑ የוክץ ቤً አֶֹُו በስብֹור ֶይ ከـገኙ ָוዓـ ጉֹוዔ ይֲናָ፡፡ ጽוያሳָፈው በድגቤً ውሳኔ የ ץክו /3 ብָጫ ይֲናָ፣ ֲኖו ድוጽ እኩָ በእኩָ የـከፈֳ እንደֲነ רብሳּתው ያֳበُ ወገን ሃכብ የוክץ ቤً ውሳኔ ֲኖ ያָፋָ፡፡ 4/ የוክץ ቤً רብሳּת በדይኖץበُ ጊዜ ֹורቤًን ስብ ץክוው የּתብሳר ክָُו ይָףא፡፡ 5/ የዚֱ አንׂשጽ ድንጋጌዎ٤ እንደـጠበּׁש ֲነው፣ וክץ ቤً የשףን የስብם ֹורነ ዓُ ደንብ ֵያወጣ ይ٤ֶָ፡፡ץם 3/ propose to the Government the rate of the water charges to be paid by water users in the basin; 4/ examine and decide on the appropriateness and prioritization of constructing major water works in the basin; 5/ examine and decide on water allocation rules and principles in normal times and in times of water shortage as well as in times of drought or flooding; 6/ manage water use disputes between Regional States in the basin; 7/ provide information and advisory support to the body in charge of negotiating with neighboring countries with respect to the basin where the basin is part of a trans boundary basin; 8/ establish standing or ad-hoc committees necessary for discharging specific activities. 7. Meetings of Basin High Councils 1/ A Basin High Council shall hold regular meetings at least twice in a year; provided, however, that the Chairperson may, on his own initiative or upon the joint request of three members, call extraordinary meeting to be held at any time. 2/ There shall be quorum where more than half of the members of the Council are present at a meeting. 3/ The Council shall pass decisions by majority vote; in case of a tie, the Chairperson shall have a casting vote. 4/ In the absence of the Chairperson, the Vice Chairperson shall preside over the meetings of the Council. 5/ The Council may, without prejudice to the provisions of this Article, adopt its own rules of procedure. 3¹þ6)%9 gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3660 8. የـፋרስ ከፍـኛ וክץ ቤُ ሴክעٍפያُ የـፋרስ ָםֳֹוጣን የـፋשר ከፍـኛ וክץ ቤُ ሴክעٍפያُ ֲኖ ያገֳግֶָ፡፡ 9. የـፋרስ ָםֳֹוጣን ָםጣንና ـግץֹו የـፋרስ ָםֳֹוጣን የגከָם ִُـጣንና ፤ָٍסይኖ ُףֹוግـ 1/ የׂשـናጀ የውሃ ሀብُ አስـዳደץን በـፋ ٠ו ግ አኳያנድדዊ ከףֹוግـ ውስጥ שר ሁኔٍን ֳאፍጠץ የנגዱ የፖֵת ሃሳቦ ٤ን በאדንጨُ ֳוክץ ቤً ያָֹוץׂש፣ ፣ֶָـዊነًን ይከٍףֹוግـ וድׂשፈת 2/ በـፋשר ውስጥ የׂשـናጀ የውሃ ሀብُ አስـዳደץ ሂደُን ֳדስፈፀו የנגዱ ን ያከናውናָ፣ ሁኔٍዎ٤ንُףֹוግـ ያ٢٢ָא፣ 3/ በـፋשר ውስጥ ከውሃ ጋץ የـገናኙ ፕצጀ ክِ٤፣ ـግ٤צֹוና אስـጋብ٤צ በይዘٍ ْው፣ በጊዜ ַטዳْው፣ በውጤٍْውና በአא ሂደ ץዳደـናጀ የውሃ ሀብُ አስׂשـው ከْףף ِ٤ ጋץ የـጣጣֲא בናْውን ያנጋግጣָ፣ 4/ የـፋרስ ዕቅድ በדዘጋጀُ ֳـፋשר ከፍـኛ וክץ ቤُ ያָֹוץׂש፣ תፀድቅו ፣ֶָـዊነًን ይከٍףֹוግـ 5/ ֳክָֹ٤ በሕግ የרـጠ ָםጣን እንደ אֳ ውስጥ በውሃ שרፋـኖ በֲ ׂשጠበـ ጠוׂשና ውሃ ነክ ףםዎُףםאֳ ٤ የגያስ٤ָ ፈቃድ በዚֱ አዋጅ አንׂשጽ 05 ከֳًאـጣָ፣ በፈቃዱ የרይ ُנטא ሁኔٍዎא ٤ከበْףውን ያנጋግጣָ፤ 6/ በـፋשר የגገኘውን የውሃ ሀብُ በـገּתው ሁኔٍ ֳׂשדድ፣ ֳדስـዳደץና ֳדንׂשሳׂשስ የגጠቅנא בጃዎ٤ን ይרበስָֹו፣ ያጠናቅ ጫָ፣ףטነُናָ፣ ያـ፣ ይָף 7/ የـፋשרን ውሃ ሀብُ ስَُףጂክ ዕቅድና የውሃ አስـዳደـ ץግُףֹוን ֳُףואና ዴָז ስרፋـየ ደገፍ እንዲያስ٤ָאֳ ያዘጋጃָ፣ ይጠָדׂש፣ 8/ የውሃ וደֹוንና አጠቃוׂשን ስֳֳאגከً አֳאግ٤ֹِוֹו አፈٍُ ֳـፋשר ከፍـኛ ና የَክኒክץክוየ סኒስَגֳ ቤُና ץክו ድጋፍ ይרጣָ፤ 8. Secretariats of Basin High Councils A Basin Authority shall serve as the secretariat of the respective Basin High Council 9. Powers and Duties of Basin Authorities A Basin Authority shall have the powers and duties to. 1/ initiate and submit to the Basin High Council policy measures needed to create a conducive environment for the implementation of an integrated water resource management process within the basin; and follow up the implementation of same upon approval; 2/ undertake activities necessary for, and facilitate, the implementation of integrated water resources management in the basin; 3/ ensure that projects, activities and interventions related to water in the basin are, in their content, schedule, impacts and management are in line with the integrated water resources management process; 4/ prepare, and submit to the Basin High Council, the basin’s plan and monitor its implementation upon approval; 5/ without prejudice to the power given to Regional State by law, issue permits applicable to the basin’s water use and water works in accordance with Article 15 of this Proclamation, and ensure that the terms of the permits are complied with; 6/ collect, compile, analyze and disseminate information for proper planning, administration and steering of water resources in the basin; 7/ develop and use a river basin model in order to guide and support its basin water resources strategic planning and water administration functions; 8/ give advice and technical support to the Basin High Council and the Ministry on dispute resolution in relation to the allocation and use of water resources of the basin; 3¹þ6)^ gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3661 9/ አግֹוብ ֶֹْוው አካֶُ אካከָ ውጤٍד የግ ንኙነُ אድנክ በאፍጠׂש ץጣይነُ ֳֹוው ሁኔٍ እንዲካְድ ያደץጋָ፤ 0/ ከـጠቃגዎ٤ የውሃ ክፍያ ይרበስָֹו፤ 01/ ከַֹ٤ አገ٤צ ጋץ ድንበץ ዘֳָ ወንዞ٤ን በֳאגከُ ֳאወያየُ አግֹוብ ֳֶው አካָ በـፋשר ከፍـኛ וክץ ቤُ ጃዎ٤ንנא አስፈֶጊ ُנטא ያעאא አዘጋጅِ ይרጣָ፤ ዱ ጥናِנגከናወን የדֳ ٠ንצֹוግـ /02 ٤ን፣ ቅኝِ٤ንና ٤צוץוን ያካሂዳָ፤ 03/ የንብֳֹו ُנቤُ ይֲናָ፣ ውָ ይዋዋ ֶָ፣ በשף ስו ይከሳָ፣ ይከרሳָ፤ 04/ ዓֶדውን ֳדስፈፀו የגያስፈָጉ ን ያከናውናָ፡፡ُףֹוግـ ٤ַֹ 0. የـፋרስ ָםֳֹוጣን ـጠעነُ የـፋרስ ָםֳֹוጣን ـጠעነُ፣ 1/ በዚֱ አዋጅ አንׂשጽ 6 ድንጋጌዎ٤ የג₪ፈኑ ጉዳዮ٤ን በֳאـከـֳ ـፋשר ከፍـኛ ቤُ፣ እና ץክו 2/ በָםጣንና ـግץם סֹו የגወድ٤ַֹ ּׁש ጉዳዮ٤ን በֳאגከُ ֳגኒስَס፣ ይֲናָ፡፡ 01. የـፋרስ ָםֳֹוጣን አוּה የـፋרስ ָםֳֹוጣን፣ 1/ በגኒስُס አቅּתףነُ በאንግُם የגሾו አንድ ዋና ዳይפክץـ፣ እና 2/ አስፈֶጊ የֲኑ ـףטኞ٤፣ ይኖָٍס፡፡ 02. የዋና ዳይפክָם ץـጣንና ـግץֹו 1/ የـፋרስ ָםֳֹוጣን ዋና ዳይפክץـ የֳֹו ֳֹוን የֲאበ גአስፈፃ ףם ጣኑ ዋናָם ዳـ፣ ያስָףאይ ዎ٤ףם ጣኑንָם ድָף፡፡ 2/ በዚֱ አንׂשጽ ንዑስ አንׂשጽ /1/ የֳאـ ከـው አጠቃֶይ አነጋገץ እንደـጠበׂש ֲኖ፣ ዋና ዳይפክסـ፣ 9/ set up a forum for effective networking among stakeholders; 10/ collect water charges from users; 11/ on the basis of instructions of the Basin High Council, prepare and provide necessary information for the concerned body in charge of negotiations with other countries concerning trans-boundary river basins; 12/ undertake studies, surveys and researches that are deemed necessary to carry out its functions; 13/ own property, enter into contracts, sue and be sued in its own name; 14/ carry out other functions necessary for the implementation of its objectives. 10. Accountability of Basin Authorities A Basin Authority shall be accountable: 1/ to the respective Basin High Council with respect to issues falling under the provisions of Article 6 of this Proclamation; and 2/ to the Ministry with respect to other issues falling under its jurisdiction. 11. Organization of Basin Authorities A Basin Authority shall have: 1/ a Director General to be appointed by the Government upon the recommendation of the Minister; and 2/ the necessary staff. 12. Water Use Permits 1/ A River Basin Authority shall give permits relating to water use and water works in compliance with the provisions of the Ethiopian Water Resources Management Proclamation No. 197/2000 and Regulations No. 115/2005. 2/ A River Basin Authority shall have the duty to transmit to the Ministry information compiled with respect to the issuance of permits pursuant to Sub-Article (1) of this Article. 3/ The issuance of permits relating to water use or water works shall take into consideration the basin’s future perspective in line with integrated water resources management process. 16. Basin Information System 1/ Every River Basin Authority shall develop and use management oriented basin information system, in order to guide and support the basin water resources strategic planning and water management functions. 2/ A basin information system shall encompass at least the following key indicators: a) the quantity and quality of water resources of the basin; b) the aquatic ecosystem of the basin; c) the level of the water demand within the basin; d) the existing and planned major water infrastructures; e) the main interventions or projects that may have impact on the water resources; f) the existing water uses; and 3¹þ6)^3 3¹þ6)^3 gA ØÁ‰L U¶T Uz¤È qÜ R $ ּ06 ַו qN 09)(9 ›.M Federal Negarit Gazeta No. 40 23 July, 2007 … page 3664 ብ ያֶْው አካֶُ፡፡ֹוን አግשרፋـየ /ר 3/ የـፋרስ ָםֳֹוጣን የـፋרስ የנאጃ ץם ዓُ תያደףጅו ֲነ תጠוׂש በፌደָף ደנጃ ֵኖץ ስֳגገֹוው የנאጃ אጣጣו ጉዳይ ـገּת ُኩא ُנስጠُ አֳበُ፡፡ 07. የנאጃ ָውውጥ 1/ የـፋרስ ֳםֳֹוጣን በـፋרስ የנאጃ ץם ዓُ ውስጥ የגገኝ נאጃን አግֹוብ ֶֶْው ሁִ גኒስَס በגያወጣው עאאያ ስጠُ አֳበُ፡፡א ُנטא ጣንָםֳֹו ስרፋـֳ ውר וንኛውד /2 የנאጃ ץםዓُ የגጠቅב ከውሃ ጋـ ץያ ያ™ነُ ያֶْው נאጃዎ٤ን ֳָםֳֹוጣኑ የאስጠُ ግዴٍ አֳበُ፡፡ 3/ የـፋרስ ָםֳֹוጣን በـፋשר ውስጥ ብቃُ ያֳው የנאጃ ּׁשጥጥנא ץብ ብ ካֶْውֹוአግ ָָךָךדֳ ጋُናץዘאֳ የፌደָףና የክָָ አካֶُ ጋֹוـ ץብצ አֳበُ፡፡ ُףםא 4/ የـፋרስ ָםֳֹוጣን የשףን የנאጃ ካְድדֳ ናוּהּהדֳ ብנא ץጥጥּׁש ይ٤ֶָ፡፡ 08 የـፋרስ ዕቅድ 1/ የـፋרስ ָםֳֹוጣን በـፋשר ውስጥ ፍּُዊ የውሃ ክፍፍָን፣ ׂשጣይነُ ያֳው ָُדንና የውሃ የـፈጥם צነ ֱוዳץን የדያዛֹו የውሃ ሀብُ አጠቃוׂשን የגያנጋግጥ ֳו™נ ጊዜ የגያገֳግָ የውሃ ሀብُ አስـዳደד ץዕׂשፍ እንዲኖץ የגያስ٤ָ የـፋרስ ዕቅድ ֵኖנው ይገָֹו፡፡ 2/ የـፋרስ ዕቅድ፣ ሀ/ የـፋשרን የውሃ ሀብُ፣ ֳ/ የـፋשרን እንክብካቤ፣ ּ/ በውሃ ሀብً ֶይ ከፍـኛ ጫና የגያሳድס ሁኔٍዎ٤ን፣ ውስጥ ያֳውን የውሃ שרፋـበ /א አጠቃוׂש ደנጃ የגያሳይ አ٪ዛዊ ግֳጫ፣א ን የወደፊُ ሁኔٍ አቅጣጫשרፋـየ /ט ֵያሳይ የ٤ָג ُንٍኔ፣ g) stakeholders of the basin. 3/ A River Basin Authority shall have to address adequately the issue of data harmonization at federal level, while developing and using the basin information system. 17. Information Exchange 1/ A river Basin Authority shall, in accordance with directives to be issued by the Ministry, provide stakeholders with information contained in the basin information system. 2/ Any person shall have the duty to provide a river Basin Authority with information that is found useful for the basin information system. 3/ A river Basin Authority shall cooperate with the relevant federal and regional bodies for the installation and improvement of effective data monitoring networks in the basin. 4/ A River Basin Authority my develop and run its own data-monitoring network. 18. PART FOUR MISCELLANEOUS PROVISIONS 19. Duty to Cooperate Any person shall have the duty to cooperate with a River Basin Authority in the implementation of this Proclamation. 20. Inapplicable Laws No law shall, in so far as it is inconsistent with this Proclamation, be applicable with respect to matters provided for in this Proclamation. 21. Power to Issue Regulations and Directives 1/ The Council of Ministers shall issue Regulations necessary for the execution of this Proclamation. 2/ The Ministry shall issue directives necessary for the execution of this Proclamation. 22. Effective Date This Proclamation shall come into force up on Publication in the Federal Negarit Gazeta.
