በዚህም አማካኝነት ለክልሉ ሕብረተሰብ ብቃት Whereas, it has as a result, become necessary to create sustainable, stable environment with the ያለውና የተመጣጠነ አስተዳደራዊ አገልግሎት view to ensuring rapid economic and social በመስጠት የተፋጠነ ማህበራዊና ኢኮኖሚያዊ development and improving the living standard of ልማት የሚረጋገጥበትንና የሕዝቡ የኑሮ ደረጃ the population and thereby realizing good governance, by providing an efficient and balanced የሚሻሻልበትን ቀጣይነት ያለው የተረጋጋ administrative service to the inhabitants of the ሁኔታ መፍጠር ብሎም መልካም አስተዳደርን Regional State; ማስፈን በማስፈለጉ፣ በስራ ላይ ያለውን ደንብ በማስፈፀም ሂደት Whereas, it has been appropriate to revise the current regulation in conformity with the objective የተከሰቱንና በየደረጃው አስተዳደር ጽ/ቤቶች realities in such a way as to correct those problems መካከል የሚታዩትን የግንኙት ችግሮች of interaction manifested in the process of በሚያርምና ህጋዊ ስልጣንና ኃላፊነተቸውን executing same and still prevail between and among the administrative offices at any level, as ለይቶ በሚየሣይ አግባብ ደንቡን ከነባራዊ well as clearly show their legal powers and ሁኔታዎች ጋር አጣጥሞ ማሻሻል ተገቢ ሆኖ responsibilities thereof; በመገኘቱ፣ www.abyssinialaw.com ገ ጽ - 3 ዝክረ-ህግ ጋዜጣ ቁጥር 50፣ ሰኔ 6 ቀን 1997 ዓ.ም Zikre-Hig Gazette No, 50 13 June2005, P a g e -3 የአማራ ክልል መስተዳድር ም/ቤት በተሻሻለው Now, therefore, the Amhara Council of Regional የብሔራዊ ክልሉ ህገ-መንግሥት አንቀጽ 60 Government, in accordance with the powers vested ንዑስ አንቀጽ 3/ሸ/ና አንቀጽ 58 ንዑስ in it under the provisions of art 60 sub-art. 3(H) and Art 58 sub-art.7 of the revised national regional አንቀጽ/7/ ድንጋጌዎች ሥር በተሰጠው constitution, hereby issues this regulation as ሥልጣን መሠት ይህንን ደንብ አውጥቷል፡፡ follows. ክፍል አንድ PART ONE ጠቅላላ GENERAL 1. አጭር ርዕስ 1. Short Title ይህ ደንብ “ የተሻሻለው የዞን አስተዳደር This regulation may be cited as “ The Revised ጽ/ቤቶች ማቋቋሚያና ሥልጣንና ተግባራት Zonal Administrative Offices’ መወሰኛ ክልል መስተዳድር ም/ቤት ደንብ Establishment and Determination of their ቁጥር 33/1997 ዓ.ም” ተብሎ ጢቀስ Powers and Duties, Council of Regional Government Regulation No.33/2005” ይችላል 2. ትርጓሜ 2. Definition የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው Unless the context otherwise requires, in this ካልሆነ በስተቀር በዚህ ደንብ ውስጥ፡- regulation: “ZONE” means an area describing those places “ዞን” ማለት ለአስተዳደራዊ ምቹነትና selected to serve as possible centres wherein ለሁለገብ የልማት ሥራዎች ተፈፃሚነት the Offices accountable to the Head of the እንዲያገለግል በማዕከልነት የክልሉ ርዕሰ Regional Government may be established for መስተዳድር ተጠሪ ጽ/ቤት an administrative convenience and እንዲያቋቁምባቸው የተመረጡትን implementation of all-embracing development አካባቢዎች የሚገልፅ ስፍራ ነው፡፡ activities.

ክፍል ሁለት PART TWO www.abyssinialaw.com ገ ጽ - 4 ዝክረ-ህግ ጋዜጣ ቁጥር 50፣ ሰኔ 6 ቀን 1997 ዓ.ም Zikre-Hig Gazette No, 50 13 June2005, P a g e -4 ስለዞን አስተዳደር OFFICES OF ZONAL ጽ/ቤቶች ADMINISTRATIONS 3. ስለመቋቋም 3. Establishment የሚከተሉት የዞን አስተዳደር ጽ/ቤቶች በዚህ The following offices of Zonal Administration are ደንብ እንደገና ተቋቁመዋል፡- hereby re-established as per this regulation: ሀ. የደቡብ ወሎ ዞን አስተዳደር ጽ/ቤት A. South wollo Zonal Administrative Office; ለ. የሰሜን ወሎ ዞን አስተዳደር ጽ/ቤት B. North wollo Zonal Administrative Office; ሐ. የሰሜን ጐንደር ዞን አስተዳደር ጽ/ቤት C. North Gondar Zonal Administrative Office; መ. የደቡብ ጐንደር ዞን አስተዳደር ጽ/ቤት D. South Gondar Zonal Administrative Office; ሠ. የምሥራቅ ጐጃም ዞን አስተዳደር ጽ/ቤት E. East Gojjam Zonal Administrative Office; ረ. የምዕራብ ጐጃም ዞን አስተዳደር ጽ/ቤትና F. West Gojjam Zonal Administrative Office; ሰ. የሰሜን ሽዋ ዞን አስተዳደር ጽ/ቤት G. North Shoa Zonal Administrative Office. 4. ተጠሪነቱ 4. Accountability በዚህ ደንብ አንቀጽ 3 ስር የተመለከቱት The offices of the Zonal administrations የዞን አስተዳደር ጽ/ቤቶች ተጠሪነታቸው indicated under art. 3 of this regulation hereof ለክልሉ መስተዳድር ምክር ቤትና ለርዕሰ shall, being accountable to the council of the መስተዳድሩ ጽ/ቤት ሲሆን ስራቸውን Regional Government and the office of the Head of Government, carry out their duties on የሚያከናውኑት እነዚሁ አካላት በመወከል behalf of these bodies. ይሆናል፡፡ 5. የዞን አስተዳደር ጽ/ቤቶች ሥልጣንና 5. Powers and Duties of Zonal ተግባር Administrative Offices በዚህ ደንብ መሠረት የተቋቋመ ማንኛውም Any Zonal Administrative office established የዞን አስተዳደር ጽ/ቤት በራሱ ጽ/ቤት ኃላፊ pursuant to its regulation shall, being directed የሚመራ ሆኖ የሚከተሉት ሥልጣንና by its own office head, have the following powers and duties: ተግባራት ይኖሩታል፡- www.abyssinialaw.com ገ ጽ - 5 ዝክረ-ህግ ጋዜጣ ቁጥር 50፣ ሰኔ 6 ቀን 1997 ዓ.ም Zikre-Hig Gazette No, 50 13 June2005, P a g e -5 1. በአዋጅ ቁጥር 60/1994 ዓ.ም 1. Without prejudice to the provisions stipulate /እንደተሻሻለ/ ድንጋጌዎች ስር under proclamation No. 60/2002, support, የተመለከተው እንደተጠበቀ ሆኖ coordinate and direct the activities of various zonal branch offices and other institutions በተደራጀበት አካባቢ የተቋቋሙትን established within the area of its የተለያዩ የዞን ቅርንጫፍ ጽ/ቤቶችና organization; ሌሎች ተቋማትን ሥራ ይደግፋል፣ ያስተባብራል፣ ይመራል፣

2. በዞን አስተዳደሩ ውስጥ የሚካሄዱ 2. Direct and support political, social economic ፖለቲካዊ፣ ማህበራዊ፣ ኢኮኖሚያዊና and administrative activities carried out አስተዳደራዊ ሥራዎችን በበላይነት within the Zonal administration; ይመራል፣ ይደግፋል፣ 3. በዞኑ ውስጥ የከተሞች ልማት 3. Create the conducive atmosphere whereby የሚፋጠንበትንና ኢንዱስትሪያዊ ዕድገት urban development may be speeded up and የሚጐለብትበትን ምቹ ሁኔታ ይፈጥራል፣ industrial growth promoted within the zone concerned; 4. በተደራጀ አካባቢ ሕግና ሥርዓት 4. Ensure that law and order is maintained as መከበሩንና የሕዝኑ ሠላምና ደህንነት well as public peace and security is መጠበቁን ያረጋግጣል፣ safeguarded with the area of its establishment; 5. በክልሉ ምክር ቤትና በብሔራዊ ክልል 5. Follow up and ascertain that the policies, መስተዳድር አማካኝነት የሚወጡ proclamations, regulations and directives ፖሊሲዎች፣ አዋጆች፣ ደንቦች፣ enacted as well as decisions passed by the መመሪያዎችና የሚተላለፉ ውሣኔዎች Regional Council and the National Regional Government are effectively implemented በዞኑ ውስጥ በትክክል ሥራ ላይ throughout the zone concerned. መዋላቸውን ይከታተላል፣ ያረጋግጣል፣ www.abyssinialaw.com ገ ጽ - 6 ዝክረ-ህግ ጋዜጣ ቁጥር 50፣ ሰኔ 6 ቀን 1997 ዓ.ም Zikre-Hig Gazette No, 50 13 June2005, P a g e -6 6. የክልል መስተዳድር ጽ/ቤቱን በመወከል 6. On behalf of the council of the Regional በተደራጀበት አካባቢ የሚገኙ የገጠር Government office, support the rural woredas ወረዳዎችንና የከተማ አስተዳደሮችን and city administrations located within the ይደግፋል፣ ስራቸውን ያስተባብራል፣ area of its organization, coordinate their activities, receive their plans and performance ዕቀድና የክንውን ሪፖርታቸውን reports and evaluate from time to time their ይቀበላል፣ ተግባራዊ አፈፃፀማቸውን practical implementation as well as take በየጊዜው ይገመግማል፣ ዝርዝሩ appropriate measures or have same to be taken በመመሪያ የሚወሰን ሆኖ ድክመት against those found to have exhibited አሣይተው ባገኛቸው ላይ ተገቢውን weakness, with details to be determined by a የእርምት እርምጃ ይወስዳል፣ directive; ያስወስዳል፣ 7. ከአንድ ወረዳ በላይ ግልጋሎት የሚሰጡና 7. Resolve, in collaboration with the pertinent regional or federal institutions, problems ተጠሪነታቸውን በቀጥታ ለብሔራዊ which might be encountered by those agencies ክልላዊ መንግስቱ የበላይ አስፈፃሚ አካላት promoting social and economic development, ያደረጉ የማህበራዊና ኢኮኖሚያዊ ልማት rendering services in more than one woredas and which are directly accountable to the ማስፋፊያ ተቋማት የሚያጋጥማቸው ችግር managing heads of the national regional state ቢኖር ከሚመለከታቸው የክልልም ሆነ executive organs, avail appropriate support for them and cause corrective actions to be የፌዴራሉ መንግስት ተቋማት ጋር rapidly taken thereof by the bodies concerned, በመመካከር ይፈታል፣ተገቢውን ድጋፍ in case it has revealed that failure in the ይሰጣል፣ በእነዚሁ ተቋማት ዘንድ service delivery or any related problem is in the making on the part of these institutions, የአገልግሎት መጓደል መከሰቱን ወይም putting temporarily the situation under ተዛማች ችግር መፈጠሩን ሲደረስበት control;

Closely follow up the working activities of the በቅርብ እየተከታተለ በዋና አስተዳዳሪው Zonal administration and submit a duly- አማካኝነት ለርዕሰ መስተዳድሩ consolidated and timely report to the head of government through the agency of the chief የተጠቃለለ ወቅታዊ ዘገባ ያቀርባል፣ administrator, as well as that the reports of በዞኑ ውስጥ የሚኙ የአስፈፃሚ አካላት zonal branch offices of the executive bodies ቅርንጫፍ ጽ/ቤቶች ሪፖርት በጋራ are collectively discussed, evaluated and sent እየታየና እየተገመገመ አግባብ ባላቸው to the relevant head offices on time; እናት መ/ቤቶች በጊዜው መላኩን ይከታተላል፣ 10. አመታዊ የጽ/ቤቱን የበጀት ረቂቅ 10. Prepare the draft annual budget of the office, አዘጋጅቶ ለርዕሰ መስተዳድሩ ጽ/ቤት submit same to the office of the head of ያቀርባል፣ ሲፈቀድም በተግባር ላይ government and implement thereof up on approval; ያውላል፣ 11. በርዕሰ መስተዳድሩና በብሔራዊ ክልላዊ 11. Perform such other duties as may be delivered መስተዳድር ምክር ቤቱ የሚሰጡትን to it by head and council of the National ሌሎች ተግባራት ያከናውናል፡፡ Regional Government. 6. ስለአስተዳደር ጽ/ቤቱ አደረጃጀትና 6. Designation and Accountability of the አሰያየምና ተጠሪነት chief and Deputy Administrators 1. የዞን ዋና አስተዳዳሪና ምክትል 1. The Zonal chief and Deputy Administrator አስተዳዳሪ በርዕሰ መስተዳድሩ shall be appointed by the head of ይሾማሉ፡፡ government. 2. ለዚህ ደንብ አላማ የዋና አስተዳዳሪው 2. The accountability of the chief ተጠሪነት ለርዕሰ መስተዳድሩ ነው፡፡ administrator shall, for the purpose of this regulation, be to the head of government; 3. ምክትል አስተዳዳው ተጠሪነቱ ለዋና 3. The accountability of the Deputy አስተዳዳሪውና በእርሱም አማካኝነት administrator shall be to the chief ለርዕሰ መስተዳድሩ ይሆናል፡፡ administrator and through him to the head of government. 8. የዋና አስተዳዳሪው ሥልጣንና ተግባር 8. Powers and Duties of the Chief Administrator የዞን ዋና አስተዳዳሪ በዚህ ደንብ መሠረት The chief administrator of the Zone shall, የሚከተሉት ሥልጣንና ተግባራት pursuant to this regulation, have the following ይኖሩታል፡- powers and duties: 1. ርዕሰ መስተዳድሩን ወክሎ 1. Administer the zone he is assigned to, የተመደበበትን ዞን ያስተዳድራል coordinate and direct over its activities, on ሥራውን በበላይነት ያስተባብራል፣ behalf of the head of Government; ይመራል፣ 2. በዞኑ ውስጥ የሚገኙትን የተለያዩ 2. Follow up, supervise and support the overall የአስፈፃሚ አካላት ቅርንጫፍ ጽ/ቤቶችና activities of various branch offices of ተቋማት ሁለንተናዊ እንቅስቃሴ executive bodies and institutions within the zone as well as cause the taking of ይከታተላል፣ ይቆጣጠራል ይደግፋል፣ corrective actions by The pertinent head-

Reference to Relevant provisions በ1994 ዓ.ም ተሻሽሎ በወጣው የአማራ Without prejudice to what has been provided ብሔራዊ ክልል ህገ-መንግስት ምዕራፍ for under chapter 8 of the 2001 revised ስምንት ስር የብሔረሰብ አስተዳደሮችን constitution of the Amhara National Regional state as regards the organization and powers of አደረጃጀትና ሥልጣን አስመልክቶ the nationality administrations, the relevant የሰሩት አንቀጾች እንደተጠበቁ ሆነው provisions of this regulation shall, mutatis አግባብነት ያላቸው የዚህ ደንብ mutandis apply to the Awi, Himra and Oromis ድንጋጌዎች በብሔራዊ ክልሉ ውስጥ zonal administrations in the regional state, as በሚገኙት የአዊ፣ የዋግኸምራና የኦሮሚያ well. ብሄረሰብ አስተዳደሮች ላይም በተመሣሣይ ተፈፃሚነት ይኖራቸዋል፡፡ 11. የተሻረ ህግ 11. Repeal የዞን አስተዳደር ጽ/ቤቶችን ለማቋቋምና Regulation No. 1/2001, issued to establish the ስልጣንና ተግባራቸውን ለመወሰን offices of zonal administrations and determine የወጣው ደንብ ቁጥር 1/1994 ዓ.ም ተሽሮ their powers and duties, is hereby repealed and replaced by this regulation በዚህ ደንብ ተተክቷል፡፡ 12. መመሪያ የማውጣት ሥልጣን 12.
