Short title ይህ ደንብ “የአማራ ብሔራዊ ክልላዊ መንግሥት የቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ጽ/ቤትን እንደገና ለማቋቋም የወጣ ደንብ ቁጥር 77/2003” ተብሎ ሊጠቀስ ይችላል፡ This Regulation may be cited as “Kobo Girana Valley Development Program Office Re-establishment, Council of Regional Government Regulation No 77/2011.’’ 2. ትርጓሜ 2. Definitions www.abyssinialaw.com ገፅ-3- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -3 3 የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በስተቀር በዚህ ደንብ ውስጥ፣ unless the context requires otherwise, in this regulation: 1. “ጽ/ቤት” ማለት የአማራ ብሔራዊ ክልላዊ መንግስት የቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ጽ/ቤት ነው፡፡ 1. “Office” means the Kobo-Girana Valley Development Program Office of the Amhara National Regional State 2. “ቦርድ” ማለት የቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ቦርድ ነው፡፡ 2. “Board” means the board of Kobo-Girana Valley Development Program. 3. “ተጠቃሚ” ማለት ኑሮው በግብርና ላይ የተመሰረተና ፕሮግራሙ በሸለቆው ክልል በሚገኝባቸው የመስኖና ሌሎች የፕሮጀክት አገልግሎቶችና ውጤቶች ተጠቃሚ የሆነ አርሶ አደር ነው፡፡ 3. “Beneficiary” means a farmer whose lively hood is established on agriculture, and who is getting benefits from the irrigation and other project services and outcomes of the program found in the valley. 4. “ቆቦ ጊራና ሸለቆ” ማለት በሰሜን ወሎ ዞን የሚገኙትን የ‰Ã ቆቦ፣ ጉባላፍቶና ሀብሩ ወረዳዎችን\ yöï#ywLÄþàyhB„ kt¥ xStÄdéCN እንዲሁም ከግዳን ወረዳ የሚጨመሩ የተወሰኑ የቀበሌ አስተዳደሮችን የሚያጠቃልል አካባቢ ነው፡፡ 4. “Kobo-Girana Valley” means the areas found under North Wollo Administrative Zone consisting of Raya Kobo, Gubalafto and Habru woredas; Kobo, Woldia and mersa Municipalities, and some limited kebeles added from Gidan Woreda. 5. “የሸለቆ ልማት ፕሮግራም” ማለት በዚህ አንቀጽ ንዑስ አንቀጽ 4 በተገለፀው መልከዓ ምድር ውስጥ የሚከናወኑ የመስኖ ፕሮጀክቶችን የሚያጠቃልል የልማት እንቅስቃሴ ነው፡፡ 5. “Valley Development Program” means an irrigation development package project performed in the geographical areas stated under Sub Article 4 of this Article. ክፍል ሁለት PART TWO www.abyssinialaw.com ገፅ-4- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -4 4 ስለ ቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ጽ/ቤት እንደገና መቋቋምና ተጠሪነት RE-ESTABLISHMENT AND ACCOUNTABILITY OF KOBO GIRANA VALLEY DEVELOPMENT PROGRAM OFFICE 3. የጽ/ቤቱ እንደገና መቋቋምና ተጠሪነት፣ 3. Re-establishment and Accountability of the Office 1. የአማራ ብሔራዊ ክልላዊ መንግሥት የቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ጽህፈት ቤት ከዚህ በኋላ “ጽ/ቤቱ” እየተባለ የሚጠራ ራሱን የቻለና ህጋዊ ሰውነት ያለው መ/ቤት ሆኖ በዚህ ደንብ እንደገና ተቋቁሟል፡፡ 1. There is hereby re-established, the kobo Girana Valley Development Program Office of the Amhara National Regional State, hereinafter referred to as “The Office” as an office having its own autonomy and legal personality, as per this regulation. 2. የጽ/ቤቱ ዋና መ/ቤት በቆቦ ከተማ ሲሆን፣እንደ አስፈላጊነቱ ቅርንጫፍ ጽ/ቤቶች ሊከፍት ይችላል፡፡ 2. The Office may, having its head office of the program in Kobo, open branch offices as its necessity. 3. የጽ/ቤቱ ተጠሪነት ለቆቦ ጊራና ሸለቆ ልማት ፕሮግራም ቦርድ እና ለክልሉ መስተዳድር ም/ቤት ይሆናል፡፡ 3. The Office shall be accountable to the board of Kobo-Girana Valley Development Program and to the Council of Regional Government. ክፍል ሦስት PART THREE www.abyssinialaw.com ገፅ-5- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -5 5 የጽ/ቤቱ ዓላማና ድርጅታዊ መዋቅር OBJECTIVE AND ORGANIZATIONAL STRUCTURE OF THE OFFICE 4. የጽ/ቤቱ አላማ 4. Objective of the Office ፕሮግራም ጽ/ቤቱ የሚከተሉት ዓላማዎች ይኖሩታል፦ The program office shall have the following objectives: 1. በሸለቆው ውስጥ ተገቢና ý«¤¬¥ ymSñ ý` xStÄdR b¥SfN በተደጋጋሚ የሚከሰተውን ድርቅ መቋቋምና የሚከሰተውን የምግብ እጥረት ማቃለል፣ 1. To resist the drought which happens incidentally and reduce the shortage of food occurs through the prevailing of proper and effective irrigation water management in the valley; 2. በሸለቆው ውስጥ tgNBtW ktlÆ xµ§T lP/A/b¤tÜ y¸t§lûTN ymSñ ፕሮጀክቶች በገበያ መር ሰብሎች እንዲሸፈኑ ማስቻል፣ ምርታማነትን በከፍተኛ ደረጃ ማሳደግና በሸለቆው ክልል የሚኖረውን ህዝብ ገቢ ማሳደግና የኑሮ ደረጃ ማሻሻል፣ 2. To improve the standard of living through increasing productivity in a higher level and upgrading the income of the people living in the valley; to enable the irrigation projects, built up in the valley and transferred from different bodies to the program office, shall be covered by market led crops. 3. “bwÀ mሸፈን” mRH yPéjKT ተጠቃሚዎች የፕሮጀክቶችን ኢንቨስትመንት እንዲሸፍኑ ማስቻል፣ 3. To enable the beneficiaries of the projects to cover investment costs under the principle of “covering costs” 4. በሸለቆው ክልል የሚገኙ የመስኖ ልማት ፕሮጀክቶች ተገቢው እንክብካቤና ጥገና እንዳይለያቸው መከታተልና ዘላቂነታቸውን ማረጋገጥ፣ 4. To ensure the sustainability and to follow-up the proper protection and maintenance of irrigation development projects found in the valley. 5. የጽ/ቤቱ ድርጅታዊ መዋቅር 5. Organizational Structure of the Office 1. የሸለቆ ልማት ፕሮግራሙን በበላይነት የሚመራ ቦርድ በክልል ደረጃ ይቋቋማል፡፡ 1. There shall be a managing board established at a regional level that oversees the valley development program. www.abyssinialaw.com ገፅ-6- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -6 6 2. በክልሉ መስተዳድር ም/ቤት የሚመደብ ሥራ አስኪያጅ ይኖረዋል፣ ሌሎች በየደረጃው የሚያስፈልጉ ኃላፊዎችና ሠራተኞች እንዲሁም ባህር ዳር ከተማ የጽ/ቤቱን ጉዳዮች የሚከተታልና የሚያስፈጽም አንድ ጉዳይ አስፈፃሚ ይኖሩታል፣ 2. There shall be placement of manager assigned by the council of the regional government. There may have other heads and workers necessary on each level as well as an agent who follow-up and execute the issues of the office settled in Bahirdar city. 3. ተጠቃሚዎች የሚገኙበት የዞንና የወረዳ የልማት አስተባባሪ ኮሚቴ ይኖሩታል፡፡ 3. A Zonal and Woreda Development Coordinating Committee consisting of beneficiaries shall be in place. ክፍል አራት PART FOUR የጽ/ቤቱ የስራ አመራር ቦርድ ተጠሪነት አወቃቀር፣ ስብሰባ፣ ስልጣንና ተግባር ACCOUNTABILITY, ORGANIZATION, MEETING PROCEDURE, POWERS AND DUTIES OF THE MANAGING BOARD OF THE OFFICE 6. የቦርድ አባላት ተጠሪነት 6. Accountability of the Members of the Board 1. የቦርድ ተጠሪነት ለርዕሰ መስተዳድሩ ሆኖ ከ5 እስከ 7 የሚደርሱ አባላት ይኖሩታል፡፡ 1. The board shall, having 5 to 7 members, be accountable to the government. 2. የፕሮግራሙ ሥራ አስኪያጅ፣ የቦርድ ሰብሳቢና አባላት በክልሉ ርዕሰ መስተዳድር የሚሰየሙ ይሆናሉ፡፡ የፕሮግራሙ ሥራ አስኪያጅ የቦርድ ፀሐፊ ሆኖ ያገለግላል፡፡ 2. The manager of the program, the chairperson and members of the board shall be assigned by the head of the government. The manager of the program shall serve as the secretary of the board. 3. የቦርዱ አባላት የሥራ ዘመን እንደ አስፈላጊነቱ በክልሉ ርዕሰ መስተዳድር ይወሰናል፡፡ 3. Meeting Procedure of the Board 1. ቦርዱ በሶስት ወር አንድ ጊዜ መደበኛ ስብሰባ ያደረጋል፡፡ ሆኖም እንደአስፈላጊነቱ በማንኛውም ጊዜ ስብሰባ ሊያካሂድ ይችላል፡፡ 1. The regular meeting of the board shall convene once in every three months; provided, however, that an extra ordinary meeting shall convene at any time, as may be necessary. 2. ከግማሽ በላይ የቦርዱ አባላት የተገኙበት ምልዓተ ጉባኤ ይሆናል፡፡ 2. The presence of more than half members of the board shall constitute a quorum. 3. የቦርዱ ውሳኔዎች በድምፅ ብልጫ ያልፋሉ፡፡ ሆኖም ድምፅ እኩል በኩል የተከፈለ እንደሆነ ሰብሳቢው ወሳኝ ድምፅ ይኖረዋል፡፡ 3. Decision of the board shall be passed by majority vote; In case of a tie, however, the chairperson shall have a casting vote. 4. የዚህ አንቀጽ ድንጋጌዎች እንደተጠበቁ ሆነው ቦርዱ የራሱን የስብሰባ ስነ-ስርዓት መመሪያ ሊያዘጋጅ ይችላል፡፡ 4. Without prejudice to the provisions of this article, the board may issue its own directive of meeting procedure. 8. የቦርዱ ሥልጣንና ተግባር 8. Powers and Duties of the Board ቦርዱ የሚከተሉት ስልጣንና ተግባራት ይኖሩታል፣ The board shall have the following powers and duties: 1. የሸለቆ ልማት ፕሮግራሙ መዋቅር ተጠንቶ ለመስተዳድር ም/ቤት እንዲቀርብ ያደረጋል፡፡ ሲፈቀድም ተግባራዊ እንዲሆን ያደርጋል፣ 1. Cause the study of the organizational structure of the valley development program and submit same to the council of the government, and implement same upon approval. 2. በመዋቅሩ መሠረት ተጨማሪ የሥራ መደቦች ጥያቄ ሲቀርብለት መርምሮ ለክልሉ መስተዳድር ም/ቤት አቅርቦ ያፀድቃል፡፡ 2. Investigate and submit for approval to the council of the regional government when a request of additional work positions are presented to it based on the organizational structure. 3. የፕሮግራም ጽ/ቤቱን የሂደት መሪዎች ምደባ ያፀድቃል፣ 3. Approve the assignment of process owners of the program office. www.abyssinialaw.com ገፅ-8- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -8 8 4. በዚሁ መቋቋሚያ ደንብ ላይ በመመሥረት መመሪያዎች እንዲዘጋጁና እንዲወጡ ያደርጋል፣ ያፀድቃል፡፡ 4. Cause the preparation, issuance and approval of directives based on this establishing regulation. 5. የሸለቆ ልማት ፕሮግራሙን ዓመታዊ ዕቅድና በጀት ግምገማ ለክልል መስተዳድር ም/ቤት ያቀርባል፣ ሲፈቀድም አፈፃፀሙን ይከታተላል፡፡ 5. Submit the annual plan and budget of the valley development program evaluation to the council of regional government and follow-up its implementation upon approval. 6. የሸለቆ ልማት ፕሮግራሙ በታለመለት አግባብ አንፃር ተግባራዊ ስለመደረጉ በየጊዜው ክትትል ያደርጋል፣ ይገመግማል፡፡ 6. Evaluate and follow-up periodically the implementation of the valley development program is implemented in such a way as its target. 7. የሸለቆ ልማት ፕሮግራምን አፈፃፀም አስመልክቶ የሩብ ዓመትና ዓመታዊ ሪፖርት ለክልል መስተዳድር ም/ቤት ያቀርባል፣ 7. Submit a quarter and annual activity report of the valley development program to the council of the regional government. 8. የሸለቆ ልማት ፕሮግራሙን ለማስፈፀም የሚረዱ የፖሊሲ ሀሳቦችን በማመንጨት ለክልል መስተዳድር ም/ቤት አቅርቦ ያስወስናል፡፡ 8. Supply and submit policy issues, which are helpful to execute the valley development program, to the council of the regional government for approval. ክፍል አምስት PART FIVE የጽ/ቤቱ እና የሥራ አስኪያጁ ስልጣንና ተግባር POWERS AND DUTIES OF THE OFFICE AND THE MANAGER 9. የጽ/ቤቱ ሥልጣንና ተግባር 9. Powers and Duties of the Office ጽ/ቤቱ የሚከተሉት ሥልጣንና ተግባራት ይኖሩታል፡፡ The office shall have the following powers and duties: 1. የመስኖ ፕሮጀክቶች አፈፃፀም ያቅዳል፣ ያስተባብራል፣ ይገመግማል፣ ይቆጣጠራል፣ አስፈላጊ ሆኖ ሲገኝ አዳዲስ ፕሮጀክቶችን አጥንቶ 1. Plan, coordinate, evaluate and supervise the implementation of irrigation projects, undertake and present the studies, when www.abyssinialaw.com ገፅ-9- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -9 9 ለቦርዱ ያቀርባል ሲፈቀድም ተግባራዊ ያደርጋል፣ deemed necessary, of new projects to the board and implement same up on approval. 2. ፕሮግራሙ የሚያተኩርባቸውን የመስኖ አውታር እንክብካቤና የመስኖ አጠቃቀም ፕሮጀክቶችን በራሱ/በፕሮግራም ጽ/ቤቱና በቅርንጫፍ ጽ/ቤቶች/ እና ከሌሎች አካላት/መንግስታዊና መንግስታዊ ካልሆኑ ድርጅቶችና ብዙሃን ማህበራት/ ጋር በቅንጅት ይፈጽማል፣ ያስፈጽማል፣ 2. Accomplish and execute, by itself (the program office and branch offices) and by integrating with other bodies (governmental and nongovernmental organizations, and mass associations), the protection and utilization of irrigation projects focused by the program. 3. ፕሮግራሙ የሚያቅፋቸውን ፕሮጀክቶች ለማስፈፀም የሚያስችል ሀብት ለማሰባሰብ የሚረዱ ሰነዶችን እያዘጋጀ ለሚመለከተው አካል አቅርቦ ያስፈቅዳል፣ ሲፈቀድለት ተግባራዊ ያደርጋል፡፡ 3. Prepare and submit documents, that help resources for accomplishment of projects embraced by the program, for permission to the concerned bodies, and up on approval implement same. 4. የሸለቆ ልማት ፕሮግራሙን የሚመለከቱ የፖሊሲ ሃሳቦችን በማመንጨት ለቦርዱ ያቀርባል፣ 4. emanate and submit policy issues concerning valley development program to the board 5. በሸለቆው ክልል በተለያዩ አካላት የሚከናወኑና ከልማት ፕሮግራሙ ጋር ተያያዥነት ያላቸውን ሥራዎች ያቀናጃል፣ ያስተባብራል፣ 5. Coordinate and integrate works that are related with irrigation development, performed by different bodies in the valley. 6. የመስኖ ፕሮጀክቶችን በማስፈፀም እገዛ የሚያደርጉ የተለያዩ የሥራ መመሪያዎችንና ማንዋሎችን አዘጋጅቶ ለቦርዱ ያቀርባል፣ ሲፈቀድም ሥራ ላይ ያውላል፣ ዝርዝር የሥራ አፈፃፀም መመሪያ አዘጋጅቶ ተግባራዊ ያደርጋል፣ 6. Prepare different work directives and manuals that assist the execution of irrigation projects and submit same to the board. And upon approval implement same. Prepare and put in practice detailed implementation directive. 7. የንብረት ባለቤት ይሆናል፣ ውል ይዋዋላል፣ በስሙ ይከሳል፣ ይከሰሳል፣ 7. Enter into contracts, own property, sue and be sued in its own name. 8. ስለ ፕሮግራሙ አፈፃፀም ለሸለቆ ልማት ቦርዱና ለሌሎች ለሚመለከታቸው አካላት የሩብ ዓመትና ዓመታዊ ሪፖርት ያቀርባል፣ 8. Submit quarterly and annual activity report on the performance of the program to the valley development board and other concerned bodies. 9. “በወጪ mሸፈን” mRH yPéjKT ተጠቃሚዎች 9. Carryout such other related activities assigned by the council of administration and by the program board to assist its objectives. 10. የሥራ አስኪያጅ ሥልጣንና ተግባር 10. Powers and Duties of the Manager የፕሮግራም ጽ/ቤቱ ሥራ አስኪያጅ ተጠሪነቱ ለሸለቆ ልማት ፕሮግራም ቦርዱና ለክልሉ መስተዳድር ም/ቤት ሆኖ በዚህ ደንብ አንቀጽ 9 ላይ ለጽ/ቤቱ የተሰጡትን ሥልጣንና ተግባራት የሚያከናውን ሲሆን በተጨማሪም የሚከተሉት ሥልጣንና ተግባራት ይኖሩታል፣ The manager of the program office, being accountable to the program managing board of the valley development and to the administrative council of the region, shall, in addition to the powers and duties vested to the office as enumerated under Article 9 of this regulation, have the following powers and duties: 1. የጽ/ቤቱን ሥራዎች ይመራል፣ ያስተዳድራል፣ ይቆጣጠራል፣ 1. Direct, administer and supervise the activities of the office 2. የፕሮግራሙን የአጭር፣ የመካከለኛና የረዥም ጊዜ እቅድ መሠረት በማድረግ ዓመታዊ የሥራ ዝርዝርና የበጀት ድልድል አዘጋጅቶ ለሸለቆ ልማት ቦርዱ ያቀርባል፣ ሲፈቀድም ሥራ ላይ ያውላል፣ 2. Prepare and submit the annual work plan and budget allocation to the board of the valley development, based on the short, medium and long term plan of the program, and up on approval implement same. 3. ለጽ/ቤቱ በተፈቀደለት በጀትና የDRgþT mRh GBR መሠረት ገንዘብ ወጪ እንዲሆን 3. Supervise the proper utilization of same. 4. አግባብ ባለው ህግ እና በጽ/ቤቱ የሠራተኞች የአስተዳደር መመሪያ መሠረት ሠራተኞችን ይቀጥራል፣ ያሳድጋል፣ ያስተዳድራል፣ ያሰናብታል፣ 4. Hire, administer, promote and fire its employees, in accordance with appropriate law and employees management directive of the office. 5. ተጠሪነታቸው ለሥራ አስኪያጁ የሆኑ የሂደት መሪዎችን ቅጥርና ዕድገት ለቦርዱ በማቅረብና በማፀደቅ ያስፈፅማል፣ 5. Submit to the board for approval, concerning the employment and assignment of the process owners accountable to the general manager, and cause to be implemented. 6. ጽ/ቤቱ ከሶስተኛ ወገኖች ጋር በሚያደርገው ግንኙት ሁሉ ጽ/ቤቱን ይወክላል፣ 6. Represent the office in all its transaction to be carried out with third parties. 7. ለሥራ ቅልጥፍና አስፈላጊ ሆኖ ሲያገኘው የጽ/ቤቱ ኃላፊ ስልጣንና ተግባሩን ለበታች ኃላፊዎች በውክልና ሊያስተላልፍ ይችላል፡፡ 7. The head of the office may delegate his powers and duties to those subordinate officials of the office, when he found it necessary, for the efficient facilitation of its duties. 8. የቦርዱን ውሳኔ ይፈጽማል ያስፈጽማል፡፡ 8. Execute and implement the decision of the board. 9. የጽ/ቤቱን የሠራተኛ አስተዳደር መመሪያ ያዘጋጃል ሲፈቀድም ተግባራዊ ያደርጋል። 9. Prepare a human resource management directive and implement same up on approval. 10. ከቦርዱ የሚሰጡትን ሌሎች ተግባራት ያከናውናል፡፡ 10. Perform such other functions as may be referred to him by the board. ክፍል ስድስት PART SIX ልዩ ልዩ ድንጋጌዎች MISCELLANEOUS PROVISIONS www.abyssinialaw.com ገፅ-12- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -12 12 11. የጽ/ቤቱ የበጀት ምንጭ፣ 11. Source of Budget of the Office የጽ/ቤቱ በጀት ከሚከተሉት ምንጮች ይሆናል፡፡ The budget of the office shall be derived from the following sources: 1. በመንግሥት ከሚመደብ በጀት፣ 1. Budget allocated by the government; 2. ከእርዳታ እና ብድር ከሚገኝ ገንዘብ 2. Finance drown from donation and loan; 3. ከህዝብ አስተዋፅኦ 3. Public contribution 4. ከሌሎች ምንጮች 4. Other sources 12. የሂሳብ መዛግብት 12. Books of Account 1. ጽ/ቤቱ የተሟሉ እና ትክክለኛ የሆኑ የንብረት፣ የሂሳብ መዛግብትንና የሂሳብ ሰነዶችን ይይዛል፣ 1. The Office shall keep accurate and complete books of account and financial documents. 2. ጽ/ቤቱ የፋይናንስ መመሪያዎችን ያዘጋጃል፣ ሲፈቀድም በሥራ ላይ ያውላል፣ 2. The office shall prepare financial directives and implement same up on approval. 13. የሂሳብ ምርመራ፣ 13. Auditing የጽ/ቤቱ የሂሳብ መዛግብትና ገንዘብ ነክ ሰነዶች በዋና ኦዲተር መ/ቤት ወይም በውጪ ኦዲተሮች ይመረመራል፡፡ The books of account and financial documents of the office shall be audited by the Auditor General or by external auditors. 14. ጽ/ቤቱ ስለሚፈርስበት ሁኔታ 14. Condition for Dissolution of the Office 1. ፕሮግራሙ ሲጠናቀቅ ጽ/ቤቱ ይፈርሳል፣ 1. The office shall be dissolved when the program is accomplished. 2. ጽ/ቤቱ በሚፈርስበት ጊዜ የጽ/ቤቱ ሀብትና ዕዳ የክልሉ መስተዳድር ም/ቤት በሚወስነው መሠረት ለሌሎች አካላት ይተላለፋል፡፡ 2. In the event of the dissolution of the office its assets and liabilities shall be transferred to other bodies, in accordance with the decision, of the council of the regional government. 15. የመሸጋገሪያ ድንጋጌ 15. Transitory Provision ይህ ደንብ በክልሉ መንግስት ዝክረ-ህግ ጋዜጣ ታትሞ እስኪወጣ ድረስ በሂደት ያሉ ስራዎች All duties being in process shall, until the date of publication of this regulation in the www.abyssinialaw.com ገፅ-13- ዝክረ-ሕግ ጋዜጣ ቁጥር 5 የካቲት 9 ቀን 2003 ዓ.ም Zikre-Hig Gazette No. 5 16th Day of Feburuary 2011, page -13 13 በአብክመ ደንብ ቁጥር10/1991 መሰረት ተፈፃሚ ይሆናሉ። Zikre-Hig Gazette of the regional state, be accomplished in accordance with the Amhara National Regional State Regulation No.10/1999 16. ደንቡን ስለማሻሻል ወይም ስለመሻር፣ 16. Revision or Repeal ይህን ደንብ የማሻሻል ወይም የመሠረዝ ስልጣን የአማራ ብሔራዊ ክልላዊ መንግስት መስተዳድር ም/ቤት ነው፡፡ The power to revise or repeal this regulation shall only belongs to the council of the Amhara National Regional Government. 17. ደንቡ የሚፀናበት ጊዜ፣ 17.
