Ethiopian Meat and Dairy Industry Development Institute Establishme-nt Council of Ministers Regulation No. 295/20 13". 2. Establishment 11 The Ethiopian Meat and Dairy Industry Development Institute (hereinafter the "Institute'') is hereby established as an autonomous federal government office having its own legal personality. 2/ The Institute shall be accountable to the Ministry. 4. Head Office The Institute shall have its head office in Beshoftu and may have branch offices elsewhere, as may be necessary. 5. Powers and Duties of the Institute The Institute shall have the powers and duties to : 1/ formulate policies, strategies, directives and action plans that assist in the facilitation of the development of meat and dairy industry, and implement same upon approval ; 2/ conduct research and development and identify relevant teclmologies applicable to the development of the meat and dairy industry, transfer these technologies to the industry and support them to enter the market thereafter; and encourage the industry to establish research and development units; 3/ conduct studies and research, including market research, that support the development of the meat and dairy industry; assist the industry to promote their products in the domestic as well as international markets; and work closely with relevant stakeholders in order to implement effective marketing systems in the industry; 4/ collect, analyze and organize technological, market and other data necessary for the development of the meat and dairy industry and disseminate same to users, as may be necessary: 51 provide consultancy services to meat and dairy industry concerning production process, production planning and quality assurance: establish pilot plants and laboratories to support the industry, provide international-level testing services; encourage the industry to establish laboratories and assist them to get certification so as to make them internationally competitive; 6/ set up a database related to livestock resources and the industry by conducting a survey on investment opportWlities, collect, analyze, organize and timely update information necessary for the development of the sector and disseminate same to users, as may be necessary; 7 I follow-up the expansion of infrastructures necessary for livestock market and the availability of facilities such as .designated transportation vehicles for livestock and livestock products ~ ?K" :~,oi'i.(i i' ~Y..trt\ '1 ;J~+ .?II.'' Organization of the Institute The Institute shall have: II an Advisory Council (hereinafter the "Council"); 2/ a Director General and, as may be necessary , Deputy Director Generals, to be appointed by the government; and 3/ the necessary staff. 8. 'l.(l·l-c c) prepare and submit to the Ministry the strategic plan, annual plan, work program and budget of the Institute, and implement same upon approval ; d) effect payments in accordance with the approved budget and work program of the Institute; e) represent the Institute in its dealings with third parties; 1) prepare and submit to the Ministry the performance and financial reports of the Institute. 3/ The Director General may delegate part of his powers and duties to other officers and employees of the Institute to the extent necessary for the effective performance of the activities of the Institute. 12. Budget of the Institute The budget of the Institute shall be allocated by the government. 13. Books of Account 11 The Institute shall keep complete and accurate books of accounts. 2/ The books of accounts and financial documents of the Institute shall be audited annually by the Auditor General or an auditor assigned by him. 14. Repealed Regulation The Ethiopian Meat and Dairy Technology Institute Establishment Council of Ministers Regulation No. l43/2008 (as amended) is hereby repealed. 15. Transfer of Rights and Obligations The rights and obligations of the Ethiopian Meat and Dairy Technology Institute established under Council of Ministers Regulation No. 143/2008 (as amended) are hereby transferred to the Institute. 16. Effective Date This Regulation shall come into force as of the 9th day of August, 20 13. Done at Addis Ababa, this 6th day of September, 2013.
