Box ደንብ ቁጥር 96/2004 ዓ.ም በአማራ ብሔራዊ ክልላዊ መንግስት የባኩሳ ብሄራዊ ፓርክን ዳርድንበር አከላለልና አስተዳደሩን ለመወሰን የወጣ ክልል መስተዳድር ምክር ቤት ደንብ Regulation No. 96/2012 A COUNCIL OF REGIONAL GOVERNMENT REGULATION ISSUED TO DETERMINE THE BOUNDARY DEMARCATION AND ADMINISTRATION OF THE BAKUSA NATIONAL PARK IN THE AMHARA NATIONAL REGIONAL STATE ባህር ዳር ሰኔ 1 ቀን 2004 ዓ.ም Bahir Dar 8 th June, 2012 17ኛ አመት ቁጥር 11 17 th Year No. 11 14 th Year No 16 www.abyssinialaw.com ገፅ-2- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -2 የባኩሳ የተፈጥሮ ደን ካለፉት መንግስታት ጀምሮ እንዲጠበቅ ትኩረት ቢሰጠውም በአሁኑ ወቅት ጉዳት እየደረሰበት ከመሆኑ የተነሳ የብዝሃ ህይወት ሃብቱ ለዘለቄታው ተጠብቆና ለምቶ ለትውልድ በቅርስነት እንዲተላለፍ በማስፈለጉ፤ WHEREAS, the Bakusa’s natural forest, although its protection had been given emphasis as of the times of the previous regimes, is, on the other hand, being damaged at present, and henceforth necessary to bequeath its bio-diversity resource to the succeeding generation in the form of a heritage by protecting and developing it in a sustainable way; በክልሉ ውስጥ በዝቅተኛ አልቲትዩድ ካሉ ቅሪት የተፈጥሮ ደኖች ውስጥ በብዝሃ ህይወታዊ ሃብት ክምችቱ በምሳሌነት ለሚጠቀሰው ለዚሁ የተፈጥሮ ደንና በውስጡ ለሚገኙት የዱር እንስሳት፣ አዕዋፋትና እፅዋት ዝርያዎች በቂ ጥበቃና እንክብካቤ በማድረግ ለአካባቢው ነዋሪና ለብሔራዊ ኢኮኖሚው አስተዋፅኦ የሚያበረክትበትን ምቹ ሁኔታ መፍጠር ተገቢ ሆኖ በመገኘቱ፤ WHEREAS, it has been found appropriate to create a favorable condition in which this Natural Forest, which constitutes part and parcel of the low land altitude remnant natural forests of the Region and is cited as an exemplary one with its potential resource collection of bio-diversity and the species of wild animals, birds and plants found therein are efficiently looked after and protected so that they would be able to contribute their share for the local inhabitants and the national economic development; ስፍራው አሁን በሚገኝበት ሁኔታ ከሚቀጥል ይልቅ የብሔራዊ ፓርክነት ደረጃ አግኝቶ በቱሪዝምና ምርምር ሰፊ ጠቀሜታ ወደመስጠት ሊሸጋገር እንደሚችልና ይኸውም ለአካባቢው ህብረተሰብ በቀጥታ የሚያስገኘው ኢኮኖሚያዊና ማህበራዊ ጠቀሜታ ለብዝሃ ህይወት ሃብቱ በዘላቂነት መጠበቅ ዋስትና እንደሚሆነው በመታመኑ፤ WHEREAS, it is believed that the place, instead of being continued in its present condition, might, having acquired the status of a national park, be rather transformed in to the capability of providing an extensive benefit in the field of tourism and research so that the economic and social benefits that it may directly produce to the local inhabitants should be a guarantee for the sustainable protection of its bio-diversity resource thereof; ስፍራው ለመጥፋት የተቃረቡ የዱር እንስሳት፣ እፅዋትና አዕዋፋት መጠለያ መሆኑን በመገንዘብ፣ በአዊ ብሔረሰብ ዞን አስተዳደር በጃዊ ወረዳ ውስጥ የሚገኘውንና አስፈላጊ መስፈርቶችን የሚያሟላውን WHEREAS, it has, being aware of the fact that the place is a sanctuary for the endangered species of wild animals, plants and birds, been found necessary to create a legal setting for the Bakusa National Park situated in the Jawi Woreda of the Awi Nationality www.abyssinialaw.com ገፅ-3- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -3 የባኩሳ ብሔራዊ ፓርክ ማቋቋምና ወሰኖችን ከልሎ ሥልጣን ባለው የመንግስት አካል ባለቤትነት ሥር የሚተዳደርበትን ህጋዊ ሁኔታ መፍጠር አስፈላጊ ሆኖ በመገኘቱ፤ Zonal Administration which is found to have fulfilled the essential requirements as well as get it administered under the authority of the governmental body competent thereto, by delimiting the boundaries thereof; የአማራ ክልል መስተዳድር ምክር ቤት በተሻሻለው የክልሉ ህገ-መንግስት አንቀጽ 58 ንዑስ አንቀጽ 7 እና በአስፈፃሚ አካላት እንደገና ማቋቋሚያና ስልጣንና ተግባራት መወሰኛ አዋጅ ቁጥር 176/2003 ዓ.ም አንቀጽ 35 ድንጋጌዎች ሥር በተሰጠው ሥልጣን መሠረት ይህንን ደንብ አውጥቷል፡፡ NOW, THEREFORE, the Council of the Amhara Regional Government, pursuant to the powers vested in it under the provisions of Art. 58 Sub Art. 7 of the Revised Constitution of the Regional State and Art. 35 of the Executive Organ’s Reestablishment and Determination of their Powers and Duties Proclamation No. 176/2010, hereby issues this Regulation as follows. 1. አጭር ርዕስ 1. Short Title ይህ ደንብ “የ ባኩሳ ብሔራዊ ፓርክ ዳር ድንበር አከላለልና አስተዳደር መወሰኛ ክልል መስተዳድር ምክር ቤት ደንብ ቁጥር 96/2004 ዓ.ም” ተብሎ ሊጠቀስ ይችላል፡ ፡ This regulation may be cited as “The Bakusa National Park Boundary Demarcation and Administrative Determination, Council of Regional Government Regulation No. 96/2012.” 2. ትርጓሜ 2. Definitions የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በስተቀር በዚህ ደንብ ውስጥ፡ Unless the context requires otherwise, in this Regulation: 1. “ፓርክ” ማለት የዱር እንስሳትና የአዕዋፍ ክምችት የተፈጥሮ መጠለያ እንዲሁም የልዩ ልዩ እፅዋት መገኛ በመሆን የሚታወቀውና በዚህ ደንብ መሠረት ልዩ ጥበቃ እንዲደረግለት ወሰኑ ተለይቶ የተከለለው የባኩሣ ብሔራዊ ፓርክ ነው፤ 1. “Park” shall mean the Bakusa National Park recognized as embracing the distinct natural habitat for the diversity of wild animals and flock of birds as well as the source of various plant species and with its boundaries being identified and demarcated pursuant to this Regulation, and thereby given special care thereof; 2. “ጉልት” ማለት ከድንጋይ፣ ከኮንክሪት ወይም ከሌላ ቋሚ ከሆነ ነገር ተሰርቶ በመሬት ላይ የተተከለ የወሰን መለያ ምልክት ማለት ነው፤ 2. “Beacon” shall mean a landmark which is made up of stone, concrete, metal or any other object fixed on the ground; www.abyssinialaw.com ገፅ-4- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -4 3. “የዱር እንስሳት” ማለት ለማዳ ያልሆኑና በየብስም ሆነ በውሃ ውስጥ የሚኖሩ ልዩ ልዩ ዝርያ ያላቸው በተፈጥሮ የሚገኙ በምድር የሚሄዱና በአየር የሚበሩ እንስሳትን የሚያጠቃልልና የመኖሪያ፣ የመጠለያና መራቢያ አካባቢወችን ጭምር ያካተተን ሥነ ህይወታዊ ሃብት ይገልፃል፡፡ 3. “Wildlife” shall include a host of various untamed, territorial and aquatic various species of animals found in nature move on land and fly in the air, also encompassing their respective habitats, sanctuaries and breeding areas capable of expressing the diversity of biological resources. 3. ስለፓርኩ ስያሜ፣ አከላለልና ወሰኖች 3. Designation, Demarcation and Boundaries of the Park 1. በዚህ ደንብ መሠረት የተቋቋመው ፓርክ “የባኩሳ ብሔራዊ ፓርክ” ተብሎ ተሰይሟል፡፡ 1. The park established pursuant to this regulation, is hereby designated as “the Bakusa National Park”. 2. በዚህ አንቀጽ ንዑስ አንቀጽ 1 መሠረት የተሰየመው ፓርክ በአዊ ብሔረሰብ ዞን በጃዊ ወረዳ ውስጥ የሚገኝና በጠቅላላው 44,727.35 ሄክታር ስፋት የሚሸፍን ሆኖ በምስራቅ በኩል ከባኩሳ ኪዳነምህረት ቀበሌ፣ በምዕራብ በኩል ከቤሻንጉል ጉምዝ ክልል፣ በደቡብ በኩል ከባኩሳ ማሪያም ቀበሌና ከቤንሻንጉል ጉምዝ ክልል እና በሰሜን በኩል ከባኩሳ ማሪያም ቀበሌ ጋር ይዋሰናል፡፡ 2. The park, so designated pursuant to Sub Art. 1 of this Article hereof, shall, having been located in the Jawi Woreda of the Awi Nationality Zone and covering a total area of 44,727.35 hectares of land, share boundaries with the Bakusa Kidanemehret kebele to the Eastern, Benishangul Gumuz Region to the Western, Bakusa Mariam Kebele and Benishangul Gumuz Region to the Southern and Bakusa Mariam Kebele to the Northern directions. 3. የፓርኩን አከላልና አዋሳኝ ሥፍራዎች በኬክሮስ /ላቲትዩድ/ እና በኬንትሮስ /ሎንግቲዩድ/ ነጥቦች የሚያሳየው ዝርዝር መግለጫ ከዚህ በታች ተመልክቷል: 3. The detailed description showing the demarcation of the park and its adjoining places on the latitudinal and longitudinal points in indicated here below: ሀ/ ፓርኩን ከደቡብ ምስራቅ አቅጣጫ ከሚያዋስነው ከማሪያም ውሀ ወንዝ ዳርቻ ላይ በ 11 ዲግሪ 43 ደቂቃ 18.9 ሰከንድ ሰሜንና 36 ዲግሪ 14 ደቂቃ 52 ሰከንድ ምስራቅ ጉልት ቁጥር አንድን a. Commencing at the Mariam Wuha River bank which borders the park to the South–Eastern direction, 11 degrees, 43 minutes, 18.9 seconds North and 36 degrees, 14 minutes, 52 seconds East www.abyssinialaw.com ገፅ-5- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -5 መነሻ በማድረግ፤ (Beacon No. 1 as a starting point); ለ/ ከዚያም ወደ ሰሜን አቅጣጫ በመሄድ ባወንድም ጎጥ የነአቶ ጌታ ማለደን መንደሮች ወደ ውጭ በመተው 11 ዲግሪ 44 ደቂቃ 12.4 ሰከንድ ሰሜንና 36 ዲግሪ 15 ደቂቃ 05 ሰከንድ ምስራቅ ጉልት ቁጥር ሁለት፤ b. Thence, heading towards the Northern direction at Bawondim hamlet, excluding Ato Geta Maledes settlements, 11 degrees, 44 minutes, 12.4 seconds North and 36 degrees, 15 minutes, 05 seconds East (Beacon No.2); ሐ/ በዚሁ አቅጣጫ በመቀጠል የችክሪ ወንዝ ላይ 11 ዲግሪ 45 ደቂቃ 01.7 ሰከንድ ሰሜንና 36 ዲግሪ 14 ደቂቃ 59 ሰከንድ ምስራቅ ጉልት ቁጥር ሶስት፤ c. Continuing in the same direction at the Yechikeri Wenz, 11 degrees, 45 minutes, 01.7 seconds North and 36 degrees, 14 minutes, 59 seconds East (Beacon No.3); m/ አሁንም በዚሁ አቅጣጫ በመቀጠል የችክሪ ጐጥ የነአቶ አጋዠ ዘለቀን መንደር ወደ ውጭ በመተው 9 ዲግሪ 02 ደቂቃ 56 ሰከንድ ሰሜንና 36 ዲግሪ 16 ደቂቃ 54.3 ሰከንድ ምስራቅ ጉልት ቁጥር አራት፤ d. Still continuing in the same direction at yechikeri hamlet, leaving Ato Agajie Zelekes settlement to the outside, 9 degrees, 02 minutes, 56 seconds North and 36 degrees, 16 minutes, 54.3 seconds East (Beacon No. 4); \/ ይህንኑ አቅጣጫ በመከተል ዛህላ ወንዝ ላይ 11 ዲግሪ 45 ደቂቃ 44 ሰከንድ ሰሜንና 36 ዲግሪ 15 ደቂቃ 33.3 ሰከንድ ምስራቅ ጉልት ቁጥር አምስት፤ e. Still following this direction at the Zahla Wenz, 11 degrees, 45 minutes, 44 seconds North and 36 degrees,15 minutes, 33.3 seconds East (Beacon No. 5); r/ ከዚያም ወደ ሰሜን አቅጣጫ በመቀጠል የስግሊን መንደር ወደ ውጭ በመተው 11 ዲግሪ 46 ደቂቃ 47.8 ሰከንድ ሰሜንና 36 ዲግሪ 16 ደቂቃ 03.5 ሰከንድ ምስራቅ ጉልት ቁጥር ስድስት፤ f. Thence, continuing to the Northern direction, leaving the Segeli settlement to the outside, 11 degrees, 46 minutes, 47.8 seconds North and 36 degrees, 16 minutes, 03.5 seconds East (Beacon No. 6); ሰ/ ከዚያም ወደ ምሥራቅ አቅጣጫ በመታጠፍ የእስላሞችን መንደር ወደ ውጭ በመተው 11 ዲግሪ 48 ደቂቃ 43 ሰከንድ ሰሜንና 23 ዲግሪ 43 ደቂቃ 30 ሰከንድ ምስራቅ ጉልት ቁጥር ሰባት፤ g. Thence, turning to the Eastern direction, excluding the Muslims settlement to the outside, 11 degrees, 48 minutes, 43 seconds North and 23 degrees, 43 minutes, 30 seconds East (Beacon No. 7); www.abyssinialaw.com ገፅ-6- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -6 ሸ/ ከዚያም ወደ ሰሜን ምስራቅ አቅጣጫ በመታጠፍ ባኩሳ ማርያም ቀበሌና ባኩሳ ኪዳነምህረት ቀበሌን ከሚያዋስነው ሰከላ ወንዝ ላይ 11 ዲግሪ 48 ደቂቃ 44.3 ሰከንድ ሰሜንና 36 ዲግሪ 16 ደቂቃ 39.8 ሰከንድ ምሥራቅ ጉልት ቁጥር ስምንት፤ h. Thence, turning to the North-Eastern direction at the Sekela River which borders the Bakusa Mariam and Bakusa Kidane Mehret kebele, 11 degrees, 48 minutes, 44.3 seconds, North and 36 degrees, 16 minutes, 39.8 seconds East (Beacon No. 8); ቀ/ በዚሁ አቅጣጫ በመቀጠል አዲስ አለም ጎጥ የእነ አቶ አለባቸው አዲሱን መንደር ወደ ውጭ በመተው 11 ዲግሪ 49 ደቂቃ 04 ሰከንድ ሰሜንና 36 ዲግሪ 17 ደቂቃ 44.6 ሰከንድ ምስራቅ ጉልት ቁጥር ዘጠኝ፤ i. Continuing in the same direction at Addis Alem hamlet, leaving the settlement of Ato Alebachew Addis to the outside, 11 degrees, 49 minutes, 04 seconds North and 36 degrees, 17 minutes, 44.6 seconds East (Beacon No. 9); በ/ ከዚያም ወደ ሰሜን ምዕራብ አቅጣጫ በመታጠፍ ባኩሲ ምንጭ ላይ 11 ዲግሪ 49 ደቂቃ 45.9 ሰከንድ ሰሜንና 36 ዲግሪ 16 ደቂቃ 40.7 ሰከንድ ምስራቅ ጉልት ቁጥር አስር፤ j. Thence, turning to the North–Eastern direction at the Bakusi Mench, 11 degrees, 49 minutes, 45.9 seconds North and 36 degree, 16 minutes, 40.7 seconds East (Beacon No. 10); ተ/ በዚሁ አቅጣጫ በመቀጠል ላይ ካንፉር መንደርን ወደ ውጭ በመተው 11 ዲግሪ 51 ደቂቃ 19 ሰከንድ ሰሜንና 36 ዲግሪ 15 ደቂቃ 58.6 ሰከንድ ምስራቅ ጉልት ቁጥር አስራ አንድ፤ k. Continuing in the same direction, leaving Lay Kanfur settlement to the outside, 11 degrees, 51 minutes, 19 seconds North and 36 degrees, 15 minutes, 58.6 seconds East (Beacon No. 11); ቸ/ አሁንም በዚሁ አቅጣጫ በመቀጠል የባኩሳ ኪዳነ ምህረትን ቸመና መንደር ወደ ውጭ በመተው ቸመና ወንዝ ላይ 11 ዲግሪ 55 ደቂቃ 29.4 ሰሜንና 36 ዲግሪ 11 ደቂቃ 33 ሰከንድ ምስራቅ ጉልት ቁጥር አስራ ሁለት፤ l. Still continuing in the same direction at the Chemena river, excluding the Chemena settlement of the Bakusa Kidane Mihret to the outside, 11 degrees, 55 minutes, 29.4 seconds North and 36 degrees, 11 minutes, 33 seconds East (Beacon No. 12); ~/ ከዚያም ወደ ምዕራብ አቅጣጫ በመታጠፍና የባኩሳ ማሪያምን ቸመና መንደር የፓርኩ አካል በማድረግ ባምባ ውሃ መንደርን ወደ ውጭ በመተው ባምባ ውሃ ወንዝ ላይ 11 m. Thence, turning to the Western direction and integrating the Chemena settlement of the Bakusa Mariam in to that of the park and leaving the Bamba Wuha settlement to the www.abyssinialaw.com ገፅ-7- ዝክረ-ሕግ ጋዜጣ ቁጥር 11 ሰኔ 1 ቀን 2004 ዓ.ም Zikre-Hig Gazette No.11 8th Day of June 2012 Page -7 ዲግሪ 56 ደቂቃ 45.6 ሰከንድ ሰሜንና 36 ዲግሪ 04 ደቂቃ 33 ሰከንድ ምስራቅ ጉልት ቁጥር አስራ ሶስት፤ outside, at Bamba Wuha river, 11 degrees, 56 minutes, 45.6 Seconds North and 36 degrees, 04 minutes, 33 seconds East (Beacon No. 13); ነ/ በዚሁ አቅጣጫ በመቀጠል የቡጅር ተራራን ወደ ፓርኩ በማካተት ከተራራው ስር ላይ 11 ዲግሪ 57 ደቂቃ 34.5 ሰከንድ ሰሜንና 36 ዲግሪ 04 ደቂቃ 11 ሰከንድ ምስራቅ ጉልት ቁጥር አስራ አራት፤ n. Continuing in the same direction encompassing the Bujer mountain to the park, at the bottom of the mountain, 11 degrees, 57 minutes, 34.5 seconds North and 36 degrees, 04 minutes, 11 seconds East (Beacon No. 14); ኘ/ ይህንኑ አቅጣጫ በመከተል ቀዝቀዝ ጐጥ የነቄስ ይደግን መንደር ወደ ውጭ በመተው 11 ዲግሪ 57 ደቂቃ 54 ሰከንድ ሰሜንና 36 ዲግሪ 03 ደቂቃ 32 ሰከንድ ምሥራቅ ጉልት ቁጥር አስራ አምስት፤ o. Still following this same direction at Kezekez hamlet, excluding priest Yiedegs settlement to the outside, 11 degrees, 57 minutes, 54 seconds North and 36 degrees, 03minutes,32seconds East (Beacon No. 15); አ/ አሁንም በዚሁ አቅጣጫ በመቀጠል የቀዝቀዝ ማሪያምን ቤተክርስቲያን ወደ ውጭ በመተው 11 ዲግሪ 58 ደቂቃ 30.6 ሰከንድ ሰሜንና 36 ዲግሪ 02 ደቂቃ 42 ሰከንድ ምስራቅ ጉልት ቁጥር አስራ ስድስት፤ p. The Regional Culture, Tourism and Parks Development Bureau shall, in accordance with the powers vested in it under the provision of Art. 24 Sub Art. 9 of the Proclamation No. 176/2010, administer the park, with the latter’s accountability being to the said organ. 2. ቢሮው Kû`Ÿ< MTƒ Øun ›Sˆ J• uT>ÁÑ–¨< ¾û`Ÿ<ን ê/u?ት ÁÅ^ÍM' ¾e^ ›S^\” ÃcÃTM፤ እንዳeðLÑ>’~ ¾Øun ኃÃKA‹” ÁcT^M:: 2. The Bureau shall organize the office around the park it finds suitable for the development and protection of same; designate its management and assign guards, as may be necessary. 3. ¾¡MK< S”Óeƒ û`Ÿ<” KTe}ÇÅ`“ KTMTƒ ›eðLÑ> ¾J’< ¾SW[} MTƒ ›¨<ታa‹ Å[Í uÅ[Í እንÇ=²[Ñ< ÁÅ`ÒM:: 3. The Regional State shall, step by step, cause the development of infrastructures that are necessary for the administration and development of the park. 6. ¾û`Ÿ< ê/u?ƒ }Óv`“ ኃLò’ƒ 6. Duties and Responsibilities of the Office of the Park ¾û`Ÿ< ê/u?ƒ u²=I Å”w SW[ƒ ¾T>Ÿ}K<ƒ ዝርዝር }Óv`“ ኃLò’„‹ Õ\ታM: The office of the park shall, pursuant to this Regulation, have the following specific duties and responsibilities: 1. ¾û`Ÿ< T’@ÏS”ƒ' Øun“ MTƒ Y^­‹ u›eðíT>’ƒ ÃS^M' Ãq×Ö^M& 1. Direct and supervise over the management, protection and development activities of the park in an executive capacity; 2. Ÿ›ካvu=¨< ¾¨[Ç“ ¾kuK? ›e}ÇÅ` ›"Lƒ Ò` uSk“˃ ¾›"vu=¨< ’ª] Iw[}cw û`Ÿ<” ¾SÖup ኃLò’ƒ እንÇ=ÁÇw` Áe}U^M& ÃkcpdM& ÁÅ^ÍM& Áe}vw^M& 2. Cause the taking of legal measures against those individuals who commit prohibited acts in the park, in collaboration with the police and justice bodies of the local administration; 4. ¾›Ñ` ¨<eØ“ ¾¨<ß ›Ñ` ÑAw˜­‹ Ñ<w˜ƒ uT>ÁÅ`Ñ<uƒ ¨pƒ K=Ÿ}K<ƒ ¾T>Ñv†¨<” Å”w“ SS]Á u}KÁ¿ ²È­‹ ›ekÉS¨< እንÇ=Á¨<l ÁÅ`ÒM& 4. Cause the domestic and foreign visitors be pre-informed, through various methods, of the rules and regulations they have to observe at times of visiting; 5. ŸT>cÖ¨< ›ÑMÓKAƒ ¾T>S’Û M¿ M¿ Ñu=­‹” uIÒ© Å[c˜ ÃcuevM:: 5. Collect a variety of revenues arising from the service it provides using legal receipts. 7. eK}ŸKŸK< }Óv^ƒ 7. Prohibited Activities uû`Ÿ< ¨<eØ K=Ÿ“¨’< እንÅT>‹K< Ÿ}ðkƃ }Óv^ƒ“ ŸT>SKŸታ†¨< ›"LƒU J’ }Xታò­‹ ¨<Ü ¾T>Ÿ}K<ƒ” }Óv^ƒ SðçU u²=I Å”w ¾}ŸKŸK ’¨<: With the exception of those permitted to be practiced and the concerned bodies as well as participants, it is prohibited by this Regulation to commit the following activities in the park: 1. T“†¨<”U ¾Ù` Sd]Á­‹ SÓu=Á u` Là K²w XÁe[¡u< ¨Å û`Ÿ< ¨<eØ Ãµ SÓvƒ& 1. Entering the park with any firearms, instead of temporarily handing same over to the guards at the entrance; 2. uû`Ÿ< ¨<eØ G<Ÿƒ SõÖ` ¨ÃU vKÉUê SX]Á­‹” ŸSÖ” ›XMö SÖkU& 2. Creating nuisance or using sound instruments in excess of limit in the park; 3. ¾Æ` እንedƒ” TÅ”& Teð^^ƒ ¨ÃU Teu`ÑÓ& 3. Hunting for, frightening or driving away wild animals; 4. እꪃ” Sl[Ø& ŸðnÉ ውß d` TÚÉ& 4. Cutting of plants and grass without permission; 5. ¾›°ªõ“ ¾}Xu= እንeXƒ” °”lLM S¨<cÉ& 5. Taking away eggs of birds and reptiles; 6. Ÿû`Ÿ< Là }ðØb© ¨ÃU c¨< c^i lf‹” T”Xƒ& SውcÉ& TÔXqM ¨ÃU TuLgƒ& 6. Picking up, taking away, damaging or ruining natural or man-made items at the park; 7. ¾Ów`“ Y^ ¨ÃU ¾Q´w ƒ^”eþ`ƒ S”ÑÉ Ó”vታ T"H@É& 7. Letting domestic animals in the park for grazing or moving about therein accompanied by them /dogs/; 9. ¾T°É” õKÒ ¨ÃU ¾lóa Y^­‹” T"H@É& 9. Carrying out mining exploration or digging activities; 10. K~]e„‹ T[òÁ እንÇ=J’< }KÃ}¨< Ÿ}¨c’<ƒ Yõ^­‹ ¨<Ü እXƒ T”ÅÉ& 10. Making fire, with the exception of those places specifically reserved for the purpose of tourist lodges; 11. S`³T ”Ø[ ’Ña‹” õ SÑ–ƒ& 11. Moving about with the possession of poisonous substances; 12. T“†¨<”U ¯Ã’ƒ ¾°n iÁß“ M¨<¨<Ø T"H@É& 12. Undertaking any types of sale or exchange of goods; 13. Ôw–>­‹ KUÓw SÁ¹“ KSXcK<ƒ ¾}ÖkS<v†¨<” c¨< c^i lf‹ u²ðkÅ S×M& 13. Arbitrary or careless disposal of man-made materials used by visitors for packing food and similar purposes; 14. uû`Ÿ< ¡MM ¨<eØ ¾S•]Á u?ƒ Se^ƒ& ¨õà SƒŸM ¨ÃU K?KA‹ ScM }sTƒ” SÑ”vƒ& 14. Establishing dwelling houses, planting grinding mills or construction of other similar institutions in the area of the park; 15. uIÓ Ÿ}¨c’¨< õØ’ƒ ¨<Ü }iŸ`"] S”ǃ ¨ÃU ŸØª~ 12 c¯ƒ uòƒ“ ŸUi~ 12 c¯ƒ u%EL uû`Ÿ< ¨<eØ TiŸ`Ÿ`& 15. Riding motor vehicles beyond the legally prescribed speed limit in the park or doing so before 6:00 a.m. in the morning and after 6:00 p.m. in the evening; 16. ¾እንedƒ TØSÍ SX]Á õ ¨ÃU ›ØUÊ SÑ–ƒ& 16. Being apprehended with a trap or setting same in order to attack wild animals; 17. ße ›Mv ŸJ’¨< ¾~]´U ›=”Æeƒ] ¨<Ü K?KA‹ ¾›=”Æeƒ] እንpenc?­‹” T"H@É:: 17. Carrying out other industrial activities other than the smoke-free tourism industry. 8. eK p׃ 8. Penalties 1. u²=I Å”w አንቀጽ 7 ስር የ ተዘረዘሩትን ክልከላዎች ¾}LKð T”—ውU cው በኢፌዲሪ የ¨”Ëል ህግና ›Óvw vL†ዉ K?KA‹ ህጎ ች SW[ƒ Ãk×M:: 1.
