Explanation Thecottonboll-weevil isgenerally regarded asthemostdestruc tivepestofcotton. Ifthispestwereintroduced andbecame established in the Eastern West Indies the Sea Island cotton industry of the Commonwealth territories mightbecompletely ruined. It is therefore essentialthat the greatestpossible precautionary measures shouldbe takentopreventtheintroduction ofthisdangerous pest. Inrecentyears L.R.O. /1199/ 26 Chap. 58:40 [Subsldlaryl LAWS OF DOMINICA PlantProtection andQuarantine PlantProtection (Importations) ReguUJtions Importation of soil and dung. Definition of soil. thecottonboll-weevil has spreadeastwards from the UnitedSatesand Central America and become established in Cuba and Haiti. These Regulations areaccordingly designed to ensurethat carefulexamina tionismadeofall shipsandmailsarrivingfrom countries wherethepest is knownto existandof shipsknownor suspected to containcottonin any form or cottonproducts. Provision is madefor the disinfection of shipsorarticles carriedin themormailswhichareinfestedorsuspected of beinginfestedwithcottonboll-weevil. In caseswheredisinfection cannot be successfully effected authority is given for ordering the removal of the ship from withinthe two-mile limitof the State. PARTY PROHIBITING THEIMPORTATION OF SOILANDDUNG INTOTHESTA1E 26. SoilanddungshallnotbeimportedintotheStateexceptthrough thePlantQuarantineStationunderpermitoftheMinisterissuedwiththe concurrence of the PlantQuarantine committee. 27. For the purposes of this Part, "soil" means any earthy matter containing plantdebris. In the eventof any dispute as to whetherany materialorthingissoilornot thedecisionoftheChiefTechnicalOfficer shallbe final. Explanation Soilanddungarewellknownto be suitable mediafor transmit tinga largevarietyof plantpests(e.g.fungus spores, insecteggs, many kinds of smallinsects and otherorganisms, etc.), and in consequence theirintroductionfrom anysourceishighlyundesirableunlesssterilised and transported in a sealed container. It is seldom that reasonable justification couIdbe givenfor the importation of soil and dung, but provision is made for the importation underpermit of the Ministerof small quantities of these materials from the CentralPlant Quarantine Station where the necessary examination and sterilisation process wouIdbeundertaken. ltisanticipatedthatapermitwouIdonIybegiven in cases where the importation of one or both of these materials is desirable for important experimental investigation. LAWS OF DOMINICA PlantProtection andQuarantine Chap. 58:40 PlantProtection(Importalions) Regulalions PART VI PROHIBITING THE IMPORTATION INTO THE STAlE OF ALLSPICE, BAY AND RELAlED PLANTS FROM CERTAIN COUNfRlES 27 [SubsidiaryI 28. Fruits andallpartsof allspice (Pimenta ojficinalis Lindl.), the Importerion of bay tree (pimenta acris kostel) and of all other plants of the genus PunenJa. Pimenta shall not be imported into the State from any island of the GreaterAntilles. Explanation A seriousdisease of allspice, bay and relatedplants, causedby the fungusPucciniapsidii, iswellestablishedintheGreaterAntilles but isnotknowntooccurintheEasternWestIndies. Itis thereforedesirable that parts of theseplantsshouldnot be admitted to the State. PART VII PROHIBITING THE IMPORTING INTO THE STAlE OF CERTAIN PARTS OF THE COCONUT PALM (Cocos Nucifera Linn) 29. Theimportation into the Stateof all partsof the coconutpalm Importation of is prohibited uuless the Minister with the concurrence of and in coconut palm. accordance withconditions prescribed by the PlantQuarantine Com mittee has previously granted a permit for the importation: but ungerminated coconuts, copra and processed coconut fibre may be imported into the Statefrom the WestIndies and Guyana. Explanation There are severalmajor diseases of pests of the coconutpalm whichdonotalreadyoccurinvarious parts of theCaribbeanterritories. Germinated coconuts or coconutseedlings andotherpartsof thepalm are very suitable media for conveying various kinds of pests and undesirable organisms. Consequently restriction of the movement of certainparts of the palm are provided forin this regulation. L.R.o.1Jl991 28 Chap. 58:40 [Subsldlaryl LAWS OF DOMINICA PlantProtection andQuarantine PlantProtection (lmpOT/Olions) Regulations Importation of graminaceous plants. PART VIII PROHIBITING THE IMPORTATION INTO THE STAlE OF BANANA, CACAO, COFFEE, SUGAR-CANE, OTHER GRAMINACEOUS PLANTS AND SWEET POTATO EXCEPT WHEN IMPORlED AS PLANTING MAlERIAL 30. The importation into the State of (a) the bananafruit; (b) bananatrashandpseudostems; (c) all parts of cacao; (d) rawcoffee; (e) all partsof sugar-cane; if) all parts of all other members of the family Gramineae, exceptstrawusedas a packing material; (g) all partsof thesweetpotatofrom Trinidad andTobago and SouthAmerica, is prohibited except when imported as planting material under the provisions of Part II. Explanation Banana trash andpsuedostems areof nocommercial importance butaresuitable meansofconveying diseases andinsectspestsfromone country toanother. Theimportation ofsuchpartsof thebananaplantis therefore prohibited. The importation of banana fruit and planting material is, however, permitted in accordance withcertainconditions prescribed elsewhere in theseRegulations. Withthe objectof preventing the further spreadof the witches broomdisease of cacaoin the WestIndianarea and of preventing the introductionofmajorpestsanddiseasesofcoffeefromotherpartsofthe world, provision is made for controlling the movement of cacao and coffeeplants. LAWS OF DOMINICA PlantProtection andQuarantine Chap. 58:40 PlantProtection[lmportaiions} Regulations Sugar-cane in the West Indies is singularly free from major diseases. Mosaicdisease occursin someislands butcausesno serious damage; gumming diseasein a mildform is fairly widespread. There are, however, several sugar-cane diseases of a more serious nature occurring in otherpartsof the world, particularly in the easternhemi sphere. It is therefore essential in orderto protectthe most important industry in the WestIndiesto imposestrictquarantine measures on the movement ofsugar-cane. Itis desirable from timetotimebothforplant breeding and commercial purposes to import planting material from sourcesoutsidetheWestIndies andto distribute plantingmaterial tothe several islands in the West Indies. Provision is therefore made that planting materialmayonly be imported from suchoutsidesources by the Central Plant Quarantine Station andthat plantingmaterial shall onlybedistributed to theseveralislands directly from theCentral Plant Quarantine Station. Members of the grass family (Gramineae) arelikely to convey diseases andinsectpestsof thesugar-cane. Consequently it is essential that theirmovement from one country to anothershouldbe restricted andcontrolled. Aseriouspestofthesweetpotato(megastesgrandalis) occurs in Trinidad andTobago andin SouthAmerica. butit isnotknowntooccur in any other West Indian island. It is important therefore that the importation of all parts of the sweetpotato plantshouldbe prohibited from the above-mentioned countries. There is, however, no risk of introducing the pest if plantingmaterial is imported from the Central PlantQuarantine Stationin Trinidad. 29 [SubsidiaryI LR.o.1I1991 30 Chap. 58:40 [Subsidiary) LAWS OF DOMINICA PlantProtection and Quarantine PlantProtectionIImportations) Regu1alions SCHEDULE FORM 1 DOMINICA • Strike out words which do not apply.
