Announcement No. 164，2007 of AQSIQ on Regulating the Application for Pre-shipment Inspection of the Overseas Enterprise Supplying Waste Raw Materials Imported No. 164，2007 Announcement on Regulating the Application for Pre-shipment Inspection of the Overseas Enterprise Supplying Waste Raw Materials Imported In order to reinforce the supervision of the inspection and quarantine of the imported waste raw materials, prevent the illegal enterprises from using the names of the overseas imported waste raw materials supplying enterprises registered by the AQSIQ (hereinafter refer to as “registered suppliers”) to export waste raw materials to our country and protect the legal rights of the registered suppliers, the AQSIQ shall strengthen the information check of the imported waste raw materials supply and give a further regulation for the registered suppliers’ application for pre-shipment inspection. The announcement is hereby promulgated as follows: In accordance with article 2 of the AQSIQ announcement No.112, 2007, the registered suppliers shall submit the pre-shipment inspection application (hereinafter refer to as “submit for inspection”) in the “electronic administration system for the pre-shipment inspection of imported waste raw materials” through internet (website: psi.cnca.cn). In order to avoid the illegal enterprises using other’s name to submit for inspection to the authorized inspection institution, the representatives of the registered suppliers shall take the original copy of Certificate of Registration of Overseas Enterprise Supplying Waste Raw Materials Imported to transact related commission procedure with the corresponding authorized pre-shipment inspection institution prior to consigning this institution to input the submitting for inspection information. The authorized pre-shipment inspection institution shall check the original copy of the certificate, retain the duplicate copy and sign the commission contract with the consigner when accepting the commission procedure of the registered suppliers. The authorized pre-shipment inspection institution may not do the submitting for inspection information for the enterprises only with the commission contract but without transacting the commission procedure. The corresponding authorized pre-shipment inspection institution shall take the responsibility for false submitting for inspection caused by halfhearted audition of the submitter’s identification and inputting the submitting for inspection information only by some letters, faxes or e-mails. Everyday on its website (www.aqsiq.gov.cn), the AQSIQ publicizes the former day’s information of the submitting for inspection and quarantine of the imported waste raw materials on China mainland ports (including the suppliers’ registration number, submitting for inspection number, names of the cargoes, pre-shipment inspection certificate number, starting port, arrival port and remark, eic.) The registered suppliers may land the related web page of the AQSIQ (AQSIQ>Service Guide>Inspection and Quarantine>Registration of Enterprises Supplying Waste Raw Materials Imported>Result Inquiry, http://www.aqsiq.gov.cn/bsdt/jyjy/jkfwylghqyzc5/jgcx/ ) to download the information of the submitting for inspection of the imported waste raw materials on China mainland ports and check their own submitting for inspection information. The registered suppliers shall consult and check seriously their own submitting for inspection information about their waste raw materials exported to China mainland. Provided that illegal enterprises using their names to export waste raw materials to China mainland are discovered, the enterprises shall appeal to the AQSIQ in written form, who will assist the registered suppliers to investigate the appealing information and in case the false usage of other enterprises’ name to export waste raw materials to China mainland is confirmed after investigation, the related enterprises and personnel will be pursued legal liabilities.
