The Commissioner may enter into agreements with the Government of Canada under which the parties will co-operate for the purpose of reducing potential flood damage in the Territories and, without limiting the generality of the foregoing, any such agreement may provide for (a) the mapping of areas prone to flooding, of floodways and of other areas; (b) the zoning of lands, the designation of flood risk areas and floodways and the regulation of further undertakings in flood risk areas; (c) the implementation of policies to reduce potential flood damage in vulnerable areas, whether directly or indirectly by such means as (i) prohibiting any further government undertakings in those areas, and (ii) prohibiting the application or continued application of financial assistance programs to those areas; (d) studies, research and surveys relating to flood damage; (e) flood forecasting systems; (f) flood warning systems; (g) flood proofing techniques; (h) land use planning in flood risk areas; (i) works to control flows and levels of waters; (j) the acquisition of property and easements with a view to reducing flood damage; and (k) the exchange of information and public information programs about any of the matters mentioned in paragraphs (a) to (j). 1. Le commissaire peut conclure avec le gouvernement fédéral des accords aux termes desquels les parties travailleront en commun à réduire les dommages éventuels causés par les inondations dans les territoires, ces accords pouvant notamment prévoir : a) la cartographie des zones menacées d’inondations, des zones de grand courant et autres zones; b) le zonage des biens-fonds, la désignation des zones inondables et des zones à grand courant ainsi que la réglementation des nouveaux projets dans les zones inondables; c) la mise en oeuvre de politiques visant la réduction de dommages éventuels causés directement ou indirectement par des inondations dans les zones vulnérables en y interdisant : (i) tou t nouveau p ro je t gouvernemental, (ii) l’application ou le maintien des programmes d’aide financière; d) les études, la recherche et les enquêtes relatives aux dommages causés par les inondations; e) les systèmes de prévision des crues; f) les systèmes d’annonce des crues; g) les dispositifs de protection contre les inondations; h) la planification de l’utilisation des terres dans les zones inondables; i) les travaux visant le contrôle du débit et du niveau des eaux; j) l’acquisition de biens et de servitudes dans le but de réduire les dommages causés par les inondations; k) l’échange de renseignements et de programmes d’information publique au sujet de questions mentionnées dans les alinéas (a) à (j). Accords Amendments 2. The Commissioner may enter into an agreement amending an agreement entered into under section 1. 2.
