The Ground Water Conservation Act is 8m~OO itt-ti18 manner hereinafter set forth. . , . 2. Section 5 is repealed and the following section is sub stituted therefor: . "5. Subject to subsection (2) of section 4, no person shall operate a water well drilling machine unless the machine is registered with the department". . 3. Section 6 is repealed and the following section is sub stituted therefor: "6. No person shall: (a) undertake a groundwater investigation program; (b) drill a water well; or ( c) use ground water; unless he complies with the regulations ; but thiS section dOe. not apply to a personobtaining or using ground water pri marily for his own domestic use".
