Article 2 The proprietor of the vessel shall apply for a fishing vessel licence to the Fiohcricc Resources Department on the att:l\ched fonu. Article 8 This Decree shall be published Ln the Official Gazette and shall enter into £orc<.1 thorowith. (It shall be effective on 15 January 1982).
