Ccms1it111iou 3. (1) For carrying out the purposes of this Or<lin oftht Boa.id. ance, there shall be a Bo.'.lrd to be called the East Faklst.au. (I) The meeci11gs of the Board sha!I be held 011 tb(;l Board. such ,date and at such time and place as the Chairman may direct: Functicos of ttw Board, ProvideJ that wh.en there is an}' appeal to the Board uudcr sub-section {1) of section 7, the Board shalt meet within fifteen day$ from the date of such appeal. (2) All meetings of the Board shall be presided over by the Chairman and, in his absence, bv a member nominated by him. (3) Three membetii of the lloard shall form a quorum. (4) AH matters at a meeting of the Board shat! be dedd<:od by rn.ujority of the vot<,;J of the rncmber., present.
