Ingingo ya 2: Ubuziranenge bw’imbuto nziza burebana n’ubwimerere Imbuto nziza zigomba kuba zitoranije, ni ukuvuga ko zitagomba kuvangwa n’ubundi bwoko bw’imbuto, ibyatsi, imyanda cyangwa se imbuto zakomerekejwe, zifite inenge, ziteye nabi cyangwa zirwaye. MINISTERIAL ORDER N°005/11.30 OF 18/08/2010 SETTING FORTH STANDARDS FOR PROCESSING QUALITY SEEDS The Minister of Agriculture and Animal Resources; Pursuant to the Constitution of the Republic of Rwanda of 04 June 2003 as amended to date, especially in Articles 93, 120 and 201; Pursuant to Law n°14/2003 of 23/05/2003 on production, quality control and marketing of plant quality seeds, especially in Article 7; After consideration and approval by the Cabinet, in its session of 14/05/2010; HEREBY ORDERS: Article One: Purpose of this Order This Order determines standards for processing quality seeds before their sale. Article 2: Quality standards relating to seed purity Quality seeds have to be clean; this means that they have to be free from any foreign matter, not mixed with other varieties, weeds, dirt as well as seeds that are broken, deformed, poorly developed or diseased. ARRETE MINISTERIEL N°005/11.30 DU 18/08/2010 DETERMINANT LES NORMES REGISSANT LE CONDITIONNEMENT DES SEMENCES DE QUALITE Le Ministre de l’Agriculture et des Ressources Animales; Vu la Constitution de la République du Rwanda du 04 Juin 2003 telle que révisée à ce jour, spécialement en ses articles 93,120 et 201; Vu la Loi n° 14/2003 du 23/05/2003 portant sur la production, le contrôle de qualité et la commercialisation des semences végétales, spécialement en son article 7; Après examen et adoption par le Conseil des Ministres, en sa séance du 14/05/2010; ARRETE: Article premier: Objet du présent arrêté Le présent arrêté détermine les normes régissant le traitement de semences avant leur commercialisation. Article 2: Normes de qualité relatives à la pureté des semences Les semences de qualité doivent être triées, c’est à-dire séparées des semences d’autres variétés, de mauvaises herbes, de saleté ainsi que des semences endommagées, déformées, mal formées ou malades. Ingingo ya 3: Ubuziranenge bw’imbuto nziza burebana n’ubushobozi bwo kumera Kugira ngo imbuto yemerwe ko ari nziza igomba kuba ifite ubushobozi bwo kumera bwemewe mu buziranenge bw’imbuto kandi bukwiranye na buri gihingwa. Ubuziranenge bw’imbuto nziza ku byerekeye ubushobozi bwo kumera ku bihingwa by’ingenzi buri ku mugereka w’iri teka. Ingingo ya 4: Ubuziranenge bw’imbuto burebana n’Ubuhehere Kugira ngo zihunikwe neza zinagumane imbaraga n’ubuzima bwazo, imbuto nziza zigomba kumishwa. Urugero rw’ubutote ntirugomba kurenza uruteganijwe n’amabwiriza ya tekiniki agenga ituburwa n’igenzurwa ry’imbuto nziza. Ingingo ya 5: Ubuziranenge bw’imbuto burebana n’indwara z’ibihingwa Nta mbuto nziza ishobora kugurishwa mu gihe yerekana ko ifite indwara zikwirakwizwa n’imbuto. Mu rwego rwo kurwanya indwara zatera imbuto mu nzego zitandukanye, imbuto nziza zigomba guhungirwa hakoreshejwe uruvange rw’imiti The minimum purity required for quality seeds is ninety eight per cent (98%). Seed purity standards for main crops are annexed to this Order. Article 3: Quality standards relating to germination For seeds to be approved as quality seeds, they must have a germination rate that meets accepted standards set for each crop. Seed germination standards for main crops are annexed to this Order. Article 4: Quality standards relating to grain moisture content In order to conserve them properly and maintain their vigor and viability, quality seeds have to be well dried. The moisture content should not go beyond the maximum allowed by the technical regulations relating to Seed Production and Inspection. Article 5: Quality standards relating to phytosanitary issues No seed shall be sold if it carries a transmittable disease. In order to fight against diseases caused by organisms which can attack seeds at various stages, quality seeds must be treated with a Le minimum de pureté requis pour les semences de qualité est de quatre-vingt dix huit pour cent (98%). Article 3: Normes de qualité relatives au pouvoir germinatif Pour être acceptées comme semences de qualité, les semences doivent avoir un pouvoir germinatif répondant aux normes admises pour chaque culture. Les normes de germination admises pour les principales cultures sont en annexe du présent arrêté. Article 4: Normes de qualité relative à l’humidité des graines Pour leur bonne conservation, le maintien de leur vigueur et viabilité, les semences de qualité doivent être bien séchées. Le taux d’humidité ne doit pas dépasser le maximum admis par les règlements techniques de Production et Contrôle des semences). Article 5: Normes de qualité relatives aux aspects phytosanitaires Aucune semence ne peut être vendue si elle porte des maladies transmissibles par la semence. Pour combattre les maladies dues aux organismes pouvant attaquer les semences à divers niveaux, les semences de qualité doivent être traitées en Official Gazette nº40 of 04/10/2010 26 yica uduhumyo n’udusimba cyangwa hakoreshejwe ubundi buryo bukwiriye kandi bugamije iyo ntego hakurikijwe amabwiriza ari ku rupapuro ruherekeza uwo umuti. Ingingo ya 6: Ibipfunyikwamo imbuto nziza Imbuto zujuje ubuziranenge bwavuzwe mu ngingo ya 2, mu ya 3, mu ya 4 no mu ya 5 haruguru zigomba kuba zipfunyitse neza. Ibipfunyika bikoreshwa bigomba kuba bitinjirwamo n’ubutote, bigomba kuba bitakwinjirwa n’udusimba cyangwa udukoko, bigomba kuba bidatuma kamere y’imbuto ihinduka kandi bigomba gutuma imirimo ikenewe gukorwa kuri izo mbuto yoroha hakurikijwe ambwiriza ngenderwaho mpuzamahanga. Ingingo ya 7: Ibigomba kwandikwa ku gipfunyika cy’imbuto nziza Kugira ngo kuranga imbuto byorohe, buri gipfunyika kibitse imbuto kigomba kuba gifite inyandiko ziranga imbuto. Izo nyandiko zigomba kubahiriza amabwiriza yemewe zikagaragaza nibura ibi bikurikira: 1° igihingwa, ubwoko, icyiciro cy’imbuto, ubushobozi bwo kumera, urugero rw’ubwiza kamere n’ibiro; 2° imiti yakoreshejwe mu guhungira imbuto, ingaruka zaterwa n’iyo miti ndetse nibigomba kwitonderwa bijyanye n’iyo miti; mixture of fungicides and insecticides or any other effective method in reference of notice instructions from the producer. Article 6: Packaging materials for quality seeds Seeds responding to the quality standards defined in Articles 2, 3, 4 and 5 above must be well packed. The packaging materials must be resistant to humidity, insect pests and pathogens; the package must be resistant to deterioration and easy to handle during the various operations in reference to the international standards. Article 7: Labeling packages of quality seeds For purposes of identifying well-packed seeds, the packages must carry labels. Each label must comply with acceptable standards which shall include but not limited to the following information: 1° crop, variety, class of seed, germination rate, purity level and weight; 2° chemicals used in treating the seeds, dangers and related warnings; utilisant le mélange de fongicides et insecticides ou d’autres méthodes en vigueur conformément aux instructions reprises sur la notice accompagnant le produit. Article 6: Emballages des semences de qualité Les semences répondant aux normes de qualité citées aux articles 2, 3, 4 et 5 ci-dessus, doivent être bien emballées. Les emballages utilisés doivent être résistants à la pénétration de l’humidité, à l’attaque des ravageurs et agents pathogènes, à la dénaturation et doivent faciliter les différentes manipulations selon les normes internationales. Article 7: Etiquetage des emballages des semences de qualité Pour l’identification des semences bien emballées, les emballages doivent porter une étiquette. Ces étiquettes devront respecter les normes acceptables et comporter notamment les informations suivantes: 1° espèce, variété, catégorie des semences, taux de germination, degré de pureté et poids ; 2° produits utilisés pour traiter les semences, les dangers ainsi que les avertissements y relatifs; Official Gazette nº40 of 04/10/2010 27 3° inimero y’umusaruro; 4° umwaka imbuto yatuburiwemo; 5° itariki imbuto zahawe icyemezo cy’ubwiza, inimero y’icyemezo, inimero y’urwandiko ruranga imbuto; 6° itariki icyemezo cy’ubwiza kizatakariza agaciro kacyo; 7° amagambo agaragaza ko iyo igipfunyika kibitse imbuto cyangwa urwandiko ruranga imbuto byacokojwe nta cyakwemeza ubwiza bw’izo mbuto. Ingingo ya 8: Ivanwaho ry’ingingo zinyuranyije n’iri teka Ingingo zose z’amateka abanziriza iri kandi zinyuranyije na ryo zivanyweho. Ingingo ya 9: Igihe iri teka ritangirira gukurikizwa Iri teka ritangira gukurikizwa ku munsi ritangarijweho mu Igazeti ya Leta ya Repubulika y’u Rwanda. Article 8: Repealing provision All prior provisions contrary to this Order are hereby repealed. Article 9: Commencement This Order shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda. Article 9: Entrée en vigueur Le présent arrêté entre en vigueur le jour de sa publication au Journal Officiel de la République du Rwanda.
