Jt has the legal person status, ns- o.wn seal and bank accounts, is--he~ dquarte-redih Hanoi, and has its repres~ntative offic:esi~ the provinces and centra/ly-:rVh cit/~§ .. The VBA's Charter; consisting of 22 articles in 6 chap1ers, ciefines°its objectives and tasks, members, organizational structure and operation, assets and finance, and shall only be amended and supplemented by its national congress.,
