DECISION No. 17/2004/QD~BTS. of June 14, 2004 on the establishment of Natlopal Observatory and Sea Environment Warning Center The National Observatory an:d Sea Environment Warning Center is established on the basis of the Section for Sea Erivironment Re~ean~h and the Sea Environ'ment Obs~rva-tion and Analysis Station under the Marine Product Research Institute. It is a non-business scientific unit, t1as its ow n seal and bank accounts, is headquartered at 170 Le Lai street, Ngo Quyen district, Hai Phong city, and has the function of researching into sea environ-ment, the relationships between environment and resources and between environment and the <Jcv,1loprnent ot rnarine fishery.
