Article 3.- The director of the Ministry's Office, the director of the Department for Plant Protection, the director of the Department for Sciences, Technology and Product Quality, heads of the units under the Ministry and domestic organizations and individuals and foreigners that manage, trade in, and/ or use plant protection drugs in Vietnam shall have to implement this Decision.
