(2) Each plan shall, on the basis of the best infonnation uvailable1 asness the state of exploitation of each ~esouroe, its potential. a;vernze, annual yield o.nd the measures necessary to achieve its optimum utilization, and determine the a.mount of finh, if any, to be taken by foreign fiohin~ vessels. 6.(1) The Director of Fisheries may impose by ordor or as a condition of a licence any of the following measures for the proper.management of fish and fishinc; induo try; (a) closed seasons for designated areas, opecion of fish or methods of fishing; (b) :prohibited fishing areas for aJ..l. or denignuted tipecies of fish or methods of fishing; ( o) limitations .on the methods and gear, including mdsh nizes of nets, that may be UJ.)ed :for fishing; and (d) limitations ~n the a.mount, size, age nnd other chnractoristics o.nd opeoies or com:positi on !Pf □'.Pe ci-es -, of fish that may be caught, ~anded or traded; (e) e:.1tn.blishing .terr:t'tori'al. :parks 1 sanctuaries for o.ny IJ'll:l-· .... .;.Je whatsoever; (f) preventing the obstruction and pollut16~ of territorial waters.
