Resolution No. 64/T of 2003 on the registration of pesticides

SYRIAN ARAB REPUBLIC Ministry of Agriculture & Agrarian Reform Plant Protection Directorate Resolution No 64/f Ministry of Agriculture and Agrarian Reform According to the decree-law no. 165/1952 and its amendments which include the adjustment of the ch~mical compounds and products business And to the law no. /199/ of 1959 And to the decree no. /2590/ of 1968 And to the meeting minute of pesticides consultative council dated on l 7/3/2003 And to the resolution no. 469 dated on 5/4/2003 And to common interest duties The following is decided: Article-1 The pesticide is meant by each material or mixture of materials subjected to protection from any agri pest or controlling it including, undesirable plants and animals species which injure or intervene while producing food stuffs, agricultural products, woods or forages. The bases and conditions of entering the new pesticides are defined as follow: A- the pesticide to be registered must have a trade name and a common name. '( Article-4 The company which desires to register one of its pesticides, should submit a registration application to the Ministry of Agriculture and Agrarian Reform, attached with the following documents: c..~'IIJ ~1.;jll •JjJ ~! ~ ~ IA~ ~ ~1)1 ~ ;.!ill ~ : ~\.:lll Jj\!i ,!I -...... \.ii ;.o ,.c-1.;jll • A- Certificate stating that the company is the fulfilling the requirement of the resolution 18/T of 2002 of this pesticide, this certificate should be legalized from the competent authorization and the Syrian Embassy in the original country or its substitution. B- Registration certificate issued by the competent authorizations in the original country ( or in tow developed countries if the pest or the crop does not exist in the original country) properly legalized from the Syrian Embassy or its substitution proving that it is allowed to use the pesticide in that country (or in those tow developed countries) at the same specifications and for the same objectives. C- Three original copies (not photocopied) of the pesticide technical data in English or the original language sworn translated in the country of origin or in Syria to English and Arabic languages. D- Copy of the pesticide's label which was adopted and approved in the country where the product is registered. E- Studies on the pesticide toxicity of AI to the holder of warm blood and to others. Studies on testing the residue of the pesticide (active ingredient and preparation) F- Analytical standard properly legalized from a neutral laboratory attached with the method of analyzing the preparation and the residue in the food stuff, water and the soil. G- Samples of the pesticides that need to be tested with an Arabic or English label including all the information of using the pesticide, these samples should be delivered to the competent department in the Ministry of Agriculture and Agrarian Reform. H- The foreign companies should pay about /75000/ S.P as fees for the first registration, and about /25000/ S.P for every new brand name of the registered pesticides. A company should pay fee of /30000/ S.P for registration of new formulation of already registered pesticide. The local companies should pay about /25000/ S.P for each pesticide as registration fees. Testing the suitable rate of use under the local conditions. Testing the residue and determining the pre-Harvest internal. More other tests that the ministry of agriculture found necessary. Article-8 Any modification, changing or addition to the pesticide's formulation, in terms of concentration or form must be submitted to the scientific committee for pesticides. Article-9 The registration is cancelled in the following cases: a) If the registration was based on wrong information. b) If it was forbidden to be used and distributed locally d) If the committee which is responsible of the registration has reason based on local, Arabic or international studies and scientific reports to cancel the registration. To study the registration requirements, and approve what 1s necessary, and the committee can resort to the appropriate person when it is necessary. Article -13 The resolution no. 34/T date of 2.10. I 997 which regulated the products registration is no more valid. Article -14 This resolution will be published to the concerned who will be declared of it in order to realize it.
