Decree No. 86/T of 2006 establishing the Directorate of National Project on Shifting to Modern Irrigation and defining its tasks

Syrian Arab Republic Ministry of Agriculture and Agrarian Reform Decree No 86/T Minister of Agriculture and Agrarian Reform With reference to the Basic Law of State Employee No 50/2004 Legislation No 2590/1968 Decree No 54T/2005 Article 1: Decree No 56T /2005 And the Requirements of the Public Good Decides the following The tasks of the Directorate of the national project on shifting to modern Irrigation are decided as follows: 1. Supervising the shifting of irrigated land from water resources, in line with approved programmes. 2. Preparing the annual production and investment plan of the project, m coordination with the relevant bodies. 3. Carry out studies and prepares designs and technical provisions notes for field irrigation networks, for beneciaries who request studies, and refers the applications endorsed by the directorates to the agricultural cooperative bank to verify the requests which deserve loans. 4. Receive and endorse the requests and studies which are fulfilling the required provisions from beneficiaries, for installing irrigation networks by specialized agencies, and referring the requests endorsed by the Directorate to the Agricultural Cooperative bank to verify the requests which deserve loans. 5. Referring the approved requests to the fund Management for financing the project. 6. Ensuring that the installed irrigation networks are in line with the relevant endorsed studies and arranging technical investigations related to it. 7. Monitoring the continuous use of the installed networks till the end of the loan term and takes necessary action in this regard. 8. Coordination with the Ministry of Industry in defining the standards characteristics of irrigation equipment, and follow-up the quality control of its manufacturing and tests. 9. Coordination with the concerned research and extension departments for the transfer of research results, technologies and modem irrigation methods to beneficiaries. 10. Development of technical and extension materials relevant to shifting to modem irrigation and follow up its dissemination in coordination with the concerned directorates. 11. Coordination with relevant bodies for holding training courses in the field of project work. 12. Development of data base for farmers who shifted their irrigated land to modem irrigation, and ensure non- receipt of the grant more than once. 13. Preparation of periodical follow up reports including the constraints facing the implementation of ermarked programmes. Article 2 The Directorate consists of the following Departments, Divisions and Branches First: Department of Studies, Investigation and technical Consultation with the following Tasks: 1. Conduct required investigations of land included in the project work plan. 2. Study and design irrigation networks for land included in project work plan. 3. Preparing the technical specifications documents for irrigation networks in land included in the project work plan. 4. Reviewing and receiving studies carried out for irrigation networks to be financed from the fund of shifting to modem irrigation. 5. Follow up the quality control of manufacturing irrigation equipment in coordination with concerned bodies in the Ministry as well as Ministry of Industry. 6. Implementing other tasks entrusted to the department within its mandate. This Department consists of the following Divisions: A. Division of Field Investigation and Survey with the following tasks: 1. Conduct the required investigations of land included in the project work plan 2. Preparation of reports required from the Division. B. Division of Designs and Technical Consultations with the following tasks: I. Study and design irrigation networks for the land included in the project work plan. 2. Preparing the technical specifications document for irrigation networks in land include din the project work plan. 3. Reviewing and receiving studies carried out for irrigation nets to be financed from the fund of shifting to modern irrigation. 4. Preparation of reports required from the Division. C. Division of Quality Control with the following tasks: 1. Follow up the Quality control of manufacturing irrigation equipment in coordination with concerned bodies in the Ministry as well as Ministry of Industry. 2. Preparation of reports required from the Division. Second: Department of Implementation and Supervision with the following tasks: 1. Receiving studies and designs from the Department of studies and technical consultation. 2. Supervising the implementation of irrigation project in land included in project work plan. 3. Follow up the implementation of irrigation projects for net works to be financed from the special fund of shifting to modern irrigation. 4. Endorsing the receipt of projects to be implemented in coordination with the special fund of shifting to modern irrigation. 5. Implementing other tasks entrusted to the department within the scale of its mandate, The Department consists of the following Divisions; A. Division of Implementation and Follow up with the following tasks: 1. Receiving studies and design from the department of studies and technical consultations. 2. Follow up the implementation of irrigation projects for nets to be financed from the special fund of shifting to modern irrigation. 3. Monitoring the continuation of using the established networks until the end of the loan term and takes necessary action in this respect. 4. Preparing reports required from the Division. B. Supervision Division with the task of: 1. Supervising the implementation of irrigation projects for land included in the project work plan 2. Endorsing the receipt of projects to be implemented in land included in the project work plan. 3. Preparing reports required from the Division. Third: Department of Planning and Follow-up with the following Tasks: 1. Development of the annual production and investment plan for the project in coordination with relevant bodies. 2. Establishing data base for farmers who transformed their irrigated land to modem irrigation and ensuring they are not receiving the grant more than once. 3. Development of technical and extension materials relevant to shifting to modem irrigation and follow up its issuance in coordination with the concerned Directorates. 4. Coordination with relevant bodies for holding training sessions in the field of project work. 5. Preparing the periodical follow up reports including implementation constraints. 6. Implementing other tasks required from the department within the scale of its mandate. The Department consists of the following Divisions: A. Division of Planning with the following tasks: 1. Development of the annual production and investment plan for the project in coordination with the relevant bodies. 2. Establishing data base for farmers who transformed their irrigated land to modem irrigation and ensuring they are not receiving the grant more than once. 3. Preparing reports required from the division. B. Division of Follow up and Coordination with the following tasks: 1. Development of technical and extension material relevant to shifting to modem irrigation and follow up its issuance in coordination with the concerned directorates. 2. Coordination with relevant bodies for holding training sessions in the field of project work. 3. Preparing the periodical follow up reports including implementation constraints. Storage branch has the following tasks: l. Preparation of books and registries according to storage rules. 2. Registration of inputs and outputs on a standard cards according to original monthly tables, and ensuring the matching of data with annual or semi-annual inventory tables. 3. Reviewing the records of materials receipts and deliveries according to transfer orders or personal documentations, and other required accounting documents according to norms. 4. Dealing with cases of shortages, surpluses or damage in materials received by the stores. 5. Proposing the names of periodical and ad-hoc inventory committees. 6. Supervising the implementation of technical guidance for the maintenance of the store. Article 4: The project Directorate Branch has field units called the units of shifting to modern irrigation,. and these are formed according to the decided programmes and work requirements. They perform the following tasks: 1. Implementation of work related to the national project on modem irrigation in the defined areas in line with the timely programme of the project. 2. Perform other duties entrusted to them within their mandate. Article 5: All regulations contradict with this decree are cancelled. Article 6: This decree should be disseminated and distributed to all bodies involved in its implementation.
