Decree No. 52/2002 – 1.7 of the Minister of Environment setting up Slovak Environmental Agency and establishing its competence

www.sazp.sk DECREE of the Minister of Environment of the Slovak Republic from 20 December 2002, No. 52/2002 – 1.7. on the issue of the Founder′s Deed of the Slovak Environmental Agency The Ministry of Environment of the Slovak Republic, in compliance with § 21, par. 1 of the Act No. 303/1995 Coll. of the National Council of the Slovak Republic On Budgetary Rules as amended, on the basis of the Decree of the Minister of Environment of the SR No. 8/1993 from 17 May 1993 by which the Slovak Environmental Agency has been established on 1 July 1993 and of the Decree of the Minister of Environment of the SR from 26 august 2002 No. 1394/2002-min. On the Issue of the New Wording of the Founder′s Deed of the Slovak Environmental Agency as well as because of the change of the form of management from the non-profit organisation to the allowance organisation has been issuing the full wording of the Founder′s Deed I. The main purpose and spheres of activity: 1. The Slovak Environmental Agency is a scientific allowance organisation subordinated to the Ministry of Environment of the Slovak Republic. The purpose of the establishment of the Slovak Environmental Agency is the execution of expert tasks to ensure the environmental protection and environmental policy development. The main activities of the Slovak Environmental Agency include: theoretical, strategical, methodical, coordination, documentation, information, educational, promotion and other activities aimed mainly on spatial development, urban and rural landscape functional use, landscape-ecological issues, waste management, environmental informatics and monitoring, documentation and scientific-technical information, environmental impact assessment, environmental risks assessment and management, chemical safety, integrated prevention and pollution control, evaluation of the state of environment, environmental classification, cultural landscape and natural heritage protection, coordination of the international cooperation, environmental projects programming, environmental economy, environmental evaluation and labelling of products and environmental management and audit. 2. Slovak Environmental Agency carries out business activity on the condition that it fulfils tasks within the sphere of its main activities. Funds obtained from the business activity the Agency uses for the improvement of services provided in the field of its main activities. 3. Slovak Environmental Agency creates technical and professional conditions for the execution of the state administration within the field of activity of the Ministry of Environment of the Slovak Republic. III. The statutory body of the Slovak Environmental Agency is the General Director appointed by the Minister of the Environment of the Slovak Republic. IV. Slovak Environmental Agency has the right to manage the property in the amount of 118 million Sk assessed as of 31 December 2002. It consists of intangible and tangible fixed assets, small tangible assets and intangible assets and short-term assets. Assets are specified in the financial statements as of 31 December 2002, which has been filed at the Ministry of Environment of the SR and the Slovak Environmental Agency. V. All previous rights, duties and obligations resulting from proprietary, work and other relations remain in force. VI. 1. Slovak Environmental Agency consists, from the organisational point of view, of following centres: a) Centre of Waste Management and Environmental Management in Bratislava b) Centre of Landscape Creation in Banská Bystrica c) Centre of Environmental Classification in Košice d) Centre of Environmental Policy and Informatics in Banská Bystrica e) Centre of Environmental Projects Programming in Banská Štiavnica f) Centre of Environmental Education and Promotion in Banská Bystrica g) Centres of Landscape-Ecological Planning in Prešov h) Centre of Integrated Landscape Protection in Bratislava i) Centre of Environmental Components in Žilina j) Centre for Polluted Areas Revitalisation in Prievidza k) Headquarters in Banská Bystrica 2. The activity of the Slovak Environmental Agency is governed by the Statute of the Slovak Environmental Agency issued by the Ministry of Environment of the Slovak Republic, Organisational Regulations of the Slovak Environmental Agency and by other internal regulations of the Slovak Environmental Agency. VII. The Slovak Environmental Agency has been established for an indefinite period of time. VIII. 1. I annul the Decree of the Minister of Environment of the Slovak Republic No. 1394/2002 min. On the Issue of the New Wording of the Founder′s Deed of the Slovak Environmental Agency. 2. The full wording of the Founder′s Deed comes into force on 1 January 2003.
