2. (2) Any other expressions used bul not dcfined in this Act shall have the same meanings assigned ther€to in rhc respective laws and rules oadg thereunder

3. 4. The Governing Cooncil. 7. GrmA, Iutrd!, budget rnd accountr of (he covcrning Council. (l) The Federal Govemment mav, Fom time to (ime, place ztnnual grants at the dispbsal of rhe Governing Council for rhc smooth discharge ofits afiairs and for delaying of all cxpenditures incurred by rhe Coveming Council inctuding expensss ol its secrerariat. (2) ln respect of each financial year, the Governing Council shall submit for approval of the Fcdeml Covemment, by such dite as may be specified br thc Federal Governntcnt, a statement showing the estimated receipts and expendilure and the sums lrtlch are ltkely to be required from ihe Fedeml Govemment during the next financial year and thc accounts of the Goveming Council shall be kept in such form aDd in accordancc rvith such principLes and methods as may bc determined in accordance lvirh Article l7O of the ConstitL(ion ofthe Islamic Ropublic of pakistan. (3) TIe secretariat on behalf of the Goveming Councit may open accounm wilh $e State Bank ofpakislan or wirh any schedutcd bank in pakiitan and.the accoun6 of the Covem;ng Council shall be audited every year by the AuditoFcencral ol Pakistan. E Sources of funding.-{l) The sources of funding for dcvelopment, opemlions. cnhBncement and up-gradation of the Pakistan single window shall include- (a) such sums as thc Fcderal Government may allocate to the lead agenc),, from rime to time, in the annual budget: (b) grants fiom the Federal Govcmment to the Iead agency; (c) incomc generated from le\y offee and service charges as providcd in sub-section (2)r (d) rncome generaled from sales ofproducts, services and inv€stments; and (e) any orher sourcc! as approved by the Goveming Council, upon recommendation ofthe lead agency. (2) For thc purpose of meeting operating expenses, enhancemenls and up gradation of the Pakisran single window, the Coveming Council rnay, by notification in the officral Cazelte, upon the recommendation of thc lcad agency and subject to such conditions, limitations or restrictions as it may deem fit to imposc. levy fee and serwice charges for any of the seflices provided by olon behalfofthe operating cntiq/, at such rate as may be specified thercin. (3) The Federal Covemment upon recotmnendalion ol the Governing Couucil rnay allocate additional funds to the Iead agency to the credit ofthe operating entity in case the incomc from Pakistan single window fee and senice charges is insufficicnt to meel the operating expenses. 10. Access to th€ Pakistrn sitrgle window ard its allied systems, maintcnance of r€cord etc-il) No person shall access, physically or elecboniJalh. the Pakislan single rvindow or iLs ailied syste s or infraslructure, transmit to or receive urformation t'rom thc Pakistan single windowi unless that person is d!iy registered or authorised in the manner prescribed by rules. (l) Any law, for the time being in force, and requiring documents to be created, retained. authenticated, notariscd, duplicated. submitted, delivered or clidenccd shall be deemed 1() have be€n complied u,ith ifsuch documenls are available and retrievable in the electronic form. (2) Any permit. Iicence, authorisation or approval required under any law to be issued shall be deemed to havc been larvfully issued if the same is issued in electronic form. (3) Anl' infomation, documenrs. data, authentication, or authorisation lransmitled. received, stored, done or processed in thc Pakistan single.window eleclronicall)- may bear such marks, numbers. bar codes or rdentifiers which shall be dermed to bcar electronic signatures and shall be admissible as an cvidcnce in any lcgal fora $,ithin and outside Pakistan.

13. Offcnccs and punishmenLs.
