'\'< C ,,......,..,-1,,, '< 3..1\epulllic of t(Je ~ (Jilippine.s '91tice of t(Je Jre£1ibe11t ;ftlnlncaiiann CLIMATE CHANGE COMMISSION RFSOLUTION NO. 2 A RESOLUTION APPROVING THE NATIONAL CLIMATE CHANGE ACTION PLAN (NCCAP) WHEREAS, the Philippines, as a Party to the United Nations Framework Convention on Oimate Change (UNFccq is committed to taking action on climate change, guided by the ideal of protecting the climate system for the benefit of present and future generations, on the basis of equity and in accordance with the principle of common but differentiated responsibilities and respective capabilities and the precautionary principle; WHEREAS, the Philippines has the prerogative to pursue sustainable development, and that responses to climate change should be integral to social and economic development and integrated into national and local development program taking into full account the legitimate priority needs of the Philippines for the achievement of sustained economic growth and the eradication of poverty; 'WHEREAS, the climate change crisis demands better governance, effective delivery of basic services, poverty eradication, and food security through opportunities both at the global and national levels; ¼'HEREAS, in October 2009, the Philippine Congress approved Republic Act No. 9729, "An Act mainsh'eaming climate dzange into government policy fonnulations, establishing the frqmework strategy and program on climate c/umge, creating for this pu,:pose the Climate Change Ccmmission, and for other purposes"; • ¼'HEREAS, in April 2010, the National Framework Strategy on Oimate Change was adopted which serves as the basis for a program for climate change planning, research and development, extension, and monitoring of activities to protect vulnerable communities from the adverse effects of climate change; WHEREAS, under • of Republic Act No. 9729, the Climate Change Co • • • ulate a National Climate Change Action Plan ( ational Framework Strategy on Climate Change , .. of the latter; 1,rr;l • ii1~1 ef PNOY003923 ' ... . : ,,., I \ WHEREAS, various multi-sector consultations and thematic consultative meetings participated in by pertinent stakeholders were held in crafting the NCCAP; WHEREAS, the NCCAP outlines the agenda for climate change adaptation and mitigation for 2011 to 2028 and will undertake seven strategic priorities: (1) Food Security; (2) Water sufficiency; (3) Ecosystem and Environmental Stability; (4) Human Security; (5) Climate-smart Industries and Services; (6) Sustainable Energy; and (7) Knowledge and Capacity Development; NOW THEREFORE, the Commission hereby Resolves to APPROVE the National Climate Change Action Plan.
