Fiskeridepartementet har 22. februar 1991 bemyndiget Kystdirektoratet til i medhold av § 14 andre ledd i lov av 8. juni 1984 nr. 51 å opprette, endre og oppheve havnedistrikter utenfor høyeste ordinære springhøyvannslinje og innenfor grunnlinjene etter at kommunestyret har uttalt seg.
