Every person W,i1O wishes to o~tain ,a permJt shul l make a written appllcatlOn substantially In the r orm A set out in the Schedule hereto, to the Director or to such other officer specially authorized in writing in that behalf b v' the Director to receive such applications. 5, (1) On receipt of an appiicat.on for .;l permit the Director or other authorized officer may, after such inquiry as he may deem n~cessary, issue to the applicant a permit which shall specify the numocr of sho.re seme, sets of 6:11 nets, or the quantity (If other fishing gear that may be used, and any other conditions that shall apply in relation to such permit. Such p.ermit shall, unless earlier cancelled under these regulations, remain in force, during the period specified therein. (2) Every such permit thall be substantialty in the Form B set out in the Schedule hereto and shall be issued on the payment of (a) in tho caso of a shore seine, a refundable deposit of one hundred rupees and a permrt Iee of twenty-five rupees; (b) in the case of a set of gill nets, II refundable deposit of ten rupees and a permit fee of five rupees: (c) in the case of other fishing gear, a refundable deposit of five rupees and a permit fee of two rupees and fifty cents. Where the Director refuses to issue a permit under regulation 5, the applicant may appeal from such refusal in writing to the Minister within thirty days from the date of communication to him of thr- refusal. The appeal shall set out the grounds upon which it is made. 8. The decision of the Minister on any appeal under regulation 7 shal l be final and conclusive. 9.
