Decree N° 21 of 1930 on New Fishing Techniques and the Farming of Fish and Living Aquatic Organisms. Article 1. - It shall be unlawful to carry out the following operations in the Kuwaiti territorial waters without a licence issued by the Directorate of Fisheries Resources: 1. utilization or experimenting new fishing techniques and equipment not used before in the country; 2. use of new methods for the breeding of fish and other marine living resources breeding. Article 2. - Anyone violating the provisions of this Decree shall be subject to the penalties established by law. Article 3. - The competent authorities shall enforce this Decree which shall be effective on the date of its publication in the Official Gazette.
