Resolution of the Collegium On progress in introduction of the land registration system in the Kyrghyz Republic (No. 1/3 of 1996)

c:\mariusz\texts\kyr16560.doc Ministry of Agriculture and Food of the Kyrghyz Republic January 15, 1996, # 1/3 Resolution of the Collegium On progress in introduction of the land registration system in the Kyrghyz Republic After discussion of the information of the General Director of the State Production Scientific Centre (SPSC) "Kyrghyzmamjerresurstara" Kasymov Ch., Collegium of the Ministry mentions, that in implementation of the Order of the Ministry of Agriculture and Food and National Statistics Committee of the Kyrghyz Republic of July, 10, 1995 # 71/56 "On introduction of the land registration in the Kyrghyz Republic" in SPSC "Kyrghyzmamjerresurstara" certain work is being done. SPSC "Kyrghyzmamjerresurstara" developed and sent land registration forms and Instructions for filling them in to all oblast and raion centres of Land and Agrarian Reform. Preparation works for introduction of land registration had been implemented in all village committees in Jumgalsky, Bakai-Atinsky, 13 all village committees in Kara Suisky, 6 all village committees in Suzaksky, 3 all village committees in Ak-Suisky raions. Works are still being carried out in Kochkorsky, Ak-Talinsky, Jety-Oguzsky, Ak Suisky, Toktogulsky, Tjupsky and Bazar-Korgonsky raions. In implementation of works on introduction of the land registration system serious shortages and omissions had been admitted. SPSC "Kyrghyzmamjerresurstara" delays the development of draft organisations of territories of new economic entities, activities on unified land registration system, insufficiently carries out practical assistance to village committees on Land Reform in filling in Land Use Certificates, land registration forms, on elaboration of land plot sizes (on the site). Some village committees didn't manage to finalise lists of citizens, having right for land shares. Collegium of the Ministry of Agriculture and Food rules : 1. To consider as unsatisfactory activities of the State Production Scientific Centre "Kyrghyzmamjerresurstara" in issues of organisation and introduction of the land registration. 2. To give Kasymov Ch. One month time to establish Centres for registration and sale of Land use rights. 3. To oblige oblast, raion agricultural departments to participate in organisation and introduction of agricultural land registration. To charge Deputy Minister Anarbaev A. of the Ministry of Agriculture and Food and General Director of Land and Agrarian Reform Centre Aliev E.
