UA QUALTIY STANDARD OF WASTE WATER OF BUSINESS AND/OR INDUSTRIAL ACTlVIlY OF PURIFIED TEREP'HTHALIC ACID AND POLY ETHYLENE TEREPHTHALATE (Regulation of the State Minister for Environmental Affairs Number 10 Year 2007 dated July 4, 2007) THE STATE' MINISTE'R FOR ENVIRONMENTAL AFFAIRS, Considering: a. that in orderto conserve the environment function, it Is necessary to control businesses and/or activities potential- to pollute the environment; b. that in order to prevent the pollution from the busi ness and/or the industrial activity of purified tereph tnallc acid and polyethylene terephthalate, efforts to control water pollution are needed, by stipulating the qUdlily standard of waste water of business ondl or the industrial activity of purified terephthauc acid andpolyethylene terephthalate: c. that in according with the consideration as referred to in letters a and b aswell as to execute the provi stonfn ArtiCle 21 paragraph(1) of covemment Regu lation Number 82 Year 2001reaardinQ. the Nanaoe ment of Water Quality and COntrol over Water Pollu tion, It is necessary to stipulate a Regulation of the State Minister for Environmental Affairs regarding the Quality Standard of Waste Water of Business and/or the Industrial ActiVity of purified terephthalic acid and polyethylene terephthalate: In view of: 1. Presidential Regulation Number 9 Year 2005 (BN Number7:lIlZpagesZA-~3A)regardIng PoSition, Duty, Function, Authorization, Organization Chart, and Working Procedure of State Ministry of the Re public of Indonesia, a~ illrcndy amended several times and the latest by Presidential Regulation Number94 Year 2006; DECIDES: To-stipulate: THE REGULATION OF THE STATE MINISTE'R FOR EN VIRONMENTAL AFFAIRS REGARDING the QUALITY STANDARD OF WASTE WATE'R OF BUSINESS AND/OR INDUSTRIAL ACTIVTIY OF PURIFIED TEREPHTHALIC AGD AND POLY EnWL£NE TEREPHTHALATE. Article 1 Referred to in this requieuon as: 1. Industry, ... 1. Industry of Purified Terephthahc Acid (PTA) is a busi ness and/or activity which executes the oksidasi pro cess of para xylene becomes tnestaple supply for the industry of poly ethylene terephthalate and polyester. 2. Industry of poly Ethylene Terephthalate (PET) is a business and/or activity which executes the manaqe mPnt of PTA <'100 ~ylene Qlycol becomes the po\y~ mer as semi-finished goods. 3. QualitY Standard of waste water is the limit or stan dard of polluted substance and/or amount of pol luted substance which is considered its existence in waste water which shall be thrown or released into the water source from a business and/or actrvrty. 4. Water source is water place which is above and un der tilt:lend surtece, incl~dlng ecquncr, spring, river, swamp, lake, situ, rumen, and estuary. 5. Waste water is the remains from a result of a busi ness and/or activity in a liquid form. 6. Article 6 In case the result of properness inspection of Amily2es Regarding the Effect of Life Environment (AMDAL) or the recommendation of the Effort of Man agement of Ufe Environment (UKL} and the- Effort of Monitoring of ure Environment (UPL) from the business and/or the industrial activity of PTA and PET requires tighter quality standard of waste water from quality stan dard of waste water as referred to in Article 2 para graph 1, ArQtle 2 parayrCiph 2, Article 2 piJragraph 3, or Article 5 paragraph 1, the quality standard of waste water for business and the actlvity of PTA and/or PET which i5 required by AMOAL or recommendation from UKL and UPL shall apply. Article 8 The personnel in responsible ~f the business and/or the activity of rayon industry obHges: a. To execute the management of waste water there fore the quality of waste water which shallbethrown to the water source does not exceed the quality stan dard of waste water which has already stipulated in the Attachment of this Regulation of Minister. b. To use the waterworks of waste water release which is waterproof therefore the infiltration of waste wa ter do not happen to the environment; c, To put the caloJlation tools of debit or flow of waste water and executes the note of daily debit of the wastewater; d. To avoid the thinning of waste watee, including the mixing of the water exile of cooler used into the flow of the exile of waste water i e. To record monthly production decidedly; f. To execute the daily monitoring of the quality of pa rameter of the quality standard of waste water, for parameter. pH and CODi h. Article 9 The Regent/Mayor obliges to mention the qual Ity standard of waste water as referred in Article 2 para graph 1, Article 2 paragraph 2, Article 2 paragraph 3, Article 5 paragraph 11 Article 6 or Article 7 andthe obli gation as referred in Article 8 into the permit of the waste water release for business and{or the industrial aelivityof PTA and PET.
