7A NATIONAL DEVELOPMENT POLICY AND STRATEGY OF DRINKING-WATER SUPPLY SYSTEM (KNSP-SPAM) (Regulation of the Minister of Public Works No. 20/PRT/M/2OO6 dated September 15, 2006) BY GRACE OF GODTHE ALMIGHlY 3. law No. 24/1992 on layout; THE MINISTER OF PUBUC WORKS, 4. law No. 23/1997 on Environmental Affairs; Considering: 5. law No. 28/2002 on Building Structure; a. that drinking water constitutes basic need badly needed for sustainable human life in the framework 6. Law No. 17/2003 on State Finance; of enhancing the health quality of the people; 7. Law No. 25/2004 on National Planning System; b. that in order to meet the basic need, a drinking-wa ter supply system haVinggood quality, being healthy, efficient and effective, integrated with other sectors, mainly the sanitation sector is needed so that the people can live healthily and productively; c. that in the framework of enhancing service/supply of drinking water, it is necessary to develop drink ing-water supply system with a view of building, ex panding and/or enhancing the physical (technical) system and non-phyical systems (institution, man agement, finance, public participation and law) to tally to realize the provision of drinking-water for communities towards a better and prosperous con dition; d. that in a bid to realize the expected drinking-water supply system as meant in letters a, band c, inte grated, efficient and effective plans, programs and implementation of activities are needed; e. that in order to realize the expected situation and condition as meant in letter d, national development policy and strategy of drinking-water supply system needs to be stipulated by a regulation of the Minister of Public Works; In view of: 1. Observing: 1. The Need for National DevelopmentPoticyand Stra tegy of Drinking-Water Supply System as a guidance for providing drinking-water as mandated by Go vernment Regulation No. 16/2004; 2. Declarations of the United NationsMeetings,particu larly Habitat Declaration and Agenda 21 in Rio de Janeroon AdequateShelter tor Human and SUstain able Resettlement Development which needs to be realized in national policy and strategy of drinking water supplysystemdevelopment, particularly in the provision of access to better service for the poor; 3. UN Millenium Summit In September 2000, resulting in Millenium Development Goals (MOGs) in the frame wor1c of realizing a better living environment; DECIDES: To stipulate : THE REGULATION OF THEMINISTER OFPUBUC WORKS ON NATIONAL DEVELOPMENT POUCY AND STRATEGY OFDRINKING-WATER SUPPLY SYSTEM Article 1 Referred to in this regulation as: 1. National Development Policyand Strategy of Drink ing-WaterSupply System, hereinafter abbreviatedto KSPNP-SPAM constitutes guidelines on regulationi implementation and development of drinking-water supply system for the central and regional govern ments, business communities, private andsoclety, 2. KSNP-SPAM covers descriptons of visions and mis sionsof drinking-water supply systemdevelopment, strategic issues, problems and chaltenges of SPAM development, goals/targers as well as nenonet poli cies and strategies of SPAM development and the required action plans. Article 2 KSNP-SPAM is usedas guidance for regUlatIng, implementing anddevetop g good- quality drinking-wa Business News 7444/1-12-2006 SA ter supply system in the central and regional levels in accordance with conditions of local regions. Article 3 More detailed technial regulations and opera tional guidelines in the regulation, implementation and developmentof drinking-water supply system as elabo ration of KSNP-SPAM need to be formulated and stipu lated further by the institutions concerned. Artide 4 (l)In the case of regions not yet haVing the regulation es meant in Article 2, provisions and plans for drink Ing-water supply system development in the regions need to be preparedand stipulated by regional regu lation, referring to this ministerial regulation. (2)1n the case of regions alrt:ady h~ng regional regu lation on drinking-water supply system development before the Issuance of this regulation, the regioQElI regulation should be adjusted on the basis of the provisions as meant in this regulation. Article 5 With the enforcement of this regulation, regu~ lation, fonnulation of plans, programs and implementa tion of development actiVities of drinking-water supply system must refer to this regulation. Article 6 (1)The regulation comes into force as from the date of stipulation and it shall be amended and rectified ec cordingly in the case of mistake being found.
