To amend several provisions in Regulation of the Minister of Agriculture Number 52/Permentan/ OT.140/9/2011 Recommendation about the ap­ proval of the import and export of livestock into and to outside the territory of the Republic of In­ donesia as follows: a. Article 1 0 is amended so as to read as fol­ lows: Article 10 ( 1 l The issuance of RPP as meant in Article Business News 850611-17-2014 GOVERNMENT REGULATIONS 9 paragraph (2) shall be executed by the Director General of Animal Husbandry : and Veterinary on behalf of the Minister of Agriculture in the form of a decree of the Minister of Agriculture. (2) RPP as meant in paragraph ( 1) shall con­ tain: a. Number of RPP; b. name, address of company and ani­ mal quarantine installation; c. Number and date of application; d. country of origin, quantity and clas sification of parent stock; e. port of entry; f. location of slaughtering house; and g. issuing date and validity period. (3) The Director General of Animal Hus­ bandry and Veterinary shall issue RPP as meant in paragraph (1) following the ful­ fillment of the administrative requirement as meant in Article 5 and technical re­ quirement as meant in Article 6. (4) RPP as meant in paragraph ( 1) shall be granted for a period of one year. (5) The import of parent stock shall be stipu­ lated in RPP as meant in paragraph (4) in accordance with the following period: a. first quarter, January -March; b. second quarter, April-June; c. third quarter, July-September; and d. fourth quarter, October-December. (6) The plan for the import of parent stock for the following year shall be stipulated at the end of October. b. To amend Article 13 so as to read as follows: Article 13 ( 1) In order to secure RPP of parent stock, business communities shall submit ap­ plication in writing to the Director Gen­ eral of Animal Husbandry and Veterinary through Head of PPVTPP in accordance with format model-1 . (2) The application as meant in paragraph ( 1) shall be furnished with the administrative requirement as meant in Article 5. (3) The application as meant in paragraph (2) i may be submitted on line and/or directly. (4) The application as meant in paragraph ( 1) shall be submitted in the previous Octo­ ber. c. To supplement a new article by inserting Ar­ ticle 40A, which reads as follows: Article 40A ( 1) In order to fulfill the availability and stabi­ lize the price of beef, the import of parent stock may be expedited. (2) The acceleration of the import of parent stock as meant in paragraph ( 1) shall be stipulated by the Minister of Agriculture on the basis of result of a limited ministerial Business News 850611-17-2014 35 36 GOVERNMENT REGULATIONS coordinative meeting coordinated by the Coordinating Minister for Economy. 2. The other provisions in Regulation of the Min­ ister of Agriculture Number 52/Permentan/ OT.140/9/2011 Recommendation about the ap­ proval of the import and export of livestock into and to outside the territory of the Republic of In­ donesia shall be declared to remain effective. Article II The regulation shall come into force as from the date of promulgation.
