liA CONTROL OVER BREEDING AND DISTRIBUTION OF FOWLS (Regulation of the Governor of the Province of Jakarta Capital Special Region No. 15/2007 dated January 17, 2007) BYGRACE OFGOD THEALMIGIfTY THE GOVERNOR OFTHEPROVINCE OFJAKARTA"CAPITAL SPECAl REGION, Considering: a. that avian influenza constitutes a contagious disease attributable to virus H5N1 and infected by fowl, which can bring about death to sufferers; b. that since the number of avian influenza sufferers in Indonesia is the highest in the world, already declared as an extraordinary condition and in the Province of Jakarta capital Special Region is one of the three regions record ing the largest number of avian influenza cases on human, it Is necessary to take promptly comprehensive controlling measures agaist the breeding and distribution of fowls; c. that based on the considerations as meant in letters a and b, it is necessary to stipulate a regUlation of the Governor on Control over Breeding and Distribution of Fowls; In view of: 1. law No. 6/1967 on Animal Husbandry and Veterinary Basic ProviSions; 2. law No. 4/1984 on Contagious Disease Outbreak; 3. law No. 23/1992 on Health; Business News 7476-7477/21-2-2007 4. law ..... (Z)The veterinary certificate and special Identity as meant in paragraph (1) is granted by Animal Hus bandry, Fisheryand Marine Service/Sub-Service with out charge. Article 4 Fowl breeding businesses in the Province of Jakarta Capital Special Region will be relocated gradu ally to places stipulated later by the Jakarta Provincial Government. CHAPTER III DISTRIBUTION OF FOWL Article 5 Collecting, slaughtering and selling places of live fowls will be relocated gradually to places stipulated later by the Jakarta Provincial Government. Article 6 Distributing traffic of live fowls coming into the Province of Jakarta capital Special Region will be regu lated later. CHAPTER IV CONTROL AND SUPERVISION Article 7 Control over regulation of fowl breeding and dis tribution is executed by: a. Animal Husbandry, Fishery and Marine Service; b. Health Service; c. Public Peace, Order and Protection Service; d. Mayors and Regent of Administrative Regency. Article 8 Supervision over regulation of fowl breeding and distribution is done jointly by working units of the re lated regional apparatus as meant in Article 7 and com munities. CHAPTER V SANCTION Article 9 Everybody violating the provisions in Article 2 paragraph (2) and Article 3 is subjected to sanction in Business News 7476-7477/21-2-2007 21A the form of the selzlnq of fowls for destruction and/or other sanctions in accordance with the provisions of leg islation in force. CHAPTER VI TRANSlnONAL PROVISION Article 10 Since the regulation is stipulated to overcome threat against safety of people in the Province of Jakarta Capital Special Region from avian influenza vlrus.Ieqisla tion products and licensing related to breeding and dis tribution offowls issued before the stipulation of this regu lation are ignored or declared null and void provisionally until the threat against safety from avian influenza can be settled and/or further regulation is stipulated. CHAPTER VII CONCLUSION Article 11 The regulation comes into force as from the date of promulgation. For public cognizance, the regulation shall be promulgated by placing it in Regional Gazette of the Province of Jakarta Capital Special Region.
