Decree of the Minister of Industry and Trade No. 372/MPP/KEP/6/2004 on the formation of a team for monitoring the procurement, distribution and price development of rice, granulated sugar, frying oil, kerosene and fertilizers

THE FORMATION OF A TEAM FOR MONITORING THE PROCUREMENT, DISTRIBUTION AND PRICE DEVELOPMENT OF RICE, GRANULATED SUGAR, FRYING OIL, KEROSENE AND FERTILIZERS (Decree of the Minister of Industry and Trade No.372/MPP/Kep/6/2004 dated June 7, 2004) THE MINISTER OF INDUSTRY AND TRADE, Considering: a. that rice, granulated sugar, frying oil and kerosene as the basic commodities of the Indonesian community besides fertilizers constitute strategic goods, so that the procurement, distribution and price development of the commodities need to be monitored; b. that to monitor the procurement, distribution and price development of the commodities referred to in letter a, a team needs to be formed; c. that the formation of the team needs to be provided for in a decree of the Minister of Industry and Trade; In view of: 1. Presidential Decree No.228/M/2001 on the Formation of Mutual-Help Cabinet; 2. -Presidential Decree No.102/2001 on the Position, Task, Function, Authority, Organisational Structure and Work Mecha nism of Ministry; 3. Presidential Decree No.109/2001 on the Organisational Unit and Task of First Echelon Officials of Ministry; 4. Presidential Decree No.90/2002 on the Retail Prices of Domestic Fuel Oil; 5. Joint Decree of the Minister of Energy and Mineral Resources and the Minister of Finance No.31 K/20/MEM/2003 and No.31/KMK.01/2003 on Guidelines for State Oil Company Pertamina To Fix the Retail Prices of Domestic Fuel Oil; 6. Decree of the Minister of Agriculture No.176/Kpts/TP.310/3/2003 on the Upper Retail Price of Subsidized Fertilizers for the Agricultural Sector as has been amended by Decree of the Minister of Agriculture No.427 /Kpts/SR.130/8/2003; 7. Decree of the Minister of Industry and Trade No.86/MPP/Kep/3/2001 on the Organisational Structure and Work Mecha nism of the Ministry of Industry and Trade; 8. Decree of the Minister of Industry and Trade No.643/MPP/Kep/9/2002 on Sugar Import Regulation; 9. Decree of the Minister of Industry and Trade No. 70/MPP/Kep/2/2003 on the Procurement and Distribution of Subsidized Fertilizers for the Agricultural Sector as has been amended by Decree of the Minister of Industry and Trade No.356/MPP/ Kep/5/2004; 10. Decree of the Minister of Industry and Trade No.9/MPP/Kep/1/2004 on Rice Import Regulation as has been several times amended the latest by Decree of the Minister of Industry and Trade No.368/MPP/Kep/5/2004; 11.Decree of the Minister of Industry and Trade NO.bl/MPP/ Kep/2/2004 on Interinsular Sugar Trade as has been amended by Decree of the Minister of Industry and Trade No.334/MPP/K ep/5/2004; DECIDES: To stipulate: FIRST, Decrees of the Minister of Industry and Trade No. 1. 328/MPP/Kep/4/2003 on the Formation of a Team for Monitoring the Procurement, Distribution and Price De velopment of Sugar; 2. 387/MPP/Kep/5/2003 on the Formation of a Team for Monitoring the Procurement, Distribution and Price De velopment of Rice; and 3. 37/MPP/Kep/1/2004 on the Formation of a Team for Monitoring the Supply and Price of Domestic Rice; shall be revoked. SECOND, A Team for Monitoring the Procurement, Distribu tion and Price Development of Rice, Granulated Sugar, Fry ing Oil, Kerosene and Fertilizers shall be formed with the lineup as follows: a. Manager; b. Advisor; c. Executive officers; THIRD, The lineup of the team referred to in the second dictum shall be as attached thereto. FOURTH, The tasks and responsibilities of the advisor and executive officers referred to in the second dictum shall be as follows: a. Advisor: 1. giving directives to executive officers to carry out monitoring activities; 2. submitting a report on the result of monitoring ac tivities and giving suggestions to take anticipatory measures/steps in case of obstacles to the .procure ment arid distribution of and a surge in the prices of Business News 7101/20-8-2004 rice, granulated sugar, frying oil, kerosene and fer tilizers, to the manager; b. Executive officers: 1. monitoring the procurement, distribution and price development of rice, granulated sugar, frying oil, kerosene and fertilizers in coordination with relevant agencies and business associations; 2. processing data and information on the procurement, distribution and price development of rice, granu lated sugar, frying oil, kerosene and fertilizers; 3. evaluating the monitoring of the procurement, dis tribution and price development of rice, granulated sugar, frying oil, kerosene and fertilizers; 4. submitting a report on the monitoring of the pro curement, distribution and price development of rice, granulated sugar, frying oil, kerosene and fertilizers to the manager with a copy to the advisor. FIFTH, To ensure the smooth execution of tasks in the field, the manager may appoint a coordinator for each of the commodities monitored. SIXTH, All expenses needed to carry out the tasks of the team shall be borne by the Directorate General of Domestic Trade, Ministry of Industry and Trade.
