Decree No. 561 of the Minister of Agriculture on the Utilization of the By-products of Fisheries

Decree of the Minister of Agriculture N°561/Kpts/Um/11/1973 on The Utilization of the by-products of Fisheries The Minister of Agriculture Considering: a. that the entities catching pr~wns, especially those using trawlers, generally do not utilize for the benefit of the po pulation the output of fish as results as by-product of their acti vi ties; b ; that for the fulfilment of the Nation's need of food havi.ng a high nutritive value it is necessary to utilize all potential sour ces of foodstuff, especially those rich in animal protein, as it is fish; c. that in connection with the aforesaid considerations it is deemed necessary that every entity fishing prawns utilizes also the fish resulting as by-product of their fishing activities for the nourish ment of the population; Bearing in mind: 1.Art. 33, section (3), of the Consti tution of 1q45; 2. The Decree f the President od the Republic of Indonesia N°9 of 1973; " "6. the Minister of Agriculture N°284/Kpts/Org/8/1969; tl N0332/Kpts/Org;'9/1ge9; Enacts: I Provision: All entities fishing prawns are bound to utilize as foodstuff for the population the fish resulting as a by-rpoduct from their fishing activities. II Provision: It shall be in charge of the Director General of Fisheries to issue the provisions an this matter and to take care of the fulfil ment of the utilization meant in the I Provision herein, p~rticularly in the matter of: a. The number of fish resulting as by-product which are to be utilized ad foodstuff; b. The techni~ues of utilization; c. The control of the effective utilization from the fishing anti ties. III Provision: The provisions of this decree shall be included among 2 Decree N°561 the conditions aW10tated in the fishing permits. IV frovision: The matters not yet or not completely regulated by this decree shall be regulated by the Director General of Fisheries. Toyib Hadiwijaya Decree of the Minister of Agriculture N°40/Kpts/rmV2/1974 on Modifications in the Decree of the Minister of Agriculture N° 561/Kpts/UM/1973 The Minister of Agriculture Considering: a. that the utilization of fish resulting as by-product of the activities of fishing entities conductin~ prawn «atchin~, as stated in the Decree of the Minister of Agriculture N° 561/Kpts/Um/ 11/1973, is aimed at the benefit of the Indonesi~n economy as well as at a rational utilization of the fish resources; b. that in connection with the aforesaid consideration it is neces sary to modify a provision in the decree mentioned in section a. herein; Bearing in mind: 1. The Decree of the President of the Republic of Indonesia N°90f 1973; 2. " the Minister od Agricul ture N°284/Kpts/Or~/1969; 3. " " N°332/Kpts/Org(1969; 4. 11 " N°561/Kpts/Um/1973; Enacts: I Provision: The first provision of the Decree of the Minister of Agriculture N°561/Kpts/Um/11!1973 is mo'ified as follows: "All entities fishing prawns are bound to utilize the fish result ing as a by-product from their fishing activities." II Provision: This decree comes into force on the day of its publi cation and is retrospective since the 7th November, 1973.
